early in the research for hell hound i was in memphis at the university of memphis. and a curator at the rare book and manuscript collections there said there's a gentleman by the name of vince that you might want to contact. and he gave me business card. i thought some guy had some stuff. about a year later i finally did get around to calling vince and he was very suspicious of me at first. he didn't know what i was up to. he said all right. i'll meet you in a back room of a back room of a back room of the memphis public library and i want you to know that everything i have is backed up on multiple hard drives in various bank vaults around the city. in case i was going to pick him off or something. and we met. and he showed me what he had. and what he had was the preeminent digital archive of the king assassination. more than 20,000 documents. many, many videos. photographs, crime scene analysis. unredacted fbi stuff. and also stuff from scotland yard, from the royal canadian mounted police, the mexican federal raleigh's -- i mean, all this stuff all in one place. i

turned around and headed west to memphis. it took me until july 6. 1000 miles. i shook 1000 hands a day and spent every weeknight with someone whom i did not know. i grew up in the great smokies. our scout troop, every weekend we would be in the mountains. i love the outdoors. so do most tennesseans. we have more people with hunting and fishing licenses than vote in republican primaries. when i ran for governor in 1974, i lost. my wife said, "you'll lose again if you run the way you did the first time," because i was just going around in my blue suit. when i was thinking about how i run a campaign that puts me in touch with people, walking across the state sounded like fun to me. so i got four young men from the university of tennessee band and a flat bed truck. we had a thing called alexander's washboard band. the truck could follow me along. we would set it up. they would get up and play music. a crowd would gather. sometimes i would play the trombone with the band. then we would go on to the next place. that was the tone of the campaign. it was a throwback to

we have the founder of the program in memphis came out and did an analysis of the program and felt we needed to increase the number of hours spent in practicing verbal deescalation for the officers. it's a 40-hour training, he recommends at least ten. we are not anywhere near that. the training covers a variety of mental health issues from a variety of different perspectives used, elderly, trauma, homeless, a whole bunch of different, va, this kind of stuff. it's much more around getting this broad understanding of mental health for police and trying to develop empathy and it's not all the way there with regards to skill. the numbers on training are looking pretty good. the original resolution called for every officer in the san francisco police department to get a shorter training. that has not happened at all. the original resolution also called for the dispatch criteria at 911 and that's taken a number of years and this last january it was finally up and running and district had specific codes for officers. the other piece we wanted to see in place was having a supervising cit and
