jeffrey: let me ask you about it this purely new york state -- a purely new york state issue, voting. those who write about it are indignant about north carolina cutting early voting and ohio and texas. new york has some of the worst voting laws in the country. the famous liberal bastion. no early voting. very difficult absentee voting. why? eric: this is something we cannot blame on republicans in congress. you have written about this. my office, first of all i have , been an advocate for expanding the franchise early voting for a long time. when i became attorney general, our office set up a hotline for election day if people had problems. last year, the phones were ringing off the hook. we had to bring in additional staff because there were some -- so many problems with voting. we did an investigation into the board of elections and took our report and issued it in december, and put our findings and combined them into something called the new york votes act which would bring us into the 21st century. have early voting, no-fault absentee voting, free and open registration process. n

this was all over the state of new york. and inconsistent instructions given out by boards of elections, peoples names being purged in the voter roles improperly, actually filed a lawsuit against the board of elections related to that, i really do believe the public anger about this makes this an excellent time to make a move it 45s already been introduced in the assembly. we've got sponsors there. i think that, and i have spoken to the leaders of both houses to the legislature about this. i think we have an excellent chance to make change this yearment it is also important to recognize this is part of a national debate. when you have republicans and conservative states where they are trying to cut back on voting rights, pointing to new york and saying oh, let's use new york. we're still better than new york. >> governor case itch in ohio said said that to me personally. said what are you complaining about. our laws are better than yours. >> well, i think one of the things you can look forward to i think in the next number o

i'm western new york, new york, as we all know, is one of the highest state in medicaid per capita spending and total spending. while new york onliey s has 6.5 the population it accounts for 11% of the national medicaid spending. according to a 2014 report from medicare, and the chip payment and access commission, using data from 2011, new york spent 44% more per medicaid enrollee than the national average. all kinds of complex and fragmented funding streams that make it very difficult to provide adequate accounting controls for the program. so the question is this, in 2012, a report from the hhs office of the inspector general revealed that new york had systematically overbilled federal taxpayers from medicaid services for the mentally disabled for 20 years. new york state developmental centers, which offered treatment in housing for individuals with severe developmental disabilities had received $1.5 million annually per resident in 2009 for a total of $2.3 billion. they were compensated 10 times higher. so the simple question is, how could these overpayments go unnoticed for 20 years? >>
