kpix 5 reporter andria borba walked us through it all. >> reporter: a man running across lane street there he is in the upper right-hand corner. he comes up the sidewalk, hands in his pockets and then looks. he is wearing some sort of skeleton mask. the camera angle changes, three guys walk right in front of him. he peers around the corner and then he takes the gun out of his right pocket runs out into the middle of palou avenue and fires repeatedly at a black sedan. here's a look from a different camera. there are the three guys we saw earlier. and there is the gunman in the red sweatshirt running into the street aiming right at the black sedan. look to the left. a woman just got out of that minivan with a bag, with gunfire just feet away, she walks around the van to the sidewalk while kids take cover on the other side of the van. the gunman runs back down lane street all of this at 2:30 p.m. andria borba, kpix 5. >> now, police report said officers found shell casings and some property damage in that area but no sign of the gunman or car. officers also said they could not find any

kpix 5's keit do takes us inside the home where that fugitive was hiding out. kiet. >> reporter: yeah. you're talking about rogelio chavez. he was taken straight to the hospital because he was so high. he needed to sober up. the last report was that he was in no condition to speak to deputies. we went to the scene of the arrest to check out the home, and boy, was it trashed! it was in this duplex on coy drive where the most wanted man in santa clara county made his last stand. there's still a lot of residue on everything and it burns you eyes and lungs and at one point deputies say rogelio chavez was hiding in the attic. a neighbor took this photo of s.w.a.t. team members wearing gas masks with weapons pointed up as they tore down much of the ceiling in the living room, the kitchen and both bedrooms looking for chavez. deputies eventually found him in a room. he had probably gone on one last binge was high on drugs with crack cocaine and marijuana nearby. look closely. you can see emergency crews carrying chavez off to the hospital. >> so they go to the attic i

kpix 5 joe vazquez is there. and joins us on the phon >>> back to the breaking situation now in the north bay. the san anselmo creek now above flood stage. kpix 5's joe vazquez is there right now for us and joins us on the phone with the very latest. joe, what's going on? >> reporter: hey, ken. right now it's raining. the rain is tapering off. that's a good sign. but there's still a flood warning in effect. a loud siren sounded here a short while ago. the san anselmo town manager tells me that they have just called for an evacuation of the downtown area. that's because nearby san anselmo creek is at 12 feet. flood stage is 13 feet. the town manager says this is a close call but we could dodge a bullet. but there's a lot of runoff and that runoff could go into the creek. back in 2005 they had 75 to 80 businesses and 300 homes flooded when the creek went over its banks. right now, in the tony little downtown, that you're familiar with a lot of little shops and homes by the creek, right now police are going around a

kpix's devin seely has that part of the story. >> it's a tragedy. i should have complained before. >> reporter: long before this burnt out building found itself in the harsh spotlight of tragedy, neighbors had been complaining often. >> everybody knows about this. it's been a problem. they have had multiple complaints. i don't understand why they didn't have the doors shut. >> reporter: in fact, kpix has learned the complaints from neighbors stretch back nearly a decade. last month on november 13th the city received a complaint about trash being dumped next door to the warehouse. city inspectors visited the site and even launched a separate investigation into the makeshift construction apparently going on inside. but when inspectors returned four days later for a follow-up visit city officials say they couldn't gain access to the building and the investigation appears to have stalled. >> the neighbors are calling in constantly about the trash, you know? if they would stay on top of this stuff, this could have been prevented, i think. >> reporter: an

kpix 5's maria medina reports. >> reporter: good morning. a lot of people commented that they didn't think that one of the inmates would get very far because he had a distinct tattoo right over his eye. he was on the run for a week in the south bay. rogelio chavez was arrested after a seven you're standoff in san jose last night. investigator say he was hiding in the attic of a friend's home, was high and had drugs on him. his capture comes nearly 24 hours after the arrest of laron campbell who was hiding out in his sister's apartment in antioch. investigators say he crashed through the zeal over there as u.s. marshals served a search warrant. >> the investigation is ongoing and there may be additional arrests in the future of people who harbored chavez during the time he had escaped. fugitive chavez was in possession of narcotics and we believe he is under the influence, and he has been transported to a

kpix 5's len ramirez is live in downtown san jose tonight. len. >> reporter: well, things are pretty calm in san jose right now. but there have been fierce winds and a lot of rain throughout the bay area today. one of our crews just shot this video. it's from up the peninsula 280 at the westboro exit. this was a tree that fell down and it's blocking the exit there making it very difficult tore people trying to get home tonight. so this is the westboro exit off 280 in south san francisco. now, here in downtown san jose, we just got a very nice downpour. the rain timed with the evening commute snarling traffic but so far the rain has been lighter here than in other parts of the bay area and it was not enough to stop people from commuting by bicycle tonight. >> problems, i'm having no problems. i have my rain gear. fun. the cars are the problem. we got to get out of our cars. >> reporter: now, we also checked in at mineta international airport where flights are running on schedule. in fact, san jose took in at least two flights that were diverte

melissa caen, kpix 5. >>> thank you. we are getting a better look at what's left of the ghost ship warehouse in oakland and the fire department there is saying they had no reason to ever inspect the building. kpix 5's juliette goodrich explains why. juliette. >> reporter: the reason why they had no reason to go inside is because it wasn't list the as an active business. it had been, they would have gone in with the an inspection and see if it was up to code. today fire officials announced they had gone back into their records dating more than a decade ago. today a closer look inside as investigators use a drone to create a 3d image of what's left. you can see narrow stairway leading to the second level of the warehouse. there was no direct route from the stairs to the exit. the outcome devastating. and now, more than a week later, the atf holds a news conference to release what might have caused the deadly warehouse fire. the electrical system is part of the analysis investigators are looking at in determining the cause

kpix 5 hi-def doppler showing a lot of rain to our north. rain building to our south and west all of this setting the stage for another round of steady soaking rainfall to move through the bay area tonight and tomorrow. this is a wonderful start to our water year which began on october 1. we are 2.5 months in. 32% above average for livermore. 57% above average in the north bay. that's santa rosa specifically. we are still above average for san francisco. and just slightly below average for san jose but tomorrow morning's rainfall will likely take care of that. you may have noticed it wasn't chilly outside today. i wouldn't call it warm but were in the low to mid-60s. oakland 63. livermore and san francisco 61. santa rosa checking in at 58 degrees right now. overnight tonight mid-50s but the big story will be the rainfall moving in. fremont you drop to 56. livermore 57. and san rafael 55 degrees. if we had this setup over the past several years in wintertime just half the time, we would not be talking about a drought. it is the perfect patter

kpix 5's maria medina is live in east palo alto with some of the damage. maria. >> good morning, michelle. >> reporter: this storm left behind quite a mess. a family walks out of their home and this is what they see, a tree that came crashing down right on top of not just one but two of their cars. you can see all that damage all that glass broken there as my photographer zooms in and tries not to fall over the branches over here. that's not the only mess in the bay area. in portola valley firefighters got a call about 1:30 a.m. a tree fell on a home over there forcing one person who lives inside/outside. no one was hurt in either incident. so back out here, so yesterday's storm, leaving behind a mess, power outages and downed trees. no one was hurt. i want to show you a good reminder that when you know that a storm is coming, have your trees checked out. look how the dry. ow, i hit myself! [ laughter ] look how dry this tree is. let me try again. that's why this tree just fell right over with some wind and some rain. i'll save this for my -- for my resume

kpix 5's anne makovec joins us live from oakland with an up an? >> reporter: six specialists with the atf have been in and out of the burnt-out building here all morning long. and there's a special team now on the way to do a panoramic diagram on a computer of this entire site that will hopefully help them pinpoint a definitive cause of this fire. a memorial that's been growing for six days is now soaked. the candles out. handwritten notes left soggy. the investigation into the ghost ship fire continues on the warehouse lot nearby. electrical engineers are systematically looking at all possible causes of accidental ignition. >> a lot of science goes into it. and we're doing everything to deliver the absolutely most accurate best report that we can so that we can try and figure out what happened here. >> reporter: there are questions about inspection records for the warehouse where 36 people died friday night. it turns out the planning and building department hasn't been inside to inspect it in 30 years. in fact, the building isn't even in the fire

kpix 5 has complete coverage of the storm. maria medina is in the north bay which was the first significant rainfall area this morning. sandra osborne is in pacifica where there are some big concerns about the cliffside. but let's start with roberta gonzales tracking the storm. >> this storm has been spot on as far as its timing is concerned right now. the heaviest rain showers is right where it should be over the ukiah area, streaming into cloverdale, banking up against lakeport where we are getting hammered with some hev. let's zoom in on that area at this particular time. when you see the yellow and the orange, that's significant rainfall and i have to take note, that heavy rain has been sitting there for the past hour. it will lead us to some flooding in that particular area. now, this is all sagging to the south as the precipitation gradually lift to the northeast. and that's why our timing works out like this. north bay you will be hammered with the heaviest rain and the gustiest winds between 7 and 11 a.m. now, sure, in

a kpix 5 employee was a car length back when it all happened. this is on that stretch of highway 1 right before the macarthur tunnel. you can see the tree clip the front of the truck. chopper 5 overhead as chp raced to cut off the tree branches that were blocking lanes. southbound lanes were at a standstill, which meant a major backup all the way to the golden gate bridge. those lanes have since reopened. >>> san francisco police are investigating a deadly double shooting that left a man and a woman dead. it happened last night near 15th and valencia streets. friends tell us one of the victims was a homeless man named tennessee. he was interviewed by mike sugerman in february when he showed us is makeshift home powered by a generator. wilson walker hope to his friends who say they will remember him for his ingenuity and his ability to make the best of his situation. >> last night, some gun violence. a senseless killing. we was right there on the fence talking. police pull up. like 12 cars. we didn't hear nothing. >> reporter: even the people liv

kpix 5's joe vazquez shows us the mess the storm left behind. >> it was a supreme torrential downpour. >> reporter: in fort knowles, folks are talking about the storm that very nearly forced geronimo creek out of its banks. it was close. >> right up to the brink of the bridge right there. >> reporter: high water washed through this part of the county causing scenes like these, a car under water, some neighborhood streets impassable. >> mother nature was take this water, dude, like, you know, like you need it. >> reporter: a flood siren pierced the air warning that the san anselmo creek was also just for instance flood stage. town leaders decided to evacuate. police blocked off the main downtown streets in san anselmo. >> we are going into shops and telling people to leave, so, um, you know, we don't want people down here when the fast- moving waters come if they do. >> reporter: but they didn't. as you can see from this time lapse video from marin public works, the creek rose but stayed just barely within its banks, then receded as the rain subsided. marin county showed it was prepare

kpix 5 reporter da lin takes us inside the burned-out warehouse. the weather was far from ideal for atf agents. it rained most of saturday. at times the agents struggled to take measurements in the rain. they spent most of the day in their mobile command unit drawing up a diagram of the inside of the warehouse. they are reconstructing the scene before and after the fire to try to pinpoint the cause. they know it's not a refrigerator as previously speculated. so they are checking other appliances, outlets and power cords. as atf agents cleared out their equipment, we are getting a better view of how artists and musicians lived here before the fire. these were some of the propane tanks they used to heat up water and cook food. a bike placed right next to what appears to be an rv. a couple of fire extinguishers near the front entrance. and a badly damaged staircase between the first and second floors. >> as an artist, i wanted to come out and give the families a tangible thing that they could relate to or connect with. >> reporter: several south bay a

kpix 5's andria borba reports. >> reporter: i spoke exclusively to the girl. she has a message to her alleged attacker. >> no means no. >> reporter: it was the night of november 18 when this 15- year-old carondelet high school student alleges she was sexually assaulted on the campus of de la salle high school during a varsity football game. after the attack, allegedly at the hands of a 15-year-old freshman football player at de la salle, this teen girl didn't say anything for three days until friends pushed her to report the incident to school administrators. >> it was very hard. it was really, really hard. but i thank god that i have friends who actually care about me and wanted to make sure i was okay. and so they, like, -- [ indiscernible ] >> reporter: she still hadn't told her parents. >> it was hard. it was hard. it was harder than i thought it would be. but we got through it. still getting through it. >> reporter: she says concord detectives also collected surveillance video from the de la salle campus that showed parts of the alleged attack. the teenag
