so we are in clayton on the north side of mount diablo 16 miles from brentwood. last week a mudslide caused a water line to rupture, closing a three to 400-foot stretch of road and for every forcing people to detour. according to the contra costa water district their crews will be out here today to install a temporary bypass so people can finally get running water again. the holdup has been this mudslide that took days to stop moving. well, it finally stopped on wednesday. 90 homes have been without watered and patience is running out. >> we are kind of stuck, you know? we have two horses up here. so we didn't have enough water for them. we have go down to the creek and carry water up for the horses. >> another area that's been cut off by mudslides and rockslides is big sur. critical supplies had to be dropped by helicopter to 450 people there because of the highway 1 and bridge closures. all the rain shattered the road and a crack is across the underside of the bridge which is why caltrans engineers will be saying the bridge cannot be saved. so back here near mo

yesterday which was a real relief for hundreds of people who live up morgan territory road here near clayton. it was closed last month between oakville lane and williams road because of a mudslide that damaged the road way. the pavement has been patched up but it is a short term fix. the county can't start working to permanently repair the road until the landslides stops. it's moving a foot a day and residents are fed up. >> residents feel like it's -- they haven't been working full force for us. so we need a consistent, open route. >> reporter: the only other way out of the community is to the south, a narrow one-lane road. governor brown is going to be in washington, d.c. today asking for federal assistance for this and other storm damage all around the state. committee in a public hearing. russia's al . >>> today f.b.i. director james comey is testifying before the house intelligence committee on the alleged meddling of russia in the 2016 election. comey will be asked about president trump's unfounded claim recently that he was wiretapped by former president obama. lawmakers on both sides

. >>> crews in clayton are coming up with a plan to fix the morgan territory road. it was closed after winter storms blew through the bay area. an mac a vick is in clayton with that update. >> reporter: a golf cart is one of the few efficient modes of transportation up morgan territory road. it's been closed for almost a month. >> the bad part is the walk between the cars. >> reporter: more than 200 homes are cut off. people are parking their cars before the closure. >> when it's rainy and windy, it's going to be hard. >> reporter: there's no timeline to fix the roadway because the landslide is moving an inch a day. this nurse rides 3 miles to her car before dawn. >> we're young and capable and the first week it was okay. it's getting beyond ridiculous now. exhausting. >> what these people want is another way in and out of this area. >> the county has been looking at alternates. but they all involve private property and the county has not yet secured a deal. >> we're working through the process. >> yesterday the county opened the road on a limited basis for six hour

it's been more than two weeks since a mudslide shut down the road in clayton. people who live there have a long road ahead. >> reporter: residents there have had to deal with no water and power for days. the big frustration amongst residents is finding an alternative route that's safe and easy out of this neighborhood. the slide on morgan territory road has cut off the most direct way out of the community. for second grader, alie that means missing several days of school. >> i do miss my teacher and my friends. >> lots of kids go to school here in clayton. to have to go all the way around to come back to clayton, there's no easy route. >> reporter: residents spend their days lugging groceries and belongings, anywhere from a half mile to several miles out to their cars parked on the northern side of the slide, near marsh creek road. >> it would be great to be able to grab groceries. have your kids carry them and have to hike back. >> reporter: pat hosted a community meeting at his home yesterday. 250 people showed up. contra costa county says they can't start fi
