james bayes is in vienna. so how are the negotiating going? >> reporter: it's clearly moving forward, but very slowly. that's because there are still difficulties but also because this is supposed to be the final agreement, so they don't want any misunderstandings. we have had further meetings with the u.s. secretary of state and the iranian foreign minister. we're expecting other foreign ministers to come here in the next few hours. the idea is to give this whole process momentum. perhaps more importantly on thursday, we have a visit from the head of the international at atomic energy agency to tehran to see the president. key in this if there is a deal they have to police the deal. where would their inspectors be allowed to go in would they go to military sites.

james bayes has the latest. >> reporter: we understand there was one meeting with the lead u.s. negotiator, the lead e.u. negotiator, and two deputy foreign ministers of iran that went on until 3:00 a.m. some of the foreign ministers who were here on thursday have left european fundamentals and [ inaudible ] fundamentals, but the words of the french foreign minister as we left i think is significant. he said he will be back on sunday evening. and what we're hearing is that it's likely the foreign ministers from the p5-plus-1, the six countries negotiating with iran will probably stay here from sunday working through, trying to get a deal. remember the interim deal has already been extended. extended only until tuesday, so time here is running out. certainly european diplomats, say they don't see any prospect for negotiation beyond tuesday. we really are in the final part of this very long process of negotiation to try to find a final deal a deal for ten years first, and then the period beyond ten years to deal with iran and making sure on behalf of the p5-plus-1, their aim, that

james bayes has more now from vienna. >> reporter: an historic deal one that the key players here say will limit the threat from a nuclear iran. >> today in an historic day. >> but it is an agreement that will further anger opponents who say it's a dangerous and historic mistake. >> iran will get a cash bonanza of hundreds of billions of dollars which will enable it to pursue its aggression and terror in the region and the world. this is a bad mistake. >> reporter: it's iran's foreign minister and the most senior e.u. foreign official who announced the deal. >> we are reaching an agreement that is not perfect for anybody, but it is what we could accomplish, and it is an important achievement for all of us. >> it is a decision that can open the way to a new chapter in international relations, and show that diplomacy, coordination cooperation, can overcome decades of tensions and confrontations. i think this is a sign of hope for the entire world and we all know this is very much needed in these times. >> reporter: president obama was quick to react, making it clear that if congress tri

james bayes thank you very much indeed. let's go live now to washington, d.c. and speak to patty culhane at the white house. what is the next step for the president then? >> he has got to get to work not only convincing the american public which polls show basically want this deal but he really needs to convince congress, and they are going to be lobby's hard by the pro-israeli lobby here. the president called the leadership of both the house and senate informed them of the details of the deal, and he also called his former secretary of state hillary clinton. she is now running for president. she is a key powerful democrat. she was on capitol hill and gave a kind of endorsement of the deal. so that will be an incentive for democrats follow along. because if the congress has any chance on overriding the president on these sanctions relief, he would have to lose his party's support. and republicans are already saying they are against the deal. and that's what alan fisher found out. >> i see the dower look by some of our people it causes me great concern. i feel i

james bayes. al jazeera, vienna. >> ali velshi just returned from iran. he joins us now with more on the talks. a lot of the americans may not appreciate that in iran they are consuming the news of this perhaps as voraciously as americans are. >> yes, and mirn -- iranian press almost seems to be cheer leading the news. there's a range of opinion, there are conservative newspapers and more reformist newspapers, but there were constant reports that a deal is done it's all done but for the signing, and of course that wasn't accurate but it almost seems as if iranian news and state-supported news in iran was cheer leading for a deal. remember that there is a contingent in iran the hard liners the conservatives, that many americans will think is all of iran those people are very worried that they are going to be undercut by a deal. last friday was the last friday of ramadan, which is typically a day of protest against israel for the occupation as they describe it of palestine. this past friday hard liners called for protesters to come out in much bigger number

james bayes is live in vienna where the deadline seems to keep moving james. tell us what are you hearing out of there? is there optimism? >> reporter: well, richelle when i spoke to you a few hours ago in the blazing sunshine there was quite a degree of optimism the russians were saying they thought it was possible there could be a deal within hours. well as you can see, the weather as turned and i think so has the at -- atmosphere of the talks. as you say the importance of this -- and it has become yet another deadline -- is the fact that in the congressional legislation about any deal, it says if you get the deal before the end of the 9th, that's today, then congress gets 30 days to look at it. if you go beyond the 9th and into the 10th then the congress gets 60 days, instead, two months, instead of one to look at the deal and that's something i don't think anyone around the table really wants. but they keep meeting, and they haven't so foreman aged to do a deal. interesting news coming in the last few minutes, we're going to here from john kerry who is goi

our diplomatic editor james bayes is there. james there's still talking to be done isn't there? >> absolutely. they are still talking. they are still negotiating. but quite a few of the foreign ministers are about to leave here in vienna in fact the russian foreign minister, has already left vienna and we're expecting others to leave. that's because even though this was the deadline day, as we saw the deadline day one week ago, it has been extended. that announcement was made by the e.u. foreign policy chief, but she did not set a new date. >> we are continuing to negotiate for the next couple of days. it does not mean we are expanding our deadline. i told you one week ago, more or less, we are interpreting in a flexible way our deadline which means that we are taking the time, the days that we need to finalize the agreement, which is something that is still possible. >> james tell us more about what you know about these sticking points in particular the effort it seems by the iranians to get included in this deal something on their conventional weapons as well. >> reporter: abs

james bayes is monitoring development in vienna. >> reporter: fresh meetings have been taking place here in vienna trying to deal with the final last sticking points which are stopping for now a deal takes place. those meetings took place between the iranian foreign minister, and the u.s. secretary of state, as well as the e.u.'s high representative for foreign policy. at the end of the meeting we didn't get a proper readout of what was achieved but we did see the foreign minister come on to his balcony of the hotel here and from quite a distance again, reporters shouted questions at mr. zarif. will we get a deal today? he didn't think that was likely. will we be here over the weekend? yes, he thought that was probably likely. so slow if any progress in these talks, and this is the day of yet another deadline the interim deal with iran is supposed to expire. so if they can't get a deal it looks likely that is going to be extecheded again. >>> a patch work of different tribes and militia have been involved in the south sudan civil war. catherine soi met some of them in upper nile state an

. >> reporter: james bayes is in vienna. so interpreting in a flexible way. how long can that go on? >>> lauren, this was supposed to be the day of the deadline and what we now have is dead lock. how long could the talks go on for now? well no one is giving a new date. what we do know is that the interim deal which was done a very long time ago back in geneva has had to be extended again, to friday. but those we have been speaking to, say they are not going to set a deadline they are working day by day, hour by hour but most of the foreign ministers who grouped here and had a big big meeting until the early morning hours are starting to leave. u.s. secretary of state john kerry will stay so will the foreign minister of iran but most of the others we think are going to drift back to their capitols suggesting to me they are not likely to return we're told until wednesday evening. that there will be a 24-hour lull in things but the negotiations will continue. >> thank you for that indeed. >>> still ahead on al jazeera, president obama's pledge to step up the cam

james bayes has the very latest from the talks in vienna. >> reporter: the six countries negotiating with iran met among themselves to discuss their strategy on what they hope could be the final day of this long process. optimism came from russia where the president of iran is one of the guests at a summit a city. his foreign minister is also here, one of the key players in the talks not currently in vienna. >> translator: based on the principal of taking consecutive and mutual decisions we're not on the verge of reaching afinal and comprehensive agreement. >> reporter: he spoke about one of the remaining stumbling blocks lifting the arms embargo on iran and on this issue, he supports the iranian position. >> translator: we are advocating for lifting of the arms embargo as soon as possible. as iran as we have all now seen a dedicated supporter of the fight against isil and of clearing the region and the rest of the world of this threat. a lifting of the arms embargo would help iran to raise its military capabilities in fighting against terrorism. >> reporter: he didn't mention russia

our diplomatic editor james bayes has the latest from vienna. >> reporter: for days and days now, intense negotiations have been underway taking place at all times of die, but now those meetings are being carried out by foreign ministers themselves. all of the foreign ministers are here in vienna and for the first time in this final stage of these negotiations they have all been meeting together. the chinese foreign minister says they are now pretty close. >> translator: new progress has been made in the negotiations, are still several issues outstanding on the table. we believe that acceptable solutions can be found to these outstanding issues. hence, the comprehensive agreement is within reach. >> reporter: we're told there are only a few items on which they now have to try to getting a agreement. but in this process, the last details were always going to be the most difficult ones. they will continue meeting, knowing that time is running out. the deadline is tuesday. there's only a matter of hours left. >> iranians are closely watching the developments at the negotiating table in scree

. >>> james bayes is in vienna and has been covering this latest stage of talks. in fact you have been covering the whole process of talks, haven't you james? we were talking about the critical situation in brussels and athens. it is critical in vienna as well. >> i think it is. because this was, again, supposed to be the day of the final deadline. instead we have dead lock so they have had to extend things yet again. most of the foreign ministers, some are saying including the u.s. secretary of state and the iranian foreign minister, more of the others are now returning to their capitols while experts and negotiators continue their work here. just before he left the french foreign minister described the atmosphere in these negotiations. >> translator: the iranian nuclear talks are as we have predicted, not easy. there have been periods of tension, but the negotiation continue. we are insists especially on necessary limitations on nuclear research and developments sanctions and the reestablishment and the possible military dimensions of past iranian nuclear work.
