as snow continues to come down, this is donner pass road. the road leads down to sugar bowl ski resort and ski ranch where the resort is having a tough time getting open because of the wind and the amount of snow that's fallen in the last 24 hours. the resort reporting over a foot of snow on top of that, another foot yesterday. so, many resorts picking up 2 feet of snow just in a 24 to 48-hour period. and then rewind another day beyond that and the snow totals now well over 50 inches of snow here in the sierra as they continue to dig out. here at the sugar bowl resort, trying to dig out the parking lot, snowbanks are now the size of a one-story building. there are cars completely buried in snow up here. and with the wind blowing all this new snow around, it's making for a tough drive on interstate 80. i-80 both west and east bound has been shut down and opened again multiple times this morning due to spin outs. now the latest closure due to visibility. if you're heading into sierra, variable conditions. snow level a little bit higher. once y

. >> i have friends in donner who had10 feet of snow in 24 hours. we have a winter storm warning in effect and an avalanche warning in effect until 5 p.m. we have already seen five to seven feet of snow above 7,000 feet an additional 18" anticipated, three to six inches down to the lake level floor. live hi-def doppler radar picking up scattered showers around the north bay. there's that cell right there just to the north of the sonoma area. and across the santa clara valley it's hit-and-miss scattered showers. this highlighted area is where we have a flood warning in effect southeastern portions of santa clara county, also right here. that's monterey and santa cruz counties. the red area pretty much the flood warning that remains in effect. santa clara, santa cruz and we want to remind you all that the coastal flood advisory is still in effect through tomorrow because of the astronomical high tides. there you have the russian river in guerneville cresting at 2 p.m. you know, it's already caused some modest flooding. we anticipate moderate flooding

a mudslide covered the westbound lanes of interstate 80 between donner summit and donner lake in the lake tahoe area, but both directions were opened just several hours ago. >> a popular diner was forced to jacket in novato because of major flooding caused by the storm. we have the details. >> reporter: lefty's grill in novato city, california. the fire department has given a 20-minute warning here. 20 minutes to save what can be saved before they shut down power to evacuate the floor. >> 20 minutes. okay. the water was coming through the floor and what not, so we -- everybody did what we can. >> reporter: standing water throughout a downstairs dining space and kitchen, and on the other side of this sandbag wall, the reason for the rush is evident. little deer creek has jumped it's banks and is looking to make the history books. >> i thought, the deck is going. the deck is going. >> the rest next hours were a mad scramble. first to keep the water out, and then, when that wasn't working, to get everything else out. >> it is a disaster. >> and the problem is, every forecast, every weat

a photo from the chp shows the slide on 80, which actually happened adjacent to donner lake. we'll take a look at that, now. chp says maybe hours before that slide is actually cleared, a lot of mess to clean up there. downed pao lines are shut down the eastbound direction, as well. that problem is near king israeli. we'll, of course, keep an eye on the situation all morning, but you can see what they have to contend to up in the sierra this morning. and crews have a lot of cleanup to do in san francisco, as well, where the storms toppled trees and flooded some area. heavy wind and rain toppled over trees on golden gate avenue, blocking both directions. luckily, no one was injured. elsewhere, an underpass near 101 in albany was flood and closed. and the wind took down scaffolding near seventh and market streets. in the meantime, in san bruno, the storm also downed power lines. >> looked pretty bad. so, man, it's something else. you know, this weather is bad out here. >> elsewhere on the peninsula, a downed tree blocked all lanes of southbound 280 near trucedale. minor injuries

tree fell and knocked out a transmitter blacking out power to all 13,000 customers in the truckee- donner district. the wet heavy snow and powerful winds caused severe damage. >> the transmission outage was widespread. >> reporter: the truckee-donner utility district says 2500 customers are still without power. not all will be restored by morning. >> we have a lot of trees on wires, a lot of trees on facilities, and we're having to clear those out before we can restore power. >> reporter: as people are stocking up, some supplies are running out. one of the only dry things that people may experience in truckee are pumps like this either out of service or we're told the gas stations are even running out of regular gas. >> generators, yeah. >> reporter: this person has been without power for two days and is using gas to survive. he has been busy staying ahead of the falling snow and keeping a positive mindset. >> the fridge isn't helping. >> cars are lining roads in portland as crews pour into the city to help out during a massive snow storm there. 150 portland city workers are already takin

hundred feet between boreal >> hoisted out of the snow, a back country skier needed to be hoisted out in donner lake yesterday. the group called for help 1:00 p.m. and soon after, a chp helicopter crew was able to swoop in and rescue the injured skier. >>> let's continue this theme back in the bay area. in pacifica, a viewer shot this video of emergency workers rescuing a man from the side of a cliff. he got stuck about 9:00 last night near monterrey road. i is not clear exactly what he was doing there. >>> that man was rescued right below an abandoned apartment complex due to be torn down on monday. the complex at 310 espanade had been built in the 60s and vacant for months teetering on the edge of the cliff. the goal was to tear it down in one day. other neighboring apartments were torn down about a year ago because of cliff erosion. >>> governor jerry brown plans to get further radiation treatment for prostate cancer. it is not extensive and can be treated with a short course of radiotherapy. brown is 78. he plans to keep a full work schedule during the treatment in late february and early m

interstate 80 over donner pass is open. but it will be slow going and chains are required. big rigs are being asked to use a different route. kpix 5's emily turner shows us the snowy conditions at the south lake tahoe and the huge concerns over safety. >> reporter: it was snowing when we went to bed last night. it was snowing this morning when we woke up and pretty much snowing all day here at lake level in south lake tahoe. it's a wet rain, which is not good for skiing conditions. in fact, it's terrible! that's why the avalanche warning has been upgraded to a high level. what that means, basically, is a lot of mountains have closures. we know that alpine valley is closed. mount rose is closed because they did have an avalanche on the road to get to the resort. only portions are open at squaw and several other resorts here in the tahoe area. this storm is not expected to stop soon. in fact through the end of the day into tomorrow morning. that also makes conditions on the roads dicey. there have been closures all over all day including portions of 89 and the road to mount r

and talking to caltrans earlier they say they are expecting in donner pass and echo pass, you will have to have chains. it might be shut down. in fact, leaving today, there was traffic all over 50, all headed out of the sierra. we are one of the few headed here because nobody wants to be here for this storm. so we'll be back at 6:00 and talk to some of these folks and see what their major concerns are but basically the winter storm warnings starts at 4 a.m. and goes until 10:00 p.m. the flood warning starts at 4 p.m. tomorrow running until 4 p.m. next wednesday. so there's quite a bit of time for all that flooding to happen. we'll be here to cover it live. emily turner, kpix 5. >> not just the sierra. coastal mountains also a big concern tonight. kpix 5's len ramirez is live in the santa cruz mountains where people and livestock are moving to higher ground. len? >> reporter: that's right. just about everybody is preparing because this storm is expected to bring flooding. it is expected to bring mudslides and road closures. and that's why people in the high mountains and the low valleys

caltrans working hard to keep the roads clear at donner summit. this of course a two-part job. first get rid of the snow that just fell. then prepare for the rain and all the melting snow. kpix 5 reporter emily turner live in south lake tahoe where there are flooding concerns, as well. emily. >> reporter: yeah. this is all rain you see falling down right now. it is not snow. the flooding concerns involve the american canyon, the truckee river and also some residential neighborhoods. in fact, you can see water starting to pile up on the streets because that snow has gotten in the drains and there's nowhere for that water to go. this morning in south lake tahoe, the snow turned to rain. and the trees started falling with it. several landing in power lines. but the real concern has yet to materialize, flooding. but folks like these are getting ready. >> when we have gotten, like, a lot of rain in the winter after a snowstorm we have gotten water in our basement. so, um, yeah, we're hoping that we can kind of divert it to avoid that this time. >> reporter: he is not alone. people p

here's a look at interstate 80 at castle peak near donner summit. chains are required between gold run and truckee. folks traveling toward tahoe's south shore u.s. highway 50 is snowy. here's a look at echo summit in el dorado county. chains are required on 50 between placerville and meyers. more on today's snow from reporter sean bennett. >> reporter: here we go again! heavy snow once again falling in the sierra again today. chains a must. all 18-wheelers being screened at applegate along the eastbound side of i-80 and we are talking about blizzard conditions up here. a lot of fresh powder, a lot of these vehicles actually stuck in here. they can't get through all the powder that's down here. this is the kind that the resorts absolutely love. a great look at interstate 80. we are dealing with sideways blowing wind and snow, foggy conditions, everything mother nature is going to throw at you is happening on this thursday. chain controls will move up and down interstate 80 depending on how bad the weather gets. just another storm that's going to last

the chp tells us it happened near donner lake road after 6 yesterday evening. that mudslide was responsible for downed power lines and a major traffic nightmare all westbound lanes of interstate 80 are blocked near truckee. a caltrans crew member says this was the biggest mudslide in the last two decades which means it will not be a quick cleanup. those lanes are expected to be closed untilp noon today. >> we are hoping we can get it done before we get too much snow on top of it and make a big mess. folks, they just if you don't need to coming up, you are not coming. because roads are closed. >> on top of this mudslide and wet weather caltrans is expecting 3 or 4 days of heavy snow ahead. those blizzard like conditions will likely lead to more road closures. and more dangerous road conditions take a look at napa. the napa river jumped the banks up and down the valley yesterday. major arteries like highway 29 and silver rado trail were hit hardest. the public works says the area is especially flood probed. >> this is typical for road crews -- prone. >> this is t

a chp officer had to intervene to help this big rig get through an icy incline by donner lake. the area has already seen more than a foot of new snow. that's why chains are currently required on the interstates. >>> and property owners in the area have been told to keep a very careful eye on their propane tanks. reporter [ non-english name ] is in soda springs to break down the risks in these snowy conditions.
