i'm tracy davidson. >> and i'm rosemary connors. it's mild out there this morning. we've got showers moving through. meteorologist bill henley has all the details in the most accurate "first alert" forecast. >> thankfully, it's mild. so when we get wet weather, we're only looking at rain. right now, we're looking at beach avenue. it is dry. the clouds are moving ahead. into the cape may area. reaching towards atlantic city. and now in chester county, a steadier rainfall in southern chester county moving towards kennett square right now. that's to start with. there's going to be more rain a little later this morning but then even later this morning, that's when we'll see the clouds move back out. clouds are with us overnight. that means another mild morning, 44 in new jersey, 44 in the suburbs, lehigh valley. there's breaks in the clouds. temperatures above freezing and delaware, 42 degrees. with sunshine this afternoon, once the showers move out. we're back to sunshine and a breezy day today. look at the warmup, 50s for new jersey.

i'm rosemary conners. the second round of snow will pack more of a punch than the showers that moved through yesterday. we're making sure you know what to expect from the weekend. we have reporters down the shore in delaware and philadelphia. and routine coverage in the studio with meteorologist crystal klei. let's begin with the timing and track of the storm. >> we have a lot to talk about. it's a system, as you mentioned, it will affect each neighborhood differently. we're under a first alert for new jersey and delaware. aside from northern new castle county. we extended it from yesterday because the system looks like it has, as we were worried about, tracking to track a little farther north. and the northern spread of snow is a big one. so we're looking at higher snow totals through a larger portion of our viewing area. starting this morning and lasting throughout 7:00 this evening. we're under a first alert. not all of us will see the snow the entire period. we'll break down the time frames in a second

>> reporter: yeah, rosemary. it hasn't taken very long, at all, for the snow to start piling up here. in about the past hour, this is how much has accumulated on the car. it's so cold it's basically sticking to most surfaces in is the parking lot here outside congress hall, which is a historic hotel here. it hasn't had any trouble sticking to the ground here. this is just in the past hour. very, very light, fluffy snow. it comes down and hits almost everything it hits. you can see the snow swirling around that flag pole here outside congress hall. the snow has been picking up in intensity, as well, since we first started seeing it fall around 5:15 this morning. take a look out here toward beach avenue. that, we're thinking, is pretreated. it's having a little bit of a tougher time sticking there. the sidewalks are covered with snow and the edges of the street are covered, as well. i've been been checking with officials with cape may and atlantic counties. the road and highway department said their crews out now.

i think the watch word is caution still, rosemary. there is some further clarification if you like on donald trump's trade policy, which he made hours after the inauguration. in fact, at his inauguration speech where he very clearly said that u.s. jobs were first and foremost. the america first policy and how that relates to trade. now we know that the administration has followed up, at least in a letter, by saying that it would not follow through with the trans-pacific partnership. that's the big multilateral trade deal that was pushed forward by barack obama. in fact, it was a key to his pivot to asia. that is now basically dead in the water. so you are getting some more clarification. still, though, the markets across asia particularly are waiting for hard policy. what's it actually going to be in black and white once the t's have been crossed and the irk's have been dotted. we've seen the trend for donald trump to favor isolation rather than globalism and certainly to favor american businesses in all shapes and forms. that can onl

rosemary. >> a messy one and just in time for the evening commute. the winds are strong in some areas and no let up in store for the next few hours. giving you a live look here at all of that gray sky. the overcast and the rain started earlier and it has not stopped. light to moderate rain reported. the storm tracker 2 showing you from the north to the central bay into the south just about everybody getting wet at this point. santa rosa we continue to watch the genville area and wide spray in the san francisco area and moderate in the golden gate bridge area and a break in the peninsula, light showers there and you get in the south bay, we got moderate to heavy rainfall in the santa cruz mountains and the east bay getting wet and the sierra, i- 80 is closed down in some certain areas with no anticipation of it opening before 9:00. if you do know somebody traveling and if you are thinking about traveling this way, not a good day, blizzard conditions there. that going all the way until tomorrow and then a winter storm warning will follow after that. lo

rosemary, back to you. >> all right, erika, thank you very much. we will check in with rosemary connors right now following the other headlines of the day. >> a man is dead this morning after a struggle with police officers in north philadelphia. nbc 10's randy gyllenhaal is live at the scene with more on what unfolded there this morning. >> rosemary, police got here just before 5:00 this morning and they found a man jumping up and down wildly on top of this red truck you see behind me. he was screaming loudly. somebody in this neighborhood called 911. and when that officer approached that man, police say he confronted her, reaching into the window of that officer's patrol car, grabbing that female officer by the neck. now, one officer used a baton to strike the suspect. police say another officer deployed a taser. they finally got him hahn cuffed and officers admitted a dose of narcan thinking the suspect was overdosing on drugs. and by the time they got that suspect to the hospital, he was pronounced dead. now, the cause of his death does remain

rosemary, where are you? what are you seeing? reporter: i'm here near the station on the oakland embarcadero area. you can see 880 behind me and we have head lights for as far out as the eye can see in the other direction. not necessarily a parking lot but top and go in that direction as well. there is a lot of wet roadway and ponding and i'm sure folks are having trouble with hydroplanning along i-80 through emeryville just as bad. you can see a lot of stop and go along highway 24, seeing a lot of traffic at this hour. this will go on for the next couple of hours. the rain is not going to let up. in fact it could intensify in the next couple of hours and the winds could go as well. in a matter of less than ten minutes there was 7 accidents and 7 traffic hazards and that doesn't include the road closures from areas like from mudslides and the flooding that is going on. i guess the key here as we know, you may just need a reminder just to take it slow. it is hazardous. according to c hp, the middle lanes safer when we are talking

for more now we go to meteorologist rosemary orozco. we've been waiting for rain, now we have hail, and people don't want it. >> a different type of day. pockets of rain, hail, thunder and lightning reported in some areas. i had tweets from novato seeing lightning, san jose. we still have a couple of advisories. a few here, a little bit of sunshine mixed with cloud cover and water on the lens. that's the type of day we've had with mostly cloudy skies, scattered showers rotating into the bay area. high surf advisory will continue into the overnight hours. it will expire at 3:00 a.m. there's one area we continue to watch in sonoma county near mark west creek. it's the lower end. there's an advisory in place, flooding occurring near the creek until 7:30 tomorrow morning. the national weather service has extended that. here is a look at what you can expect if you have to drive to the sierra. there is a winter weather advisory. it will expire at 4:00 a.m. all the way down to 3,000 feet. the snow continues on and off. here is a look at storm

rosemary, a nice day to head off to the coast if you're able to do so. >> yeah, for many of us, this will be the warmest day of the entire week. let's take a look at what is going on right now. a look over the oakland estuary, looking towards san francisco. right now san francisco is checking in at 55 degrees. santa rosa 56. low 50s here in oakland. san jose, 60 degrees for your lunch hour. up in mountain view, san jose, a little cooler in areas like concord and fairfield at this time. as we get into the afternoon, again, a bit above average for this time of year, and perhaps the warmest day of the week. you can see no rain to speak of, but we do have those which clouds in place. we will continues we this pattern, at least for a couple of more days, and then things start to get more interesting by wednesday afternoon and wednesday night, we switch to a wetter pattern, and it looks like by thursday, all of us are seeing rain here in the bay area. so monday and tuesday, we'll call it nice, to sum it up. by wednesday night, the rain does begin to move in. could come late in the evening
