our natasha brown is live at dover police headquarters tonight with more. natasha? >> reporter: a dash camera from another police patrol car actually captured this encounter with this officer and a suspect and now that video has led to criminal charges nearly two years later. this dash cam video at the crux of criminal charges now facing a dover police officer. >> there may be several others on the road. >> reporter: in august 2013 police responded to a fight at a dover gas station. in the video you see an officer police have identified as corporal tom webster surround a suspect, kicking that suspect latif dickerson in the face and dickerson appears to fall unresponsive. >> he broke his jaw and knocked him unconscious. mr. dickerson was unconscious until he woke up in the police cruiser right outside the hospital. >> reporter: kathleen morning ray with the alcu. last year they filed a civil lawsuit again the city of dover and the police depth alleging that dickerson was assaulted. the lawsuit was filed after a grand jury failed to indict officer webster in 2014. but

"eyewitness news" reporter natasha brown is live at special victims with more on how police got their man. natasha. >> reporter: well, you know, after releasing surveillance video and mug shots police finally to believe tonight that they have tracked down the man linked to app sexual assault and abduction in fishtown weeks ago. after a two and a half week search 24-year-old manuel cintron is now in police custody linked to a sexual assault and abduction in fishtown. the 22-year-old victim was walking along east york street at around 5:30 a.m. may first when she says a man approached her with a handgun and forced her inside a minivan. the victim was sexually assaulted inside the van and dropped off more than an hour later nor almond and boston streets in the area where she was initially picked up. surveillance video captured a glimpse of the older model van and on monday u.s. marshals working in conjunction with philadelphia svu tracked cintron hiding out in a house in the 7100 block of monitor street in northeast philadelphia. he was arrested without incident set to now face a slew of

"eyewitness news" reporter steve patterson joins us along the turnpike in bensalem. he's got the very latest. steve. >> reporter: natasha police and officials tell me the driver in this case was pronounced dead at the scene. meanwhile as you mentioned four workers affected by this crash, four of them injured two of them sustained minor injuries, they were taken to the hospital treated and released and another two in that group sustained serious injuries. one of them had to undergo surgery this afternoon. we're checking back forup dates. in the meantime this comes just a month into a major safety campaign from the pennsylvania turnpike commission telling drivers to slow down especially when they are in these work zones. for hours the only traffic left on this busy stretch of the pennsylvania turnpike didn't even amount to one car. officials say it happe

i'm natasha brown. thank you so much for joining us. here's the very latest on the aftermath of the amtrak derailment. in addition to amtrak's full service resuming, septa's trenton regional line will be partially restored. but trains will not stop in north philadelphia, bridesburg or tacony tomorrow and delays are expected. also amtrak crews spent the weekend installing speed controls on the section of track where train 188 derailed. and today awake was held for one of the eight people who died in this crash. bob gildersleeve his body was the last to be pulled from the wreckage. white news reporter matt rivers joins us live from outside of 30th street station with the latest. matt? >> reporter: natasha for the first time in nearly a week amtrak train will leave here from 30th street station bound for new york. that train set to leave tomorrow morning shortly before 6:00 a.m. eight people died as a result of this week's derailment and today those people were the focus of a small service near the crash site.
