kpix 5's jackie ward is live in oakland with the city's latest push to ease the crisis. jackie. >> reporter: well, michelle, it's projects like here on lake merritt that a lot of people in oakland say they need more of. rents here in these apartments will be between 800 and $1,400. the oakland housing authority and the bridge housing corporation say that price range makes these apartments affordable for residents with incomes up to $55,000 for a family of four. 5200 people were lined up when this complex was accepting housing applicants for the 68 apartments here. >> this is just a testimony of what we need to do here in oakland and in the bay area to make sure that we produce more housing for families that are -- that need it. >> reporter: more good news for affordable housing. the oakland housing aauthority was got a $2. million federal grant today. it's not a quick fix. the oakland city council declared a housing emergency at 1 a.m. this morning after hearing from hundreds of people about how dire their living situation is. the city of oakland's homeless scene scares

jackie ward reports. >> reporter: it's a process that's very weather dependent. light rain won't affect plans very much, but high winds will, which is why caltrans crews are out there now instead of next week. there is a complicated and time- consuming project. it will last well into 2018. of that weekend it will be one step closer to being complete. the truss span is on the way down. >> i can't tell you how extensive an operation this is, whether we're, you know, in preparation for the next project or if we're in the throes of one happening because they all connect to one another. >> reporter: this is a time lapse of when the first truss came down in february. it means 12 to 14 hour workdays for caltrans crews and no plan is permanent. mother nature dictates what can be done and when. that means looking out for wildlife that made the old bridge its home. it's nesting season for cormorants. >> our environmental team has not seen any cormorants that would halt this operation. but that as well as weather and safety is always a consideration. >> reporter: caltrans s
