anne makovec is in concord where commuters are facing a tough ride. and anne, what's the latest? >> reporter: anybody heading to oakland or san francisco on bart is going to have to start their journey here this morning at the north concord bart station. anybody trying to come from the pittsburg station is going to have to take a bus in order to get to this point. so basically, this is the end and the beginning of the line this morning. but bart shut down that part of the yellow line yesterday afternoon. again, between the north concord station and the pittsburg-baypoint station after about 25 trains broke down. engineers spent the day looking for any sign of what may be causing power surges that are frying a piece of the train's propulsion system. this happened last month, as well. it was in the transbay tube taking 80 train cars out of service and repairing these cars is not easy. >> it isn't readily available making the problem worse. we are able to quickly fix the piece of equipment by borrowing from a different car. >> reporter: so commuters who are using bart this morning w

anne makovec has more on a case that led to three deputies being removed from active duty. >> reporter: the story keeps getting worse! new accusation of deputies taking a photo of the man they beat as he lay on the street bleeding and we found out that a sheriff's investigator rejected the deputies' first reports of that incident because they didn't match what was on surveillance video. here's some of that video taken last november showing two alameda county deputies hitting a man with batons after he led them on a high-speed chase from castro valley to san francisco. now that suspect accuses them of taking a, quote, trophy photo after they beat him. another deputy now accused of bribing two homeless witnesses by giving them that, the suspect's golden necklace to keep quiet. >> you take evidentiary photos and in that photo was a picture of a gold chain. that gold chain did not make it into evidence, which is one of the main reasons why that person is on leave now. >> reporter: that person he is referring to the third deputy now caught up in the scandal 15- year veteran sean osborne. al

anne makovec reports. >> that child is okay this morning. but the babysitter certainly in a lot of trouble. this is the kind of story that strikes fear and mistrust into parents everywhere. this incident happened according to police on february 18th in livermore. this woman, 20-year-old moriah gonzales, is accused of being captured on a nanny camera trying to calm a a one-year-old boy who is referred to in the court documents as john doe. it says moriah was holding him with her hands near his face. she then placed her hands closer to his face and the sounds went from clear and audible to a muffled cry. he began to squirm and kick and went limp. >> he's okay. and in my heart, i just can't imagine her doing it to really hurt the baby. i think she just was overwhelmed. she's young. >> reporter: that was a neighbor who has lived next to the babysitter' families for a decade. now, care.com released this statement: right now law enforcement is trying to figure out if there were any victims, any other victims from this website care.com where the ba

kpix5 reporter anne makovec is standing in front of that building this morning. and, anne, can you tell me more? >> reporter: yeah, well, let me just give you the weather forecast here in pacifica first. it just started raining, a very cold rain that is coming directly into my face. now, beside me here you can see the building that is about to come down on its side, there is a fence that is covering the property that was just knocked down and behind that the mighty pacific ocean, which is putting this entire street, esplanade avenue here on pacifica in danger. the city red tagged 320 esplanade during last el niÑo in 2010. the building next door is yellow tagged after this year's storms ate away the cliff below, all of the apartment renters there were forced to move and they have actually filed a lawsuit over it. the city has not decided yet whether that one is going to be torn down but last month building on the other side of 320 esplanade was demoed after winter rains brought it dangerously close to falling into the pacific. the buildings here aren't the only c

kpix 5's anne makovec is at a very active scene with the very latest. anne what can you tell us? >> reporter: well, we know that this is all in the main area of the city of livermore. city hall is very close by. the police department is within a mile and downtown but now we do have a block or two actually of pacific here at dolores blocked off. you can see those police cars. they are at the end of this blocked off scene right now. we don't know much about what happened. we did see these reports on social media about gunshots being fired in this area. we do know the coroner is on the way which means that at least one person has died in this shooting and no officers have been hurt. so we're waiting for a sergeant with the livermore police department to give us details which should happen before the top of the hour and we'll keep you posted. no estimated time of re-opening pacific avenue. anne makevoc, kpix 5. >>> two people are being treated for serious injuries after a car goes off a highway into a building. it happened under the highway 24 i-680 interchange. kpix 5 reporter kiet

live in berkeley, anne makovec, kpix 5. >>> new details about sexual harassment scandal that cost a cal basketball coach his job. uc-berkeley fired assistant coach yann hufnagel after a seven month investigation found he reportedly had trapped a sports reporter in a garage and talked about sex. the report also states hufnagel repeatedly sent that woman text messages of a sexual nature. after the woman turned him down he is accused of denying her access for information she needed to do her job. she was later fired. and now the "chronicle" is reporting that the head coach cuonzo martin may have known about the allegations long before it was reported. emails obtained by the "chronicle" reportedly show that martin knew that a female reporter had complained about hufnagel two months before cal athletics reported it to the university. this is the fourth high-profile sexual harassment case in cal since last year. >>> take a look at this. drivers in trinity county are going to have to take a detour to get to around this washed out section of highway 3. it was closed monday night after mud slide

anne makovec reports >>> reporter: looks like a big part of the problem is warmer ocean waters, warmer waters like we see here in the bay behind me in sausalito so the assembly is going to have a hearing on this, this morning to try to figure out why so many california sea lions are dying and noaa published the results of its study of the causes today and el nino is really being blamed here. that warmer ocean water means a sea lion's normal food source, anchovies and sardines, are harder to come by. last year the number of malnourished and dehydrated sea lions that washed up was 10 times the average decade and this year could be worse. >> expecting to be very busy rescues, very high case loads through at least april, may, possibly june, and what that's going to mean is that beach- goers are going to see a lot of animals stranded on the beach. >> reporter: numbers will be in the thousands. last year more than 3300 sea lions washed up in the first half of the year. now, there is a proposal on the table to take one million dollars from the state budget to help local animal rescue and reha

kpix 5's anne makovec is live in concord with the lengthy delays and frustrated commuters. >> reporter: the mysterious issue continues. bart is now flying in transit experts from around the country to try to help them figure out what is going wrong on the tracks. in the meantime bart commuters have to continue to use this bus bridge, that's been in place. thatpeople will have to board buses like these to get between the north concord and pittsburg- baypoint stations in contra costa county. means passengersso bart's advice, add 30 minutes to your trip. bart shut down that section of track after power surges damaged 50 train cars on wednesday. bart's engineers still can't figure out why. been. >> frankly, bart sucks. >> there's been so much delay, it's disturbing. but i have to go to work. >> reporter: so 50 cars were knocked out of service this week, 80 cars were benched two weeks ago because of a similar mysterious surge problem in the transbay tube. so bart is running shorter trains so they are packed with people. that's affecting trains systemwide. >> reporter: bart is ordering this

kpix 5's anne makovec is live in berkeley on this investigation and a recent shooting that may be related. anne >>> reporter: yeah. the two people who were shot this morning are in the hospital right now fighting for their lives. we're very close to the border with oakland here in berkeley right now. this is intersection of tremont and prince. it's blocked off. police got a report of shots fired at 1 a.m. they found a man collapsed on a nearby porch shot several times. soon after, a woman who had also been shot was dropped off at alta bates medical center. police say that this shooting was targeted. it was not random. they cannot say yet though if it is connected to a shooting on nearby delaware that happened yesterday. that one happened in broad daylight. a man walked up to another man outside a liquor store near san pablo avenue and shot him then took off running. that suspect is still on the loose. as for that man who was shot yesterday at last word, he was in the hospital with very

anne makovec is in our newsroom with more on a case that's led to three deputies being removed from active duty >>> reporter: the victim accusing deputies now of taking a photo of him as he lay bleeding in the street and we found out that a sheriff's investigator rejected the deputies' first reports of that incident because they didn't match what was on surveillance video. here's some of that video taken last november showing two alameda county deputies hitting a man with batons after he led them on a high-speed chase from castro valley to san francisco. now that suspect accuses them of taking a, quote, trophy photo after they beat him. another deputy now accused of bribing two homeless witnesses by giving them that, the suspect's golden necklace to keep quiet. >> you take evidentiary photos and in that photo was a picture of a gold chain. that gold chain did not make it into evidee,

kpix 5's anne makovec on the court documents that suggest she nearly suffocated the child. >> reporter: 20-year-old nanny moriah gonzales walked into court with her lawyer by her side and pleaded not guilty to felony child abuse. >> she was just taking care of the child and putting him down. >> reporter: it was february 18th that court records say gonzales was captured on a nanny cam at a home in livermore trying to calm a 13- month-old boy referred to as john doe. moriah was holding him with her hands nearing his face then placed her hands closer to his face and the sounds went from clear and audible to a muffled cry. doe began to squirm and kick. he then went limp. but gonzales' lawyer says -- >> there's no evidence in this case whatsoever of any injury to this child. >> reporter: gonzales had advertised her services on the website care.com which released a statement saying, we are deeply troubled by this incident and our thoughts are with the family. we have proactively contacted law enforcement to provide whatever assistance we can. for now, gonzales is out on a $100,000 bond. >> s

kpix 5's anne makovec live at sausalito where the marine mammal center is treating starving sea lions. what's going on? >> reporter: sounds like a big part of the reason is the warmer ocean waters we have been seeing here in the bay and up and down the california coast. so this assembly hearing today trying to find a solution. what are we going to do about this situation? now, also today, noaa, published the results of its study of the causes. a big one is el nino, the warmer ocean waters. sea lions's normal food sources are harder to come by so they are settling for lower fat less desirable food. last year, the number of sick sea lions that washed up on california beaches was 10 times the average of the -- was 10 times the average of the last decade. this year may be worse. >> because of the space, staffing supplies, equipment, we don't have the funding to rescue every animal. >> reporter: there is a proposal to take a million dollars from the state budget to help facilities like the marine mammal center here in sausalito. they have representatives heading to sacramento for this morn
