goodlatte: thank you, mr. chairman. because the director of the patent and trademark office who has an equally important voice on patent and trademark issues is already subject to the nomination and consent process, it provided a precedent for this approach. however, unlike the patent and trademark office, the copyright office is part of the legislative branch. thus it is appropriate to also follow the precedent set for other legislative branch agencies that gives congress a greater say in selecting candidates for the head of legislative branch entities to ensure those agencies are more accountable to congress. because the register position is now vacant, filled on an acting capacity by a well-regarded actiq -- acting register, ranking member conyers and i introduced this bipartisan legislation to update the register selection process. to mirror a recent change to the librarian of congress position that is now subject to a 10-year term limit, the legislation also makes the register of copyrights position subject to a 10

goodlatte. mr. goodlatte: thank you. i appreciate you holding this hearing today. i want to welcome acting administrator rosenberg and acting director brandon. i want to thank you both for your service, i'm happy you're with us here today. in april of 2015, during the tenure of d.e.a.'s former ad mrtor, i was concerned about systemic problems in the d.e.a. disciplinary process which permeated several levels of management. at that time, the inspector general testified about misconduct by d.e.a. agents and their supervisor. the inspector general has conducted audits and examinations of d.e.a.'s confidential source program. the el paso intelligence center and d.e.a. in afghanistan. i'm eager to hear what changes you've made to rebuild trust in the d.e.a. it's vital to have trust because america's prescription drug and heroin epidemic is severe and growing. it affects americans throughout the country and does not discriminate. in 2015 there were over 52,000 drug overdose deaths in the united states. more than 60% of those were attributable to prescription opioids or he

joining me now is congressman bob goodlatte, good to have you here sir, good morning. >> good to be with you, sandra. sandra: all right, congressman, what do you make of the white house to cut federal funding for sanctuary cities? you heard it reiterated from the white house this week, of course, after the big announcement from jeff sessions? >> well, i'm all for it. we have been attempting to do this in the congress for the last few years with the obama administration which coddled the sanctuary cities even though they instruct local law enforcement to not cooperate with federal law enforcement officials to keep these cities safe. it makes no sense and we are far better served by going after the 300,000 convicted criminal aliens that are on the streets of this country and should be sent home. sandra: it is very concerning when you do see things that are happening in cities like chicago, philadelphia, where you have democratic mayors like rahm emmanuel in the city the city of chicago that comes out and makes announcement and threat to withhold federal funding saying we are a welcoming ci

goodlatte. one is, as the ig said, this program is effective and importa but but i think we need to do a better job of establishing linkages between seizures that we make and criminal cases that we prosecute down the road. sometimes we have struggled with that piece of it. i don't mean to sound overly defensive, but i wanted to point out one sort of flaw, i think, in the ig's report. a lot of cases that they selected don't result in criminal enforcement. but there are reasons for that. sometimes we'll have intelligence or from a wiretap know that a bad guy is going to drive some cash south, having sold their drugs. >> mr. rosenberg, let me interrupt just to say, i don't disagree, when you have no one claiming the property. but when you do have people claiming the property, there needs to be a much more transparent and effective and cost effective way for them to challenge the seizure of their assets and get them back if they were improperly taken. next, let me ask you about your recently promulg
