california water shipped to western states during an unprecedented california drought. >> with so much focus on the drought, private companies making a profit on california's water has become an issue of perception. more than 100 other companies already bottling and selling water in california. >> this water comes from the municipal supply of modesto, california, or sacramento, california, and those places are hit hard by the punishing drought. >> bottled water companies point out that only a minuscule fraction of california's water is used to make their product. according to the state water resources board, that's absolutely true. the industrial sector overall uses just 1% of california's water and bottled water uses just a tiny percentage of that. companies like nestle one of several bottling water in california, say they are implementing technologies to use water more efficiently. i took a tour of one of nestle's bottled water facilities in ontario, california to find out more. later i got a chance to ask them about the controversy. >> this is where the bottle starts. i mean we brin

takano of california. the chair: the gentleman from california mr. takano and a member opposed each will control 10 minutes. the chair recognizes the gentleman from california. mr. takano: thank you, mr. chairman. in congress, we can all agree that greater accountability is needed within the department of veterans affairs. we are all outraged that v.a. employees whose misconduct has harmed veterans have remained in their jobs. last summer, we were all horrified that the v.a. medical centers in phoenix and elsewhere manipulated patient wait times. and this spring in denver, we were frustrated by the huge cost overruns with no real accountability. i agree with my republican colleagues that v.a. must do a better job of using its existing authorities to hold bad employees such as these accountable. and unfortunately this lack of accountability has overshadowed the excellent work of the vast majority of v.a. employees over a third of them, veterans themselves, whose genuine caring and tireless efforts honor veterans' service to our nation. but i believe i

so in southern california, central california northern california that dramatic reduction in the consumption of water is well under way. i live here in the central part in the delta of california, which i'll talk about at some length. three weeks ago, this house passed legislation to address this issue the valadao bill and what it really was all about was a relaxation of the environmental protections and thereby a mechanism to basically take what water remains in northern california here in the sacramento valley and transport it down into the san joaquin valley here. it's basically the classic water grab, which we've seen so much of over the years. all of that talk is going on here in washington, d.c., what is happening is that california is doing what it has done so very well. and that's mine. not coal, which we heard about from our colleagues from the coal states, but rather, mining water. this map basically shows what's happening in the aquifers of california. in june of 2002, you see a lot of green. the aquifers, while still depleted, were thought to be in pretty good shape. in 2008, as

how is first five california talking about this? >> as you just heard from mark thompson, it's a very complex issue but very important. so the purpose of our campaign which is called talk, read, sing is to take this -- the notion of the importance of early brain development and push it out to the public and those families who have young children or who are caregivers of young children and emphasize how important it is to interact with kids and stimulate the brain so that it grows and develops in the earliest years. and in the long run actually works to prevent the achievement gap. if we can get kids to develop their vocabularies and start out in school, not behind their peers, they have a much better chance to succeed in school and in life. but so the campaign really talks about -- we have two psas. 30 seconds long, you can only talk so much about brain development in 30 seconds. we cut to the chase and talk about the importance of that early engagement and language stimulation in the earliest of years from the day a child is born.
