kpix 5's jackie ward is live at sfo where travelers are hoping for smooth sailing. jackie. >> good morning, yeah, of course, holiday travel always is stressful. all is clear here this morning. just a bit windy so no problems there. but if you are heading to the east coast, you ma i run into some trouble because of the potential for thunderstorms there. and here yesterday the turbulent weather delayed some passengers. a lot of travelers had to be patient as they found out their flight was canceled or delayed. some delays as long as 90 minutes because of poor visibility. one man says he was delayed five hours while connecting in las vegas. his trip started in iowa and ended here so he could be with his daughter for christmas. runways at sfo can jam up traffic. >> the runways are built too close together so they can't use runways at the same time. they have to kind of piggyback take-offs and arrivals. >> travel experts say to expect a busy travel season thanks in part to a renewed confidence in the economy and low gas prices. so definitely consider yourself lucky if yo

jackie ward is live in san francisco where power just came back to some muni lines. jackie? >> reporter: well, we just actually were on the bay bridge toll plaza and we made our way down here to russian hill. as most of you know, the speed limit on the bridge is 50 miles per hour but at one point, we had to drop down to 30 miles an hour because the wind was just so horrific it was rocking our van back and forth. but it was looking lower vehicles as well. as we drove into closer to san francisco, we can see the bay levels. they are so high and the wind is whipping the tides right in. there have problems all over. in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding whenever we have rain. it's been this way for almost 30 years now. water flows from twin peaks right under doors. the sewer pipes need after overall, that won't happen until the city can find the $200 million a proecket ject -- project like costs. staying in oakland but on the joaquin miller road, wind and rain brought down a tree forcing authorities to shut down one lane.

kpix 55's jackie ward is live -- kpix 5's jackie ward is live at the scene weather very latest. jackie? >> reporter: behind me, frank, is where all these accidents ended. they were caused by a single dump truck. take a look. the truck was uprighted a little bit ago. despite the destruction, veteran police officers say it could have been worse. it all started around 8:50 a.m. when a truck traveling eastbound on silver avenue lost control according to eyewitnesses. at this point in the investigation, police believe the driver was dealing with mechanical issues. the first accident happened at somerset and silver where the truck collided with a car forcing it into a home. two people were in the car and they are being treated for nonserious injuries at san francisco general. the truck continued down silver eventually plowing into a lamp pole at san bruno and silver. that's when it slipped on its side breaking through a guardrail and dumping construction debris on 101 southbound. kpix 5 reporter jackie ward is live in fairfield with the very latest on this investigation. jackie. >> reporter: betty, police say they knew almost immediately that this death was suspicious and it was quickly determined that the little boy had been placed in the bathtub and intentionally drowned. police say the boy was in the custody of this woman, his 51- year-old grandmother, dawn raines-hewes. fairfield police and fire personnel went to her house on the 1400 block of jefferson in fairfield yesterday morning just before 11 a.m. that's when they found the child unconscious and not breathing. >> because of the nature of the call, the little boy having died and certain information and statements did not add up with what officers felt the scene also indicated. detectives from our major crimes unit responded and took over the investigation. >> reporter: raines-hewes is being held without bail at the solano county jail. a 6-year-old and 1-year-old were also in her care yesterday but they are unharmed. now, police are still investigating what happened here. and they are still lo

jackie ward joins us live. she's in san francisco with more on today's big vote. hi, jackie. >> reporter: hi, frank. the mission bay alliance has been the most vocal group in san francisco for the warriors. a lot of people are expected to show up here at city hall today before the board of supervisors votes and decides on whether they will appeal this court. they will be voting on the final environmental impact report. this is a 5,000-page report. includes a man to use $80 million to improve transportation and increase services at the site of the proposed arena. the report was released october 23rd and certified ten days later, not leaving much time for the public to go over. but despite that, the group says they are gaining ground. in a poll, it shows a 12% decrease in support for the arena this is compared to poll numbers commissioned by the warriors and released by david binder back in july. >> this process has been ramrodded and rubber stamped through at the behest and desire of the wealthy and the well-to-do whose interests are not in the best interests of th

kpix 5's jackie ward live now at oakland international airport with more on the tense hours leading up to this emergency landing. jackie. >> reporter: a passenger we spoke to said she was fearful for her life for four hours as the pilot tried to fix the problem and land safely. people on board southwest flight 2547 said that they knew almost immediately after taking off that something was wrong originally thinking it was an engine issue that the pilot thought could be resolved in a matter of minutes but it turned out to be serious when the landing gear was being brought up after take-off. passengers saw sparks. the pilot then tried to bring it back down. he flew around for 4 hours trying to burn fuel going all around the area and a passenger says she was extremely nervous the whole time. >> the worst part was the beginning because no one would tell us anything. i thought i was going to die. people are really scared. we're all safe. >> reporter: that passenger said that before they descended they were told to brace themselves but the landing went smoothly. people were clapping, cheering

and that's where jackie ward is live. she has been talking to a resident who saw it happen. >> reporter: michelle, the family here has only had the hoverboard for a week after they are shaken up by last night's fire. >> and, um, he was screaming, trying to get somebody to help, and my uncle came out. he poured a bucket of water on it. um, i had ran downstairs because i heard the fire alarms, i saw the smoke, i heard popping noise and we tried getting my younger sisters out of the house just in case and right away the fire trucks came and it was just all really scary and kind of panicked. >> reporter: she says her sister stepped on the hoverboard when it was charging and it started popping. >> it almost exploded in her hands. and it basically started to burn up the wall towards the entrance to our house. >> reporter: the family has only had it a week and heard about the danger of having a hoverboard after purchasing it on amazon. they own a second one that didn't catch fire and plan to get rid of it. >> right after my mom

kpix 5 reporter jackie ward spoke to one bay area family who says a hoverboard almost burned their house down. >> but never think that might happen to us. you hear reports of it but you never think that's going to be my family. >> reporter: the 18-year-old was upstairs when she heard her little sister on one of the new hoverboards the family purchased a week ago on amazon.com for $235 apiece. after her sister took it off the charger, it started popping and sparking when she stepped on it. denny's 15-year-old sister then quickly dragged the hoverboard from the living room to the front door where seconds after she dropped it, it exploded. she got it out of the house in a matter of seconds but not before it scorched part of the rug and wall. >> we are all really scared. my mom was like okay if this is going to happen, we are never going to get these again. it was unexpected. >> reporter: even if you want to get one, it's harder to find. online retailers like overstock.com and amazon aren't selling them anymore after too many scenes like this have happened. there have been 11 reports of hove

jackie ward reports from the scene. >> reporter: 911 got a call that a car was on fire at 2:40 a.m. weather fire crews got there it was -- when fire crews got there it was a head-on collision. a toyota corolla went southbound on the northbound side of the highway 1 hitting a nissan maxima that was a hired uber. the toyota flipped on its back and caught fire killing the driver. the uber driver had serious injuries but his passenger died. >> a lot of wrong way drivers turned out they may have been intoxicated. it's a possibility. i don't know for sure if that's the case in this particular situation. but it's definitely a possibility. >> reporter: highway 1 is divided by guardrails or barriers to split northbound from southbound so in this investigation police are having a hard time trying to figure out how the driver going the wrong way got on the northbound side. in pacifica, jackie ward, kpix 5. >>> today the national weather service is in northern california to try to confirm that a pair of tornadoes that touched down yesterday in the sierra foothills and central valley were indeed

jackie ward live at san francisco with more on today's vote. hi, jackie. >> reporter: well, frank, despite the mounting success of the golden state warriors, the people are still resisting plans to build a new arena in folks and today the board of supervisors will hold a hearing and vote that will impact the future. they are voting on the final report. that's a 5,000-page report that include a plan to use $08 08 -- $80 million. the report was released october 23rd and certified ten days later, not heaving -- leaving enough time for the public to go over. in a poll, it shows 12% decrease in support of the arena. this is compared to poll numbers commissioned by the warriors and released back in july. >> this process has been ram roaded an rubber stemmed through at the behest and desire of the wealthy and well to do whose interests are not in the interests of the people of san bernardino. >> reporter: if the board appeals, the alliance plans to move forward regardless. meantime, a spokesman for the warriors project theys you the team's -- tell us

jackie ward was there when the plane made an emergency landing back at oakland. >> reporter: this is the plane, a southwest boeing 737 on final approach to runway 30. 139 passengers on board. it is a picture-perfect landing. the landing marking the end of a saga that started right after flight 2547 took off from oakland at 6:13 a.m. heading for chicago's midway airport. passengers saw sparks when the pilot tried to retract the landing gear he declared an emergency. he started burning fuel over san joaquin county. >> when the pilot kept coming out of the cockpit, that was really alarm. i thought i was going to die. so people were really scared. >> reporter: the tracker showing how the plane circled for 4 1/2 hours over manteca and lathrop. the plane turned back toward oakland and finally landed. >> we were clapping and crying. >> reporter: some passengers on that flight said they had enough of traveling for the day. they are going back home in the bay area. others tried to get on flights that were finally going to go to chicago. from oakland international airport, jackie ward, kpix 5.

jackie ward went to fairfield to learn more about this family. >>> reporter: neighbors say the family was new to the neighborhood. this man lives just a few houses down from where some believe the drowning took place. he has two young kids of his own. >> we never saw the kids playing outside or, you know, congregating with people so it was a little weird lining there was a bunch of kids in there we never seen 'em. >> reporter: fairfield police got to jefferson street a little before 11:00 yesterday morning and quickly determined the little boy's death was suspicious and alleged that he had been intentionally drowned in the bathtub. >> because of the nature of the call, the little boy having died and certain information and statement did not add up with what officers felt the scene also indicated, detectives from our major crimes unit responded and took over the investigation. >> i just think it was some neglect going on definitely, you know, in the sense of maybe too much on their plate, you know, to handle all the kids at once. >> reporter: there were two other little children in-hou

but we start with kpix 5's jackie ward in mill valley and she has been in our mobile weather. jackie. >> reporter: veronica, today was one of those days you just had to go with the flow. one minute people were using their umbrellas, the next they had their sunglasses out in mill valley and earlier, a line of showers did rip through about 3:30 this afternoon. and the people in this area only want more. slick roads, miles of traffic and poor visibility not exactly how commuters want to start their day. this tree fell on a parked car in guerneville as the storm first blew through. the mess closed highway 116 for two hours. fast forward a few hours later nothing but clear blue skies. some people in san rafael slept right through the storm. >> i woke up and then i saw rain, puddles everywhere, water everywhere. >> reporter: while others were part of the slow commute. >> it was very wet this morning a lot of traffic coming to work down here this morning in san rafael a lot of rain last night and waking me up about 5 a.m. >> reporter: and every dog owner can sympathize with this guy.

[ indiscernible ] throught.. this passenger says they've been told the p going on with jus >> passengers have been busy tweeting about what they are going through right now. they have been told the trip is going on with just one engine and they will no longer be stopping at hilo. there is this update. the ship is heading to honolulu for repairs tomorrow morning. they gave us a statement, the incident was isolated but it did cause a power outage resulting in the temporary use of lighting and air conditions. power has now been restored and no one was hurt in the fire. >>> changes are coming to the port of oak

jackie ward joins us live from a warming center, good morning, jackie. >> reporter: good morning. pretty chilly morning here in discovery bay. this is service outage comes at a really bad time. pg&e crews spent yesterday going door to door to conduct tests and also check out the equipment on the outsides of the homes while this gas service is out for a while. they worked through the flight to help get it back up and running as soon as possible in discovery bay and parts of byron. an issue at a gas facility is to blame. pg&e believes the cold weather is what caused the problem but they are still investigating. >> we need to repressurize the system and then turn on the gas service. it's always -- we ask them to keep safety on top of mind. >> reporter: last night, people were able to go to one of two warming centers at the red cross that pg&e set up. the one here at timber point or the one at discovery bay community center. pg&e is hoping to get everyone back up and running by the end of the night. in the meantime, you are told not to turn your gas back on. even when the service is b

kpix 5's jackie ward with the question about why officers had to use deadly force. jackie. >> reporter: meetings like the one happening tonight happen every time a cop shoots somebody. and people who get an explanation of what happened, they also hopefully get answers to their questions. but we posed the question, why are police trained to shoot to kill rather than shoot to disarm? protestors say this video of san francisco police shooting a man who appears to be staggering on the sidewalk is -- >> another outrageous murder by police. >> i didn't see any police officer life in danger whatsoever. what i saw was police aggressively provoke that young man in a way where they cornered him off. >> reporter: but san francisco police chief greg suhr has said repeatedly that the officers involved did everything by the book. first they tried nonlethal force, then they had to fire real bullets when that didn't work. rick smith says this is exactly how police officers are trained to shoot to kill rather than shoot to disarm. police officers are instructed to fire shots as soon

jackie ward is live in discovery bay with when service could be restored. jackie? >> reporter: so some people in the discovery bay area have been without heat for 35 hours now. pg&e said they have 200 crews working to restore it and get it back up as quickly as possible. after waiting fours hour pg&e to turn their gas back on, this is all it takes. in less than 20 minute, the gas is restored and the space heaters can be turned off. >> this is how we kept warm last night. >> reporter: this homeowner is lucky. she got her heat up around 9:00 a.m. and said the past few nights weren't too difficult. >> it wasn't so bad. we made due with some of the heaters and so when we came down we hit our propane heater. each of the rooms, we shut the doors and kept warm. >> reporter: at one point, 6200 homes were affected by what pg&e is describing as a regulator malfunction that caused a loss of pressure on a major gas line. with temperatures in the low 30s, weather may be to blame. >> really don't see gas outages of this size very often but we're constantly training and preparing

jackie ward is live at the been and drivers are being asked to take it extra slow on the bridges. what's it looking like out there? >> reporter: still wind yip, still very rainy out here but the wind, i think is the driving factor. i guess that's not fair to say, though, because this is kind of the unique situation. the cable is so wet that i have to hold it. as you can see, that's how wet it is out here because it's been raining all nonstop it feels like for the past couple of days just causing the roads to be super slick. people need to take their time out there. yesterday, caused a lot of trouble in a lot of places. we'll start in oakland at 45th street overpass where a puddle turned into a pond making it challenging for cars to get through. staying in oakland wind and rain brought down a large force -- a large tree forcing authorities to shut down one lane. half a mile away, the bad weather brought down a power line briefly blocking people up this road from getting to their home. and in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding
