goodlatte. one is, as the ig said, this program is effective and importa but but i think we need to do a better job of establishing linkages between seizures that we make and criminal cases that we prosecute down the road. sometimes we have struggled with that piece of it. i don't mean to sound overly defensive, but i wanted to point out one sort of flaw, i think, in the ig's report. a lot of cases that they selected don't result in criminal enforcement. but there are reasons for that. sometimes we'll have intelligence or from a wiretap know that a bad guy is going to drive some cash south, having sold their drugs. >> mr. rosenberg, let me interrupt just to say, i don't disagree, when you have no one claiming the property. but when you do have people claiming the property, there needs to be a much more transparent and effective and cost effective way for them to challenge the seizure of their assets and get them back if they were improperly taken. next, let me ask you about your recently promulg
