i'm amy goodman. in a major victory for low-wage workers, new york state has cleared the way to raise the minimum wage for fast-food workers to $15 an hour. a special wage board recommended the wage hike wednesday. it is now expected to be approved by the state's labor commissioner. the wage hike will be phased in by 2018 and new york city and by 2021 across new york state. andrew cuomo praised the recommendation. >> when new york acts, the rest of the state follows. that is the new york a. we have always been different. we have always been first. we have always been the most progressive. this statement today is going to radiate all across the country. and seiu and the community organizations can go all across the country, that if new york can do it, why can't you do it? amy: the move comes three years after fast food workers in new york city launched the fight for 15 campaign, which quickly spread across the country. in related news, the university of california also announced wednesday that it, too,

i'm amy goodman. in ohio, a grand jury has indicted a university of cincinnati police officer on murder charges for shooting sam dubose, an unarmed african american man. police officer ray tensing fatally shot dubose on july 19, after pulling him over for not having a front license plate. in announcing the indictment wednesday, prosecutor joseph deters called the killing "senseless." >> i have been doing this for over 30 years. this is the most asinine act i have seen a police officer make. totally unwarranted. it was -- it is an absolute tragedy. in the year 2015, that anyone behave in this manner. it was senseless. i met with the family moments ago. it's just horrible. amy: cincinnati mayor john cranley praised the indictment and compared it to cases in other cities where grand juries chose not to indict officers. >> we wanted the truth to come out. when you look at, for example the videos in new york earlier this year and you see that no charge was brought, there was a great sense that justice was

i'm amy goodman. greece has missed a $1.8 billion payment to the international monetary fund as it faces the brink of a financial meltdown. the deadline coincided with the end of greece's international bailout, leaving it without an infusion of the money it needs to meet its obligations. on tuesday, european creditors rejected a last-minute proposal from greek prime minister alexis tsipras for a new financial lifeline. the head of the eurogroup of finance ministers, jeroen dijsselbloem, said a new bailout program could be negotiated, but only if the greek government backs down from its rejection of austerity demands. >> what we can change is the political stance of the greek government that has led to this unfortunate situation. and what we could consider but we will have another conference call tomorrow, is for the talks on a new program. but given the current political position that the greek government is taking, it is very difficult to have constructive talks. amy: the financial times is reporting
