mcconnell. he definitely wanted to put the bill on the floor this week, and he definitely wanted it to pass, there is no question about that. i think it is important to know that he has a long time to put it back together, but this is a clear sign that pressure works, and this is a clear loss for mitch mcconnell in tand the republican party. >> john, mr. mcconnell has seen every side of this crusade, from the clinton crusade that failed, the obama crusade, he saw what paul ryan went through. he knew this week was his best shot. he knows it only gets worse from here. >> i don't know about that. he knew this vote would fail. i disagree with some of your theory in that i don't think it is a must pass legislation for him, but i think it's a piece of legislation that he would like to pass. and i think it became clear he was not going to have the votes, and there would have been a jailbreak. he wouldn't have gotten 50 people. probably somewhere in the 20 to 30 range. i think he believes there is some

mitch mcconnell can afford to lose two. so far, publicly mitch mcconnell has lost nine votes. nine republicans were ready to vote against mitch mcconnell's bill if he brought it to a vote this week. the latest whip count after the seemingly pointless meeting with republican senators and president trump at the white house shows that there are now eight republicans ready to vote no. ron johnson was moved from the no column to the undecided column today because he said he was simply unable to vote on the bill this week. and so by delaying the vote, it now becomes theoretically possible to get ron johnson's vote. but mitch mcconnell's biggest problem isn't actually the number of senators who are against the bill publicly. it's the number of senators who have said publicly that they are for the bill. there are only five of them. mitch mcconnell, mike enzi, lamar alexander, and jim enhop. that is it. no one else is willing to say they support mitch mcconnell's bill. that leaves 39 republican senators undecided. i have never seen less support for a majority leader's top-priority bill

>> this is a process that senator mcconnell worked through. obviously he'll call the vote just like the speaker in the house. we'll keep making sure we get there. end of the day, the results matter. not necessarily the process. we want to fulfill the promise republicans are making, that the president has been making we're going to lower premiums and improve access for americans and get it done the right way. as this process moves forward, when the votes are there, the senate will call the vote. >> reporter: how deep into the policy and the problems that some of his fellow republicans have is the vice president getting? how much is he trying to problem-solve on the policy to get those votes where they need to be? >> i think working with senators on both sides, in terms of the caucus and where they are and what their specific issues may be. as a former governor, he knows this is very much a state issue and how the states are impacted by the health care legislation. so what he's looking to do is make sure we give states flexibility to allow them

gloria, i want to get your reaction to mitch mcconnell delaying the vote. >> well, mitch mcconnell's been around way too long and he's very smart leader, and he doesn't want to commit the cardinal sin of taking an important bill to the floor when he knows he's going to lose the vote. and you know, he probably wouldn't have been even able to get the procedural motion to proceed on this, and he thought that if the pushed this bill very quickly that he might have been able to get it in before the july fourth recess, before members go home to their districts and start hearing more complaints about it. i think that was his initial strategy, but he's not going to walk into the senate chamber and have a vote on this and have it fail, and i think he's heard from his members, lots of them were upset that they had no input. some of them probably upset that republicans are running an ad against senator heller who is threatening that he's going to -- that he's going to vote against this measure, that he might vote against this measure. and so, i think the story here was best put by john boehner,

is this something that mitch mcconnell can get done? he has been called the master legislator in the senate. >> yeah, i'm not sure it's clear he can do it. he has been a master of obstruction, he's been very effective at that, but now we're seeing a test, can he actually put a coalition together to pass legislation, not to block it. and i think it's not simply an issue of being complicated. there are fundamental divisions among republicans and certainly with democrats about the effects of this legislation, and in seven days, those don't go away. so, he's going to try to find ways to buy votes or to pressure people into voting, but it will be very difficult because of that cbo report and what this bill will do. >> and is it just because it's health care, specifically, and how complex the health care system in america is that make it so difficult, whether it would be mitch mcconnell or anybody else who's trying to get a consensus? >> well, sure. it's always complicated. but changes happen. so we do have medicare and medicaid. we do have t

will mcconnell need to change his strategy here? >> well first peter, thank you for having me on the program. i believe we need to work this legislation from the center out. i said the same thing during the house tlibratideliberation. the mistake democrats made with obamacare in 2010 they muscled this through on a partisan basis and we've been fighting about health care ever since. i feel republicans are making the same mistake. we should work this from the center out and also, peter, get involved, many of our governors, governors like john kasich, governor sandoval, charlie baker in massachusetts. these governors are popular and they have some very constructive suggestions. i think we need to bring them in. of course we need to do this on a bipartisan basis if we want a durable sustainable reform. we won't have one otherwise. >> appears mitch mcconnell will send as early as this friday a new bill to be scored or reviewed while lawmakers await in a partisan fashion so it remains to be seen. i want to ask you a moment that played out

that's why you saw mitch mcconnell object. we know we expect that cbo score to come probably on monday. the timing is a little fluid. it could come earlier or later than that. not much later because mcconnell does plan to put it on the floor late next week. what we don't know is whether he's going to proceed with that if in fact it becomes clear there are not 50 votes to pass this bill. there's a suggestion he may do it any way and put people on the spot and say you voted or you didn't to repeal and replace obamacare. of course, this major promise, but one thing i want to underscore that's very different about this than when we saw democrats pass the affordable care act, even from the process in the house. they did have a handful of hearings and speaker paul ryan spent a great deal of capital trying to sell the bill. there was press conference after press conference, speech after speech on the floor defending what is going on. you're not seeing any of that from republicans today. we're not showing you a press conference of rep

you heard mitch mcconnell talk about high deductibles. this plan seems clear the deductibles would go up and people have to pay more out of pocket before getting to their benefits. robert: often this bill is talked about a tax cut for the wealthy, a bill to overhaul obamacare but what you're really saying is it's also an overhaul of medicaid, a program that's been around decades. sarah: i don't think it's an underestimation to say it would be the biggest change to medicaid since it were created in 1965, changing the relationship the government has had with medicaid saying no matter what the bills are, we'll kick in a portion and states will kick in the rest. it would be a pretty unprecedented rollback of welfare programs. usually one of the things we see in the united states and abroad is it is very hard to roll back benefits once they're out and it's a key challenge that republicans have dealt with in this debate, is that there are 20 million or so people relying on obamacare and it's very hard to take something away once it's been given
