schumer: thank you, mr. president. according to president trump's words yesterday, not friday were his first official day in office. it is an important distinction because throughout the campaign the president -- president trump made numerous promises about what he would do on his first day. so we went through them. it turns out he made upward of 30 promises of executive actions or plans that he would announce on day one. this didn't require any congressional approval. he could just announce them. 30. even by a generous count, the president fulfilled only two or three of them. just let me mention a few of the important omissions. the president campaigned against both establishments, promising to oppose the powerful in washington to drain the swamp. he campaigned against the democratic establishment, but he also campaigned against the republican establishment. and as a result, he explicitly promised to introduce an 18-point plan for ethics reform on day one. well, how did he do on that? he promised to sign a five-year b

mr. schumer: mr. president? the presiding officer: the democratic leader. mr. schumer: as hearings for the president-elect's nominees get under way starting today, i wanted to reiterate that a fair and thorough investigating process is a top priority not only for my caucus but for the american people. chief to achieving that fair hearing schedule and process is first, it means that hearings are -- that are sufficiently spaced out so that members that sit on multiple committees can actually attend all the hearings. it means that only holding hearings -- it means only holding hearings after the full committee paperwork, o.g. review, f.b.i. background check and full divestment plan has been received and senators have adequate time to review the information. and it means if there are senators with remaining questions that weren't covered in a first hearing, they can have the nominee come back for a second day. mr. president, our caucus and much of america was alarmed and disappointed by the announcements

schumer: thank you, mr. president. and first, i appreciate the remarks of my colleague, the republican leader. i understand the republican leader's discomfort. there is a cry from his side to repeal, but it's been six year, and they have no plan to replace. repeal without replace leaves 20 million americans who have had health care in the lurch, leaves college students who 21-26 have been on their parents' plan in the lurch, leaves women who are now getting equal health care treatment to men in the lurch, and leaves those who have families who have preexisting conditions who now can get insurance but without obamacare couldn't in the lurch. so i understand the republican leader's discomfort. replace is not available because they can't come up with a plan, and i appreciate his request to work with us. well, he has two choices. our republican colleagues have two choices. either, once they repeal, come up with a replacement plan and we'll give it a look. haven't been able to do it for six years. they're squirming right no

mr. schumer: i came to the floor yesterday to voice my serious concerns with some of the remarks made by the secretary of state nominee rex tillerson in his hearing. i was worried that his milk toast posture toward russia, especially his failure to support strong u.s. sanctions, the existing or the proposed, be spoke a fundamental misreading of the g.o.p. political climate and the true nature of our international security challenges. i was worried that as secretary of state he only promised to recuse himself from matters involving exon for periods of 12 months -- for a period of 12 months. exxon's interests overseas aren't going iway after one year. that's not -- away after one year. that's not good enough to solve what's potentially a massive conflict of interest. and i'm worried, mr. president, that mr. tillerson as c.e.o. and chairman of exxonmobil conducted business with all three foreign state sponsors of terrorism through a foreign subsidiary in a way that allowed exxon to evade u.s

mr. president, president trump's muslim ban is unnecessary, unconstitutional, and on american and it should be repealed and immediately. the executive order prohibits individuals from iran, syria, iraq, cynthia, somalia, libya, and yemen from entering the country. and even bars relatives of americans from visiting. the order suspends the entire u.s. refugee program and most egregiously, syrian refugees are beyond indefinitely unless they are christian. this is not what america is all about, mr. president. unnecessary.der is individuals from the seven targeted countries and 150 other nations are already thoroughly squeezed. they submit photographs that run through biometric data bases. their personal information is reviewed, including names, addresses, and date of birth. they are interviewed and a united states consulate. the process can take months to complete and eliminates the need for the travel ban. in addition, the move to ban no national security reason because these refugees underg

mr. speaker, there's a lot of desire among rank and file members to get more details on how this is going to play out. how soon and in what form can they expect to hear what is going to be done and at what time and in what form? speaker ryan: so as you know i like to run a bottom-up process that's collaborative here in congress. we are going to work with all of our committees that's in charge with the health care legislation, the education and work force committee, the energy and commerce committee, we are going to have a full and exhausting retreat to go through all these things. what i think people are going to begin to appreciate we have lots of tools in front of us. it's not a one and done bill kind of thing and that's what we have been working all our members through is to get the options available to us. we have the budget reconciliation process which is something we are moving on right now. we have the other regular order kind of options, and let's not forget we now have an h.h.s.,
