abc7 news anchor eric thomas is live in martinez at the scene . shooting. eric. >> reporter: everything came to a head last night just before 10:00 in that rocky that you see behind me. that's where vallejo police shot and wounded kevin de car low. they have opposing views of what led up to the shooting. the suspect 20-year-old kevin de carlo was conscious and moving when they loaded him into the ambulance suffering from multiple gunshot wounds. >> i just heard rapid, you know, gun fire. >> we heard a pau-pau-pau type thing. >> reporter: what they heard was vallejo police opening fire on de car low after the car he was in ran off into this ditch. his father believes they used excessive force. >> he had no gun on him. why would they go and run somebody off the road and shoot him like ha? >> reporter: vallejo police wouldn't go on camera but they released a written statement. it says a $100,000 warrant was issued after police unsuccessfully tried to pull de car low over for reckless driving may 25. two days later officers spotted him again when he got away af

i'm eric thomas. it's now 7:00 a.m. in london. nine hours after britain's third terror attack since march. the map shows you how close saturday night's attacks were. police say three people in a van ran down pedestrians on london bridge. they then drove to nearby borough market and stabbed a number of people. the van you see here with the back doors open is the one police say was used in the attacks. six people died at the scene. the three attackers were also killed. at least 48 people were taken to hospital, including a british transport police officer. abc news reporter ecreshef has more. >> reporter: a white van rung down pedestrians out for a saturday night. >> those people lying on the ground. >> reporter: one person tweeth the photo of the immediate aftermath, people trying to help the injured on the bridge. witnesses describe a chaotic disaster scene. >> once they crashed that van, three men got out and they were armed with long knives. >> reporter: people ordered to evacuate. >> move out of th

abc7 news anchor eric thomas is live in vallejo with their story tonight. eric? >> reporter: and, dan, ramos would have turned 22 years old tomorrow. that was one of the factors on his family's mind today as they protested in front of the solano county courthouse in fairfield. they want that coroner's report to see if vallejo police were justified in shooting and killing him. family and friends of 21-year-old angel ramos took their protest to the lawn in front of the solano county courthouse this morning. >> i mean, now that angel is gone, my house is just empty. >> reporter: that's angel's moment who says vallejo police could have resolved the fight at a house party without killing her son. >> my son wasn't a monster. they were saying he has a knife lunging. no, no, that wasn't the case. >> reporter: but vallejo police say that is exactly what happened in the early hours of january 23rd when officers were called to break up a fight at a party in the 1700 block of sacramento street. an officer on the scene said ramos was standing over a 16-year-old holding a knif

. >> eric thomas has the latest on the impact there. eric? >> we're at 17th and potrero. we heard vic say police were still trying to clear the building and make sure nobody else was in there. that would explain why streets are still closed for quite a few blocks. you can see the flashing lights behind me of ambulances and police cars. there are fire trucks around here as well. we have relatives is and friends who have been waiting around for any word they can get of what happened. we talked to a young lady named carla whose sister works inside the u.p.s. building. this is what her sister told her. >> she witnessed one of the victims get shot in the face. and she's really traumatized. she can't speak at the moment. spwao she's being interviewed. >> by police? >> yeah. i was just concerned and glad that she was okay. and just scared. just scared. >> reporter: and of course she had every reason to be frightened. as you also heard there, her sister is okay. they are shocked and traumatized. so are the u.p.s. workers. there were some gathered around and they had that look on

i'm eric thomas. and tonight we are following new developments after that deadly terror attack one night ago. british police have arrested 12 people, including seven women in east london today. their arrests follow authorities shooting and killing the three terrorists suspected of ramming a van into people along london bridge, and stabbing others at the borough market a short distance away. the death toll stands at seven. 36 victims remain hospitalized. 21 of them are in critical condition. this is a live look right now from near london bridge. it is monday morning there. abc news reporter ariel reshev has our story from london. >> reporter: a saturday evening shattered by brutal acts of terror. >> we heard a crash almost. >> a big loud noise. >> a lot of loud noises. >> reporter: a white van veering into a crowd on the london bridge, mowing over helpless pedestrian. >> and some guy come around the corner, run, run, run, they got blades, they've got knives. they're going stab you. they're terrorists.
