so a lot of folks are having south dakota today. [laughter] all right. listen, the last time we met, i think it was six years ago since then things have changed. new chairman in charge of the agency and several members of this community which this is their first sec hearing. i ask you to treat each r respectfully, if you want to ask for guidance wherever and whenever possible. while still in the early days, the new leadership seems to heed this advice it. the first actions under the chairman was to make much of the reforms to improve the agency's processes and transparency. counter to the chairman's predecessors who often sought to amass as much power in the chairman's office is looking pretty simple -- the chairman has emphasized that bridging the digital divide will be one of the corporate's will done the agency under his leadership. representing a rural state where many people are still without broadband services that is a goal we both share. indeed the fcc has taken her steps to advance broadband deployment by moving forward with the long-delayed sec

protests like those over the dakota access pipeline. legislation is pending in 17 other states. among their provisions: increasing penalties-- including in some cases prison time-- for blocking roadways. increasing penalties for rioting. allowing authorities to seize the assets of anyone involved in a violent protest. and relieving drivers of liability if they accidentally hit protesters blocking a street. for a deeper look at this, we're joined by christopher ingraham of the "washington post." he's been tracking these legislative efforts across the country and joins us from fargo, north dakota. christopher, thanks for being with us. christopher, we heard some of the provisions of some of the pending legislation in the piece, but where will this take us if some of these bills are enacted into law? how much farther will this take us than where we are now? >> that's the question and i think that's what a lot of civil liberties advocates are worried about. they frame this as an assault on free speech. the interesting thing about these bill

american tribes have marched through the streets of washington to protest against the controversial dakota access pipeline. protestors say leaks from the oil pipeline will pollute water supplies and endanger sacred sites. tom donkin reports. a show of tribal strength on the wet streets of washington, dc. members of the standing rock nation and their supporters have carried their anger across several states from north dakota, angry over the controversial pipeline which they say will pollute their water and upset their sacred sites. undeterred by the heavens opening, tribal members walked united. people come out here and they may think the rain is incumbent weather but it's a blessing, if you will, because we are talking about the protection of water and so the house the grandfathers rain on us, that means they are here with us. so this isn't increment weather, it's a blessing. in the first week of his presidency donald trump side executive orders to revive the project, which had been put on hold by the obama administration. the pipeline is worth $3.8 billion and will stretch overfour worth

how exactly are they going to do this, to blow up the biggest building in south dakota? is anybody going to get hurt? >> to protect the public, authorities set up a wide perimeter. because there is so much land around the building, the plan is to tip the zip over like a tree rather than implode it straight down. that way, fewer explosives are required, according to demolition site manager, eric schuller. >> it was a very solid structure. to install enough explosives to crumble that building upon itself would have been a pretty big feat. to tip it over, it was a lot easier method. the explosive experts removed concrete in between the columns and then installed explosives in those columns. the plan was then to remove that support structure similar to falling a tree, creating a wedge for a tree to fall down to the east. >> on december 6th, 2005, with tens of thousands watching in person and on tv, the zip's time has come. >> 5, 4, 3, 2, 1 -- >> whoa. >> the zip dips but it doesn't tip. >> instead of going over like i knew it was supposed to, it fell into this hole. a story
