they are victories for virginia. we achieve them by working together and doing what it takes to build a new virginia economy from the bottom up. and if you look at the numbers, it's clear we are making substantial progress. when i took office, virginia's unemployment rate was 5.4%. over the course of this administration, it fell to as low as 3.7% which represented the steepest decline in any governor's term in 32 years. today as more and more virgin n virginians respond to our strengthening economy by returning to the labor force our 4.2% rate is 1.2% lower than we began our work together and now the second lowest rate of any major state in america. in total, virginia has created 167,100 new jobs in the last 3 years. these are important indicators that our efforts are working and that our trajectory is indisputably upward but we should also remember that these numbers actually represent real people with real stories. i would like to take a moment to tell you about a few people who have benefited from actions that we

virginia women were very vocal about their desire to have the right to vote, but in many cases, virginia women who supported suffrage were in the minority. virginia was not a state that was very enthusiastically behind the movement towards women's right to vote. virginia, in fact, doesn't ratify the 19th amendment until 1952. so despite the fact it passes nationally in 1920, virginia doesn't decide that they want to ratify that amendment until 1952. the notion that virginia women are genteel southern ladies who don't want to be troubled with politics sort of reinforces this notion that suffrage for women isn't an important virginian priority but there are women like, for example, norra houston who wore the dress we see here jn rou generously on loan to us from the valentine museum, she would have been able to counter that argument with quite a great number of arguments of her own. that's part of why pamphlets like the ones we have on display here explaining the reasons for which women should have been given the right to vote were such essential tools for the early 20th century suffragist

we are looking at a virginia state flag carried by an unidentified virginia regiment in the civil war. sometimes for those of us working in museums today, they work of conserving a flag begins with undoing the work others may have done to the flag in the past. au will notice there is zigzag pitching all over the flag, which is most notable on the dark portions but goes right through this hand-painted field. you will also notice there are two different colors of glue fabric on the flag. there is a darker blue. the far righton side, and there's a much lighter blue that then compresses the far right end of the flag. back in the 1940's, a very who-meaning group of people are the textile conservatives of their day decided this poor, tattered flag needed to be fixed and stabilized. their method of doing that was to sell the remaining -- so the remaining flag onto a backing that approximated the color of the original flag, then to run the entire thing back and forth to a sewing machine many, many times. we know the process is very invasive. they punched holes in the flag as they were doing a
