kpix 5's anne makovec is live in san francisco with the details. anne? >> reporter: this is part of a new overall push to crack down an oil refineries. but these rules apply to refineries in the bay area. right now there are caps on how many emissions can come from a certain part of the refine are you but not from each refinery as a whole. chevron, phillips, shell, tesoro and valero, combined they would be allowed to emit more than 20 million tons per year of greenhouse gases that cap is 24% higher than the original proposal so some environmentalists are upset saying new rules are too weak but it is a compromise. a representative from the sierra club says, it defeats the purpose of a cap if you make it so large that none of the rerefineries is ever going to reach it. oil companies fighting against these new rules say they could increase costs and possibly limit production. the meeting starts here in san francisco at 9:45. and it's going to start with a public hearing so probably hear some fiery testimony from both sides. live in san francisco, anne makev

anne makovec is there, anne? >> when the suspect was booked in the solano county jail about two hours ago after he cement a little time -- he spent a little time at the hospital. now he is facing charges of assaulting a police officer. officers started getting calls at 7:30 this morning of a man later identified as gary, driving erratically near smenz. his truck was -- sacramento. his truck was disabled and a female chp officer stopped to help. >> the suspect jumped out, punched her, and she fell backwards on to the asphalt. he then began kicking her. >> other drivers saw it and pulled off the freeway to pull gary away from the officer. >> they definitely placed themselves at risk. they don't know who this person is or what this person is armed with. they jumped out and in my book they're heroes. >> another officer took gary into custody as the assaulted officer was rushed to the hospital with cuts and bruises. she's expected to make a full recovery. >> gory is 49 years -- gary is 49 years old. the chp says they

kpix 5's anne makovec reports from oakland. >> reporter: good morning. there is a chance that the defendant in this case one of the two defendants derick almena may enter a plea this morning. here's his mugshot. he was arrested early monday morning in upper lake county. a judge set his bail at more than a million dollars. and this happened almost 6 months to the day after the converted warehouse he managed nicknamed the ghost ship went up in flames killing 36 young men and women attending a late- night dance party. the d.a. says almena and another man lied to the police and fire departments about allowing people to live at the ghost ship which was stacked with flammable collectibles. she also accused them of holding several illegal unpermitted events and on the night of the fire, the d.a. says the men blocked a second- story admit all factors that went into the decision for criminal charges. >> to prosecute a manslaughter case, based on criminal negligence, my office must prove beyond a reasonable doubt that the defendant acted with gross or reckless con

kpix 5's anne makovec is live outside city hall with the details. anne >>> reporter: yeah. july 1 is the day that people in several parts of the bay area are going to be getting a big raise. so they are going to be celebrating that in san francisco here today where it is going to be $14 an hour for the new minimum wage in san jose, new minimum wage $12 an hour. right now it is $10.50. both cities are working their way to a $15 an hour minimum wage. san francisco will be there next year, san jose by january 1, 2019. but a lot of the community groups at today's celebration say that it's important to organize now. everybody from workers to employers need to learn the new law. there's a new study about the effects of the minimum wage. we'll talk about that in the next half-hour. anne makevoc, kpix 5. >>> new this morning, google is getting slapped with a record $2.7 billion fine from the european union. the eu says that google abused its power by promoting its own products at the top of search results. the mountain view company has 90 days to stop it or face more fines every da

kpix 5's anne makovec is live at google's mountain view headquarters with the details. anne. >> reporter: yeah. google investors are really pressing shareholders today to put google's feet to the fire you might say when it comes to these allegations about the gender pay gap. a, if there is one and, b, what they are possibly going to do about it. now, earlier this year, the department of justice sent out a pretty stark statement or at least one representative from the department of justice saying that there was a systemic compensation disparity against women at google. the government sued google back in january demanding statistics on employee compensation. federal contractors are required to comply with federal civil rights laws. the government says google was selected randomly for an audit and refused to hand over data despite repeated requests which lawyers say is a really risky move. >> they run the risk of losing all federal contracts a significant punishments. >> reporter: in a statement, google says: >> reporter: we'll see what happens at the shareholders meeting

kpix 5's anne makovec is live in san francisco with the latest developments there. anne. >> reporter: the program's big launch party is still set for this morning right across from the ferry building here in san francisco. they are trying to target people who just need to get around the city rather than tourists who might want to bike across the golden gate bridge. so that's going on as planned today. but their expansion plans are facing challenges. the "san francisco examiner" is reporting this morning that the transportation authority board voted yesterday to hold off on granting a $255,000 award towards researching possible expansion sites for ford gobike around the city. now, this program came about after six years of negotiations between gobike the city and other bike rental companies. so the plan is for gobike to specifically target locals who just need a bike for a short period of time. and then other companies like blazing saddles will continue to target tourists renting their bikes all day. gobike trade to change its plan and wanted to offer a three- hour r

anne makovec joins us with the details. >> reporter: for those who aren't familiar, when somebody is a victim of sexual assault they can go to a doctor for a rape kit a chance to collect potential dna evidence against the perpetrator but many times that evidence is then left untested collecting dust or even thrown out. representative jackie speier has been vocal about the issue on twitter. >> there is a bill at our state capital right now. ab41. supporters say the dad will allow the state to know the extent of untested kids so the state can provide more resources where they are needed. it would also allow sexual assault victims to track the progress of their kit. but in some cities like san francisco the police department already submits reports on rape kit testing to the police commission. >> necessary data or information that both the commission and the public are entitled to just for the sake of transparency and openness. >> that is the commanding officer of the forensic service division. the reports they create are actually more detailed than the ones required by ab41. he says th

kpix 5's anne makovec tells us why one of the demonstrators is now taking legal action. >> reporter: this lawsuit is against uc-berkeley and more than 20 other entities from the board of regents to the mayor of berkeley to house minority leader nancy pelosi. kpix 5's anne makovec is live in san francisco with the latest. >> reporter: yeah. they are setting up here for the big launch party behind me in san francisco. you can see the big white tent they are putting up. a new option to rent bikes in the city. expansion plans are in the works. that came out after 6 years of negotiations with the company ford gobike the city and other rental companies. the plan is for gobike to target locals for a quick ride from one neighborhood to another and other companies like blazing saddles will continue to target tourists renting them for all day. gobike actually tried to change its plan over the last couple of weeks. it wanted to offer a three-hour ride option. local companies fought against it claiming that targeted the tourists they depend on so just in the last few days after meetings with the mayor and supervisors, gobike agreed to get rid of the tourist friendly option. >> our commitment has been to continue meeting with the bike rental companies and iron out some of the kinks of the relationship as i mentioned. but our commitm

kpix 5's anne makovec is live outside the city hall with details. anne. >> reporter: the changes go into effect on july 1. that is the day that thousands of workers around the bay area are going to be getting a significant raise. take a look at the numbers. in san francisco, where they are holding a big celebration today, the minimum wage will be $14 an hour. up from $13. in san jose, it will be $12 an hour, up from $10.50. both cities working their way toward a $15 an hour minimum wage. san francisco will be there next year. san jose will be there by january 1, 2019. it whole state will have $15 minimum wage in 2022. small businesses get until 2023 for that $15 figure. this year's boost does come as we hear the results of a major new study out of seattle that is saying sometimes when you raise the minimum wage, it's bad for workers. also, this whole, um, push for a $15 minimum wage has been losing steam in washington. but we do have these changes coming into effect here locally and throughout the state of california. people holding the celebration

kpix 5's anne makovec is live in the richmond district where the repairs are set to begin. anne. >> reporter: yeah, this is something of course we have a problem with here in san francisco and all around the bay area. our roadways really are a mess potholes all over the place even driving out here. we were sort of doing that straddling of the lines. the good news is help is on the way. over the next two years, mayor ed lee has committed to spending $90 million for pothole repairs, repaving streets and striping. the metropolitan transportation commission a bay area wide agency has rated san francisco city streets as fair but distressed and in need of a combo of rehabilitation and preventative maintenance. well, talking to drivers today when you mentioned the roadway conditions, you get frustration. >> i drive a volkswagen beetle. if i drove a truck it would be different. >> it's weather-related. and for some reason california doesn't keep up with roads or anything like that. >> reporter: so far, here in the city, they have been focusing on short term patchwork. you need to d

. >> i'm anne makovec in for kenny choi. friends and family members are remembering the victims who were shot at a u.p.s. facility in san francisco yesterday. four people died and two others are recovering. kpix 5's jessica flores live outside the facility with the latest. jessica. >> reporter: anne, right now there's a growing memorial in front of the facility. let me show you what we're looking at. we have candles, flowers and signs, notes for the victims in yesterday's mass shooting. this is the scene of chaos less than 24 hours ago as one u.p.s. worker shot his fellow u.p.s. workers and killed them. san francisco police say 38- year-old jimmy lam shot and killed three coworkers then turned the gun on himself. it happened during a morning meeting. the shooting triggered a "shelter in place" for the potrero hill neighborhood and hundreds of u.p.s. employees streamed out as panic spread across the facility. this morning, we're learning more about the victims who died. pictured here are 50-year-old san francisco resident ben

kpix 5's anne makovec reports from oakland. >> reporter: he has kept a relatively low profile since that fire. but is he going to be in court here this morning and possibly enter a plea to the charges against him. that is derick almena. we have his mugshot here. he was arrested in upper lake county earlier. on monday his bail was set at more than a million dollars. that was almost six months to the day after the converted warehouse he managed nicknamed the ghost ship went up in flames killing 36 people. the district attorney says almena and another man lied to the police and fire departments about allowing people to live at the ghost ship. she also accused them of holding illegal unpermitted events with large groups of people and on the night of the fire, the district attorney says the men blocked a second- story exit. >> they created the high risk of death. a reasonable person would have known that acting in that way would create such a risk. >> reporter: the alameda county district attorney announced the charges monday against almena and the other man. 36 counts of involuntary manslaug

anne makovec reports, some local leaders are celebrating. >> life in san francisco is very expensive sometime the people they need three four job to survive. >> reporter: so this house cleaner is standing on market street with minimum wage advocates passing out flyers to make sure all low wage workers know they are due for a raise. >> own though a dollar and our may seem small, it's a lot of impact to the family. >> reporter: in san francisco, with a minimum wage now $13, workers are getting a one dollar an hour hike starting on july. 1 in san jose, they will be making $12 an hour up from 10.50. both cities are working up incrementally. the whole state will have a $15 minimum wage by 2022. 2023 for those working for small businesses. but a new study suggests that a higher minimum wage isn't good for the workers. the results come from the university of washington which says that earnings for the average low wage worker in seattle went down $125 a month after the minimum wage went to $15. that's because employers reduced hours, put off new hiring, or let workers go. . >> i'm anne makovec in for michelle griego. the travel ban as restrictions are going into effect at airports across the country. jackie ward reports, bay area lawyers want to make sure that passengers know their rights. >> reporter: attorneys are standing by at sfo's international arrival terminal waiting for passengers coming off flights to answer any questions they may have as this travel ban is reinstated. it takes effect today. it impacts people from these six muslim countries. some of those who live there will not be allowed to travel to the u.s. for at least 90 days while the government reviews its immigration policies. attorneys from various groups are on hand at sfo today. they are not expecting the chaos that ensued last time president trump's travel ban was in place but they are ready to help travelers who may be confused with these new guidelines. >> i know that there are some people calling it a limited ban and to us, that doesn't make sense because the impact of this even as revised by the supreme court is truly de

kpix 5's anne makovec tells us why the plaintiff wants the university to pay up. >> reporter: this lawsuit is against uc-berkeley and more than 20 other entities from the board of regents to the mayor of berkeley to house minority leader nancy pelosi. [ riots ] >> reporter: it was february 1, when things got out of control at uc-berkeley. riots by masked protestors trying to stop the planned appearance by conservative speaker milo yiannopoulos. he had been invited by the college republicans to speak. the woman who filed the lawsuit, sierra robles, came to see him and was reportedly pepper sprayed by some of the rioters. the suit says her rights were curtailed because she was subjected to bodily harm for expressing her viewpoint. the lawsuit is filed in federal court and mentions civil rights and first amendment violations. because this is pending litigation, no comment from most of the defendants in the case. but a spokesman for uc-berkeley called the claims false and said they will defend themselves vigorously. in berkeley, anne makevoc, kpix 5. >>> lawmakers are trying to prevent more ch
