the dmv is set to hold a hearing on the issue in sacramento this morning. jackie ward is live in larkspur with more on the rules being considered. >>> reporter: good morning. we know that self-driving cars are the way of the future. that we know for certain. but it may be happening sooner than we think. the department of motor vehicles is now trying to figure out how to keep everyone safe while not stifling technological development. so there are about a dozen companies working on these cars arguably google at the forefront of this progress. they want to remove steering wheels and pedals from the cars but dmv wants them to stay in case of an emergency. so in sacramento both sides will voice their opinions on draft legislation the dmv released last month. in this draft, manufacturers would have to get special verification that their cars are in fact safe to drive. once that happens, manufacturers would receive a permit for three years, be required to send safety reports to the state, and then drivers would need special manufacture- provided training. there's
