good evening everyone i'm lesli foster. >> and i'm derek mcginty. they actually used the phrase tropical downpour in the weather center, how bad is it now? >> the storms will have heavy downpours and maybe some flash flooding, no hail or winds, so that's the silver lining, but this is the last hour, south to almost due north through the district, this is the heaviest one, and one just leaving the northwest part of town. zoom in a little more, and you can see this storm is heavy around bethesda, and out 97. zoom in a little more, rain fall rate on this was about an inch per hour, now it's moving north, so it's going to slow you down a little going home. little further north, this is pretty heavy too. earlier the heaviest rain shifted east and new york city, but at one -- north, but at one time rates at an inch and a third per hour. more storms out to the west, this will eventually head north into claysville about 5:05, and big storms near brunswick. when we come back we'll tell you when the storms die out, and the possibility of another yellow alert

. >> i'm lesli foster. police say that toddler is alive and at a hospital. our mola lenghi joins us live from the scene in white oak. what have you learned? >> reporter: first an incredible fall to have survived. the 4-year-old boy fell from an eighth story window at white oak towers to the grassy area below on the ground level, still taped off with the police tape. that is where the boy fell. you can even see the mesh screening that fell out of the window to the ground with the boy. the 4-year-old was rushed to the hospital with what are believed to be nonlife threatening injuries. one witness who said he didn't see the fall but saw the 4-year- old on the ground tell me the child was moving around -- tells me the child was moving around, seemed alert, crying obviously in a lot of pain, but he was conscious after the fall. authorities are still investigating and it's unclear exactly how the boy fell out of this window. >> we'll be following this one. >>> also in montgomery county tonight crews and residents cleaning up from an impromptu flood that snarled tr

i'm lesli foster. >> and i'm derek mcginty. tonight we continue to follow developments at the scene of a crash between a crowded marc train and a truck. >> it happened a little over two hours ago near the intersection of seminary and forest glenn roads. our ilana diaz is live at the scene. tell us what's happening now. >> reporter: the latest update is the dump truck we node you earlier was being -- told you earlier was being towed and we are expecting passengers to make it here to kensington station. if you look at video shot moments ago you'll see that marc train now stopped that hit a csx dump truck. police tell us the dump truck was on the rail switching over to the road in that intersection and that's when it was hit. the driver of the dump truck was injured but not hospitalized. there are 620 passengers on the train. only one of them had minor injuries, but that person also declined to be hospitalized. the ntsb is now investigating as well as fires and again passengers should be arriving shortly. we're told that there are

i'm lesli foster. >> and i'm derek mcginty. lloyd welch told investigators he abducted two young girls in maryland back in 1975 so they could be sexually exploited. >> that is the latest headline in the case of the lyons sisters and it's today's top headline tonight at 7:00. >> relatives knew welch had sheila and katherine lyon with them, yet none of them called the cops that might have saved those young girls lives. >> one relative said welch wanted her to launder a bag of dirty clothes and a second relative said he helped welch burn two 60 to 70-pound duffel bags with reddish brown stains and the odor of death. >> welch who has been charged with murdering those two little girls remains in prison in delaware, but he could be transported within the next couple of months. some portion of the crimes happened there, but investigators so far are keeping any more details close to their vests. >> there is still more ahead on this story for you. in the years since those two young girls vanished the technology to track missing children

. >> and i'm lesli foster. prosecutors today announced a grand jury at bedford county, virginia, has indicted twice convicted child sex offender lloyd welch in the murders of sheila and katherine lyon. bruce leshan has a look at what happens next. >> reporter: despite thousands of hours of searching police have still been unable to find the bodies of the lyon sisters, but new search warrant affidavits unsealed today reveal the kind of circumstantial case that they are building against twice convicted child sex offender lloyd welch. police say in an affidavit that a relative told them welch came to her in bedford in the spring of 1975 with a duffel bag filled with bloody clothing. he said the blood was from spoiled ground beef. she refused to wash it. another cousin allegedly told investigators that he helped welch burn two big heavy duffel bags with red stains and the odor of death. the grand jurors believed welch abducted sheila and katherine lyon from wheaton plaza and that he killed them in bedford. the girl

. >> and i'm lesli foster. that crash shut down the southbound lanes of i-95 at howard county at the peak of rush-hour. our mola lenghi there. how is the trooper doing? >> reporter: we are told the trooper is in stable condition. the other two people that were also involved in the accident were also taken to the hospital. their conditions have not yet been released. now, as far as how this accident happened, that's something that maryland state police are still trying to figure out. they are on scene recreating that crash scene to try to figure out what led to it. state police say the trooper was walking to the vehicle that he pulled over in the southbound shoulder of i-95, when another vehicle that was traveling in the southbound lanes left its lane hitting the police cruiser, then the trooper and the other car that he pulled over. again, the trooper was rushed to baltimore shock trauma. the other two were taken to howard county hospital. still unclear what caused that driver to leave her lane or how fast she

. >> i'm lesli foster. tonight that 9-year-old boy is fighting hard to live in a d.c. hospital. police in hagerstown say his mother's boyfriend handcuffed and beat him unconscious for eating a piece of birthday cake without permission. garrett haake has been phenomenonning this story -- following this story and joins us now live from children's national medical center where the boy is treated tonight. >> reporter: when that boy arrived here late tuesday night in grave condition, the result police say of a brutal beating received at the hand of his mother's boyfriend, all of it over a piece of cake. with his mother at work on tuesday, the boy was left at this apartment in the care of his uncle and his mother's boyfriend robert leroy wilson. according to court documents, when wilson caught the boy stealing cake, he cuffed his hands and beat the defenseless child until he was unresponsive and stiff. the boy's uncle took the cuffs off and called 911. >> to have a 9-year-old in the condition he's in now because an adult literally beat him into that condition is traumatic. it's marche

. >> i'm lesli foster. >>> tonight a d.c. cop turned businessman is under fire for selling synthetic drugs. the office of the attorney general is shutting down a store owned by william early and he's not the only one getting some attention. our ellison barber is at early's store on florida avenue with more on this crackdown shutdown. ellison? >> reporter: the attorney general says they've taken action against at least three stores. this is the only one they've officially shut down. in one month that store which you can sort of see because it has a green sign on the outside in, one month they will close their doors for an entire year. an unassuming store on the corner of florida and second northwest is technically an electronics store, but officials say this is a place where people came to buy synthetic drugs and they say this is the evidence. in documents released today the attorney general says by august 10th the owner must place a closed sign on the door and stop operating as a business for one year. the business cannot be

. >> and i'm lesli foster. the end to our string of 90- degree days is going to come with a price. tomorrow has the possibility of severe thunderstorms. first alert chief meteorologist topper shutt is here with more on when they might strike. top? >> we had the 8th on sunday and today for the -- the yellow alert on sunday and today for the heat, but tomorrow it will be for storms. i think most of us will have a dry commute to work. by 8:30 it's 83 downtown, still in the upper 70s. back to the west in the mountains storms will be forming already and then by 11:30 already some storms in western loudoun county and a pretty good area of storm. you see the red between winchester and luray? those are pretty heavy storms developing moving essentially east. right around lunchtime we've got big storms out 66. don't get too hung up on the exact location of this little cluster of storms. it could just as easily be into leesburg and gaithersburg. that's by 1:30. then by 2:30, 3:00 most of the heavy activity is across i-95 into southern maryland and across st. mary's county and charles county.

. >> i'm lesli foster. some of the heavier storms could hit north of dc, so top, what is doppler 9000 showing you now? >> reporter: exactly that. we're seeing the storms north of frederick and points in to pennsylvania. that will cover frederick county up in to washington county, allegheny county and the friends of the panhandle of west virginia. and the yellow that you see there is the severe thunderstorm warning. the tornado watch goes until 9:00. now in addition to that, we also have a flash flood watch around that metro area, getting less and less concerned about this because most of the heavier rain is pull pulling north. even that is not producing anything copious. with that said we'll keep you posted unless they cancel it with a look at radar over the past hour as you can see the reds are north of i-270 and just some greens coming down i- 270, which is why we're thinking that the flash flood watch is not a real threat. yeah, you'll have a wet ride home if you're going up 270 and out route 70. and sti
