rubio: let me tell you why. we do have a health insurance problem in america that we need to confront. we have largely done is put many americans into a government mandated finance. these plans, in order to be affordable, have had to do two things. that had to make copayments very high and adoptable's very high. what you now have our individuals and jirga under one of these exchange plans that are going to an emergency room or doctor. then they are getting a bill. the bill could be as high as $4000 depending on you to dockable and copayments. this is not have that ability. as result, the provider is not hitting patriot -- is not getting paid. it limits the number of providers and choices. if the doctor knows they cannot collect the copayment and detectable, they're not getting the full chart. then more providers will not want to participate in these plans. yes, the premium is subsidize, but you have a high to dockable and copayment and limited number of doctors in the hospital. i think a better approach would be

ted cruz is impressive marco rubio not as much. still very impressive. hillary did what she thought she would do, bernie sanders, $50 million. pretty darn impressive. those who did not do well in the gop side, rick perry, $1 million . rand paul, $7 million. carly fiorina gets a lot of notice in the elite press circles. ben carson out raised her three to one. mark: you would think she would do better. i'm surprised by the paul number. no one suspected that would be a huge number. walker and rubio and cruise -- and cruz the second tier. a bit of a surprise. all three have done a lot. let's see how they do now in the first half of the year. we will see how they do in the second half of the year as they are forced out on the campaign trail and have to raise money where they can't spend as much time with people. al: the candidates will have sufficient funds to compete in the february contest. what really matters is, whether they can keep it up. if it goes to april or may, whether they will have the money then. mark: maybe only bush will be fully funded throug

marco rubio says his campaign raised $12 million through the end of last month. that puts him in about third place overall in our ranking of republican candidate warchests. he has just shy of about $44 million he has brought in. that puts it behind j.crew -- jeb bush and ted cruz. who is performing expectations? who is underperforming? josh: i thought rubio had a solid number. it showed he is in the top tier of candidates. nobody's going to compete with jeb bush when it comes to raising money. he is the new york yankees of the gop field. this tells us rubio will be able to go pushed -- toto with bush walker -- will be able to go toe-to-toe with bush, walker, and anybody else. if you want to talk about disappointments, i think the big one is rick perry, who was a pretty solid fundraiser last time around, but has only managed to raise a tiny fraction of that amount this time. i think the ship may have sailed for rick perry. who do you think is over performing? mark: i agree with all of that. i think the cruise -- cruz number, $40 million, was huge. the first one i

[laughter] depends on how tough the interviews going to be. >> welcome to chicago and thank you for being here. thank you for 1871 for hosting this event. senator, let us start by talking about the economy more broadly. the stock market at highest, unemployment is down to 5.3% and yet, what is the problem? sen. rubio: that is a great question. what is interesting about this new economy is that a lot of traditional markers of economic health or not mean what they once did. for example, the unemployment rate added 21st century view of things the problem is that a lot of people employed are underemployed. they are earning wages that have not kept up with cost-of-living. a graphic example of that is that in 31 states of the country that health care is more expensive and going to college. imagine you are a single mother that makes $900 a week. for $250 a week, that's going to childcare and that is going to a huge chunk of yo

rubio, walker, cruise. it will be fully competitive in february. if jeb doesn't win one of the os,e that money advantage will be a lot less impressive. mark: i will say two things, my caveat is that some of the super pac donors have been restricted to the size of the checks that they have written. so i think bush will continue to swell even though he will not be able to make asks himself. the second thing is that i think this will go into may be april or may, but i suspect that bush and his super pac will be one or one of the few that can go the distance of the thing does go a long. al: yeah, i agree. it will be much harder. the only way another candidate will go long is if he or she wins one of those early contests and the sugar daddies kick in. mark: and another thing about the bush numbers is that we will see if he can keep it up. i thought earlier in the year it was a mistake in the sense that he was traveling around the country doing super pac funding, and now he is going to have to go back to those same places and raise hard earned dollars. i

what he makes of that and marco rubio, not worth the effort. what do you think? >> i think that rubio is right and others said the same thing, governor scott walker says he would have walked away from this deal. buying a used car, the car salesman knows you're desperate and puts you in a bad position. if you look back over what we've conceded, if you go back to the beginning of negotiations, it's staggering what we've given up. so. neil: so if we're pushing this and the iranians are pushing the sanctions part and they want all sanctions leaded because it gives them to 50 to $60 billion and it's their money so they should, but that seems to be the biggest issue to the iranians, the money. that should tell us a lot right there, right? >> it does. it's amazing what we've given up so far. $12 billion since negotiations began and that's gone in the form of sanctions released or asset unfrozen the i was at the state department when we made a misguided deal with north korea with a phony promises to give up the weapons program. it was a big deal for them that we unfroze

what would president marco rubio do? >> i think what people have to understand is the american portion, the u.s. portion of the sanctions were passed by congress and they are in the law today. the way the president will lift that is through the use of a security waiver. the next president of the united states simply has to undo the use of the waiver and the sanctions necessary place and they would be reinstated. you don't need a cabinet fully stormed to do that. in fact, i'm telling everyone if i'm elected president, we will not use the waiver to hold back sanctions, especially not as a result of this deal. >> the deal as you point out, lots of people can poke holes in it and point out flaws. the obama administration said what's the alternative. they argue that this deal and the sanctions depend on international cooperation and the russians and chinese were already talking about getting rid of sanctions. is it not possible that this is the best deal any american president could have gotten? >> i don't think that's true.

marco rubio has a very healthy presence in florida and does well here in the northeast. scattered support elsewhere although he took in less than both rubio -- bush and crews. -- cruz. margaret: the ted cruz numbers are fascinating. it says he has staying power into the primary season. it is a problem for bush. it validates what the concern is mark:. bush -- is. mark: bush is a relationship candidate. his problem is that for a lot of people elsewhere in the country, he is a bush. he's either to establishment or too boring. it hurts with the hard dollars and the grassroots. margaret: with rubio i am going to be interested to see in terms of a hispanic pocket across the united date whether he is able to be drawing consistencies -- constituencies of support. mark: it's a very data oriented campaign. if huckabee santorum harry -- perry if cruz can become the grassroots donor winner, that would be huge. his fundraising is the story of this quarter. is there anybody else out there who you think could have a stronger third quarter? margaret: rand paul. whether or not that mater
