and scattered showers in san jose. even the evening hours features some downpours from time to time. that's when we get the colder air in and could see a thunderstorm. through the 11:00 hour, partly cloudy, scattered showers. and then into your halloween, it's still looking wet. here's the snow from blue canyon and south lake. a winter storm warning for the west slopes. we are just looking at a couple inches at lake level burks up to a foot over the passes. this is the ski resorts, 4 inches around south lake, and for tomorrow morning halloween will be dry. but you want to know about the afternoon and evening. that's when another weak system comes our way. it will be a 1 on the storm impact scale. amounts vary widely across the bay area. this is the first system with anywhere from a tenth to third inch to half-inch. then we add in tomorrow's system and overall a third of an inch for you over in livermore and fairfield and antioch. the highs today will be influenced by the winds wishes will keep temperatures in the 60s.

we are still trying to piece together the scene that happened here in downtown san jose. back to you. >> do we know what the initial call that brought the officers to the area initially for them to be involved with this person that rammed the police car?>> reporter: it sounds like they were patrolling in the area, but one question i asked of the lieutenant was if it was a stolen vehicle, and they have determined it was a stolen vehicle. i asked if any words were exchanged, and what caused the suspect to ram the car, and he said no words were exchanged and they do not know what the motivation was. they did say the person arrested had a misdemeanor, and it sounded like he was either on parole or probation, so they arrested him for that, and they are trying to tie the suspect to this. they are not sure whether he was running due to his criminal past. >> this is technically an officer-involved shooting but the suspect was not yet in the officers were not injured, correct?>> reporter: that is correct, and they are trying to make sure that the suspect that he is in custody is c

let's take a look at your roads starting in san jose. i have an update for you northbound 101 before hellyer avenue. there's a three-car accident out there blocking that middle lane. now let's head over to the east bay antioch to pittsburg very slow conditions along highway 4 as you can see all the way down to just 10 miles per hour. now let's take a look at the altamont pass. coming off 205 at just 6 miles per hour, so very slow commute from 205 to the altamont pass will take you up to 20 minutes. still slow through north flynn road, as well. and moving on to southbound on the nimitz here 880 solo car crash still blocking that left lane but not causing too many delays and here's the bay bridge very slow into san francisco. >> really difficult time choosing a weather shot. i chose this one because it's from sutro tower where we're looking east. you can see mount diablo in the background. you can see the clouds, as well. and you can see the sleepy city beginning to wake up currently out the door into the 50s as you get ready to kick-start

san jose after commuting hours. just off 101 outside of sfo at the split. san bruno avenue, the interchange, the ramp for 380 is behind me. during normal commuting hours things slow to a crawl. caltrans believes it may be because there is no continuous express lane extending from here to santa clara county. transportation leaders have called a special meeting tonight to talk to community members about what should be done. this is cellphone video shot earlier of the amount of -- just showing the amount of congestion drivers face on the 101 corridor every day. stop go and go traffic. the red on the map shows which section of 101 caltrans is looking at. the southern segment would start at the end of santa clara's express lanes and extend to whipple avenue. the northern segment is from whipple to the 380 interchange where we are now. caltrans is looking for feedback as well as to discuss any concerns over environmental issues. they are having that meeting, again, tonight at 6:00 at san mateo city hall. reporting live in
