more than a year since governor jerry brown approved emergency spending meant to address the drought. but a new analysis found half of the $687 million has been spent. according to the -- just a second. my apologies. only $300,000 has been spent out of 20 million set aside for projects. only 11 million has been spent out of the 21 million for housing assistance for disabled farm workers. and only 221 million spent out of the 472 million for local water infrastructure projects. however the state says there have been several success stories including drip irrigation in farm fields and new wells in los angeles. officials are also defending the pace of the spending. they want to make sure the money is used wisely. some infrastructure projects are also on hold while local governments look for additional funding. >>> california rice farmers meant with environmentalists to explain their dilemma during the drought. they are growing less rice this year because they are getting 25% less water. one farmer said he could use the ground water under his land but that draws water away from neighbors.
