the police department to its credit sent officers to memphis and also sent myself and paid for me to go which was really, a really huge collaborative step and we were able to work with the actual founders with major cochran and meet with mental health groups there and come back and work with community based mental health department and there was a hearing before the police commission and a great discussion about the memphis model and how that can enhance the police response. it was really an historical event in 2011 when the commission adopted the model. there is a whole resolution that outlines the model and also some aspects on how the police and community can work together in enhancing response to crisis calls. so that's kind of the thumbnail sketch of our agency and our role and hopefully moving forward with cit. but i wanted to make one last comment and that's about president obama, he had pulled together a task force in november, december. it was a task force specifically to bring together and listen to organizations and law enforcement about how to really enhance police commun

we have the founder of the program in memphis came out and did an analysis of the program and felt we needed to increase the number of hours spent in practicing verbal deescalation for the officers. it's a 40-hour training, he recommends at least ten. we are not anywhere near that. the training covers a variety of mental health issues from a variety of different perspectives used, elderly, trauma, homeless, a whole bunch of different, va, this kind of stuff. it's much more around getting this broad understanding of mental health for police and trying to develop empathy and it's not all the way there with regards to skill. the numbers on training are looking pretty good. the original resolution called for every officer in the san francisco police department to get a shorter training. that has not happened at all. the original resolution also called for the dispatch criteria at 911 and that's taken a number of years and this last january it was finally up and running and district had specific codes for officers. the other piece we wanted to see in place was having a supervising cit and

i went to memphis with the group. my office paid for me to go to memphis and so did everyone else's. this isn't a program that's funded. while that might sound terrible, i actually think it's great because what we did is figure out how to do this without any money so when money becomes available we are ready and we know how to do this. i did a presentation on friday about a couple of bills pending in the u.s. congress and i think they are very important. i want to put them on the radar screen of this organization so that we together can try to figure out how to best fund programs. there is the helping families and mental health crisis act of 2015. this is also known as the murphy bill. it is a broad, very extensive mental health bill, but it has implications for the criminal justice system as well and i highly recommend looking at that. everyday there are new sponsors, it's bipartisan and i will step back a second. there is this very unusual spirit in congress of getting along around this one issue and that's criminal
