let's go over to tara moriarty who is joining us live from the hall of justice. hey, tara. >> reporter: good morning. happy new year to you guys. we are going to start off the new year by talking about two things important to san francisco, water and transportation. the board that oversees muni will be meeting today. one of the items on the agenda is examining a report about safety records and on time performance for the 2016 fiscal year. crime dropped to the lowest since 2013. on time performance increased by 3% to nearly 60%. it is far short of the voter approved standard of at least 85%. the number of collisions ticked up slightly. but muni says rider satisfaction has been increasing. it now stands at 70%, up from 45% in 2001. switching gears now to your drinking water. the tunnel that delivers water from the reservoir to the bay area will be shut down for a two-month inspection. san francisco and other cities will receive their water from local reservoirs while crews determine whether the aging tunnel can be repaired or needs to be replaced. water officials s

as ktvu's tara moriarti explains, an inmate is getting the blame. >> reporter: it permeated the d.a.'s office for a second day in a row. prosecutors say this is at least the fifth time raw sewage has flooded the building in just the past 14 months. >> it's a very strong, pungent smell. started coming from down the hall. >> reporter: officls say an inmate stuffed a towel in a toilet, causing the backup on the third floor. >> some of the prosecutors in order to save some of the files they have, and to save some of their belongings, actually had to wade through the sewage water. >> reporter: some offices were a foot deep into sewage, so attorneys had to stack their files on their desk. the spill knocked the d.a.'s computer network offline. 30 people were forced to evacuate the building, including sfpd's entire domestic violence bureau, right next door to a very busy traffic court. >> that's actually a urine stain. from time to time it drips urine. >> reporter: it has been plagued over the years by rodent infestations, asbestos, and cockroaches. >> our conditions are deplorable, and we do

tara moriarty joining us live from the hall of justice. tara, two of the mayor's past three appointees have lost re- election. so i believe this is a big one for him here. >> reporter: yeah. this is actually going to be a historic one. he will appoint jeff shehe to the board of supervisors. the reason this decision is historic is because he will become the first hiv-positive person to serve as a supervisor. he is currently the director of communications for the uc san francisco aids research institute and previously served as an aids advisor to mayor newsome. district 8 serving the castro valley and the triangle neighborhood. he could potentially serve for the next decade because he will serve weiner's two remaining years that he has and then if he is elected to two four-year terms, that would be a total of ten years. >> they know more about bulls than bull market but the professional bull riders association helped to ring in the opening mark this morning. they are promoting the start of the 2017 bull riding season. the first event tonight
