marcie gonzalez, abc news new york. >>> with you believe a minimum wage of $19 an hour? >> the stecity of berkeley is considering it. last year the council became one of the first in the bay area to adopt steep minimum wage increases. >> we are live in berkeley now with the story, leanne? >> reporter: well, let's jump to the year 2020, shall we? now, if you work here in oakland, the minimum wage will be close to $15 an hour more or less depending on inflation. but if you step just a little bit back, you will be in berkeley making $19 an hour. clearly this will affect businesses on both sides of the border, that's if the berkeley city council approves it tonight. this woman has owned the coffee shop on university avenue in berkeley for three decades. a minimum wage of $19 in five years is not sustainable he says. >> i don't want to be negative about it but i can't foresee how you could do that without jacking up all the other prices around us to move with it. >> reporter: just last year the city council voted to increase the minimum wage to $12.53 an hour by october 2015.

marci gonzales has the story. search teams are out in utah looking for several hikers missing after yesterday's deadly flash flooding. >> we are hoping but right now it's not looking good. >> reporter: about 20 miles away another search effort. the national guard brought in to help for the final victim from this heart wrenching seen. >> oh, my goodness. >> reporter: two vehicles packed with three women and 13 children washed away in monday's sudden severe rush of water. >> heart wrenching to see them go over and i couldn't do anything about it. >> reporter: only three were found alive. residents in this small town of hildale, home to the polygamist sext ones run by warren jeffs mourned. >> to me the heavenly father's way of bringing us together. >> reporter: the same system moved west leading to dramatic rescues in southern california. >> we found two victims in the water. >> reporter: ten people, including this man and his dog pulled from the rushing water. >> we had to climb up a tree to wait it out. >> reporter

abc's marci gonzales joins us with more on how hundreds are sorting through the debris. >> reporter: david, the flooding and rain continued through the night making the ongoing search efforts more challenging. >> reporter: a desperate search for the missing. mothers and children swept away yesterday when flash floods tore through this part of utah on the arizona border. two packed vehicles stopped on a gravel road when a wall of powerful rushing water hit them from behind. >> the flash flood was so significant it overwhelmed them and pushed them in the channel. the vehicles were rolled several hundred yards downstream. >> reporter: three of the people pulled to safety. the other 13 in those vehicles now either deed or missing. the youngest child reportedly just 4 years old. officials say many residents here in the headquarters of warren jeff's polygamist sext may not have known of the flash floods. in the tight knit town, search teams scouring the banks and digging in the early morning darkness looking for any sign of the victims. and meanwhile, at least one of the survivors from tho
