nbc10's katy zachry is joining us live from city hall. katy, all of this will make for a headache for people just trying to get around. >> reporter: tracy, you're not kidding. police and city leaders are expecting tens of thousands of people to descend on the area, city hall, that are planned throughout the day that could affect things if you live or work in center city. we saw the biggest protest of this three-day republican retreat, remember, the lgbtq community rallied outside of the loews hotel. we're told more protests begin at 9:00 this morning, 3:00 p.m., 10:00. that's when they received permits from the city. one is calling for a blackout to encourage philadelphians to symbolize those without health care it if the affordable care act is repealed. >> those people in the building, one that fought hard for, and two, we'd really like to hold on to. >> i hope it goes well, goes smooth and nothing really bad happens. >> here's septa closures and changes for to you know about. 13th street station is closed for subways and trolleys. buses

. >> now to katy zachry live in front of city hall. katy, talk about the protests. we've seen some in philadelphia and more today. >> reporter: the first protests are scheduled for 9:00 this morning. later scheduled throughout the morning, as well as this afternoon. thousands of people are expected to come out to center city, this area, throughout the day, thousands of them for these rallies. we saw some of what's to come today last night. it came, we saw, there was a rally in the middle of market street. supporters and members of the lgbtq community had a dance party in front of the loews hotel. that's where congressional republicans are meeting for the three-day republican retreat and where president trump will speak today. >> i think it's going to be really busy. there are all kinds of events planned, on facebook, there's one protest after another. there's a group, individuals, people like organizing. >> reporter: and again, early this morning, market street from city hall east to 11th street, that is closed, as well as parts of 12th street and 13th street. right

katy zachry joins us live. >> reporter: you said it, so far we know of two victims assaulted by this dproup group of armed m one of the victims was able to fight through the pain of being shot twice in the hip and actually walk to find help. 30-year-old man earlier this morning. he was robbed and shot while walking in the city's fronkford section. three attackers each wore face masks and each had a gun. one wielding a shotgun. investigators say the man refused to hand over his valuables when he was approached by the group so they shot him. he did manage to walk half a block to er. police say while he was there, another victim walked into the er. same er. that victim just 18 years old. she tells police she had gotten off a septa bus near the frankford station when she was assaulted by a group of men matching the same description as that who attacked the men earlier. >> northeast detectives is processing both scenes and hopefully the cameras at the septa terminal as well as the cameras we found at the apartment complex recorded something that can help us with this armed robbery shootin

katy zachry is outside. walk us through what happened. >> reporter: investigators tell us the similarities between these two crimes are striking. confident there's one group of armed men behind these violent attacks. we have learned the lay tersz victim who is 18 years old shlgs she's a girl. just stepped off -- she had just stepped off a septa bus near the pratt frankford station when she was approached by three men. happened after 1:00 a.m. told police the men had a gun and stole her phone and hit in the face during the process of robbery. walked into nearby err for help. police were already interviewing earlier victim. this one was injured much worse. 30 yoerld man told officers he had been robbed and shot twice. the t his attackers matched the same description as those who assaulted the teenage girl near the septa station. police want you to consider this group armed and dangerous: they have been seen so far this morning with two handguns and one shotgun. masks over their face. getting into a chevy impal

i'm katy zachry. it's 9:00 a.m. on your sunday. let's get a check on your first alert forecast from meteorologist crystal clooi. fog to start the morning, followed by rain and wind and more of that. >> pretty much everything in the books to track out there. wei we'll start with the foggy conditions. this is center city. you can't see the building tops because we've got low clouds and nothing gi conditions. the good news is in some spots like philadelphia and wilmington, visibility has gotten better over the last couple hours. trenton still at only a quarter mile. allentown a quarter and only an eighth in redding. that's dense fog which means driving not the best as you go north through the suburbs and into the lehigh valley berks county that. will linger through the first half of today. the entire viewing area, the fog starts tonight all the way through early tuesday morning. here is why. rain is going to move through, heavy at times with damaging winds and heavy rain. we'll talk more about that coming up. >>> tornadoes hit the sta

nbc 10 katy zachry live out the da office in center city. reaction and william's response. not surprisingly, some people are calling on the da to resign. >> reporter: that's right. criter critics tell us seth williams has lost the trust of the public, which they say he has, he cannot continue in role as district attorney. ethics board has been investigating williams since the summer. it said he accepted nearly 90 gifts from people. some of whom are closely associated with the da's office. on top of that, failed to report five sources of income. illegal gifts include things like prepaid credit cards, sport tickets, hotel points. tried to reach williams to hear his side of things. instead he issued a written statement accepting full responsibility. saying i apologize to the people of philadelphia. i will work every day to earn back the trust of all of you. critics tell us it's not enough. >> it's a violation of trust to every philadelphian our chief law enforcement official. you know, it's simply wrong when you have a district attorney who is investigating and prosecuting oth

nbc 10 katy zachry is there. she has an update. what have you learned. >> reporter: our photographer focuses in on is scene behind me. let me just recap what happened. earlier this morning, an offduty pennsylvania state trooper was in this area and saw a cadillac sedan crashing on the roosevelt boulevard southbound by summerda summerdale. that's the scene you see here. he went over to the vehicle. two people inside. one of the people inside a man got out and assaulted the trooper who was trying to help after this crash. he assaulted the trooper, the trooper was still able to call for backup. philadelphia police arrived here on the scene in enough time to arrest the man who had assaulted the trooper. the trooper we're told is going to be okay. in that time, philadelphia police had is suspect handcuffed in the back of one of their patrol cars and somehow he was able to punch his way out of back of patrol car and he fled from this scene. so right now heavy police presence on the roosevelt boulevard southbound. police are searching for

. >> nbc10's katy zachry has the impact. >> reporter: a lot going on thousands of protesters expected to come out to this part of center city, really protests and rallies are scheduled for all day long. there is a message from city hall this morning. and that is all the protesters to be peaceful. now, we saw the first of the sizable protest late last night when members of the lgbtq community rallied outside of the loews hotel. that's where republicans are meeting for their policy retreat and where president trump will speak. we've learned the protest event, the first one scheduled for today begins at 9:00 a.m. and lasts through 4:00 p.m. security, as you may expect is tight. we're already seeing an increased number of philadelphia police officers in the area. and mass transit is affected as well. septa's 13th street station is closed to trolleys and subways. buses are being detoured. and jefferson station market street entrance is closed today. >> i think it's going to be really busy. there are all kinds of events planned. if you look on facebook, it's just one protest after another.

katy zachry has been following the story and she's live in mayfair. walk us through everything that happened. >> reporter: there a lot that went into this and i'll get to that, but first off, the suspect, he is inside northeast detective behind my being interviewed. we're trying to learn his name. they have not released that information yet. but i can tell you that there was a time this morning when the charges against him seemed to multiple by the minute. this is the man who police say put parts of northeast philadelphia on edge this morning. parents tell us they were scared to send their children to school. the fear started after this man escaped from a police cruiser while he was handcuffed. officers had been on his tail since before 6:00 a.m. when he krared into a police car on the boulevard and kept driving. his dark colored sedan then crashed with two more vehicles down the road at somerdale avenue. one of the victims there, an off duty state trooper. when the trooper approached the car, he fought back but police were quickly on the scene an put

nbc 10 katy zachry following the latest. >> reporter: hi, since i last saw you about a half hour ago. spoken top drivers and people who work in the area and everyone agrees. the winter weather this part of the region has experienced is pretty manageable. when you walk outside your door if you're headed to your car. untreated surfaces like grass or car hood. see about an inch of snow. really, really light. you can easily just brush it off out of your car with your arm, your hand: our your going to want your snow scraper this morning just to make things easier. now much of our drive was spent on the atlantic city expressway behind us. in the last half hour or so seen a little bit more volume coming down here earlier very few cars on the road. nice if you're up at this early hour and having to drive on these wet conditions. even with the added volume. the drivers i'm talking to say they aren't worried about conditions at all. they feel like the roads have been properly treated. any accumulating snow or ice has been plowed off and they say it really just feels like it rained here overnigh

i'm katy zachry. it's 10:00 a.m. on your sunday. let's get right meteorologist krystal klei with a check of your sunday weather and a look at the week to come. a lot to talk about. >> there is. this is a look at center city. hard to see the building tops because we have low clouds and foggy conditions out there. we're especially foggy north of philadelphia throughout the suburbs, leely valley and berks county. take a look. still only an eighth of a mile in redding, .25 mile in allentown. trenton at three miles, philadelphia at five. look south. now that the rain has cleared, the fog has built back in. a quarter mile dover to millville. still dealing with fog problems this morning and that's going to linger as we go through the rest of today. radar and satellite shows we did have rain earlier today delaware to new jersey and that's what the fog is starting to build back in. cloudy for the rest of today. first alert forecast the entire viewing area tonight and through tomorrow, we'll track that down hour-by-hour coming up. >>> crystal
