jackie ward is live in san francisco where power just came back to some muni lines. jackie? >> reporter: well, we just actually were on the bay bridge toll plaza and we made our way down here to russian hill. as most of you know, the speed limit on the bridge is 50 miles per hour but at one point, we had to drop down to 30 miles an hour because the wind was just so horrific it was rocking our van back and forth. but it was looking lower vehicles as well. as we drove into closer to san francisco, we can see the bay levels. they are so high and the wind is whipping the tides right in. there have problems all over. in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding whenever we have rain. it's been this way for almost 30 years now. water flows from twin peaks right under doors. the sewer pipes need after overall, that won't happen until the city can find the $200 million a proecket ject -- project like costs. staying in oakland but on the joaquin miller road, wind and rain brought down a tree forcing authorities to shut down one lane.

jackie ward is live at the been and drivers are being asked to take it extra slow on the bridges. what's it looking like out there? >> reporter: still wind yip, still very rainy out here but the wind, i think is the driving factor. i guess that's not fair to say, though, because this is kind of the unique situation. the cable is so wet that i have to hold it. as you can see, that's how wet it is out here because it's been raining all nonstop it feels like for the past couple of days just causing the roads to be super slick. people need to take their time out there. yesterday, caused a lot of trouble in a lot of places. we'll start in oakland at 45th street overpass where a puddle turned into a pond making it challenging for cars to get through. staying in oakland wind and rain brought down a large force -- a large tree forcing authorities to shut down one lane. half a mile away, the bad weather brought down a power line briefly blocking people up this road from getting to their home. and in the mission district, all eyes are on 17th and folsom an area that's notorious for flooding
