ted cruz, mike lee, ron johnson and rand paul along with three more republican senators who are concerned and are seeking changes. what do you think, jason miller? >> well, don, there's a big difference between saying that they're absolutely opposed to this bill and this reform in any way, shape, or form and there's no chance they can ever get there or it's not there yet an they're using it as a leverage point and want to see a couple of additional tweaks or changes or even concessions as they work along. so i think the senate bill did a couple really smart things where it made it a lot more palatable, i believe to moderates. did a couple things i believe also will get conservatives onboard, but fundamentally as we saw yesterday with the news of anthem blue cross, blue shield pulling out of indiana and ohio and wisconsin, obamacare is absolutely imploding. i think they're taking the right steps. ted cruz, in particular, i think has a couple really good ideas for some reform and hopefully adopt a few of them and get them onboard. >> let me ask you, jason. the president said it was mean and

other senators, ted cruz and mike lee, they say they still have reservations, as well. >> lee is among four senators set to meet with vice president mike pence tonight to talk about health care. our coverage begins with phil mattingly on capitol hill. >> reporter: it's a top-line number that seems tailor-made to spook republicans on the hill. 22 million uninsured americans over a ten-year period, according to the congressional budget office. the score everybody was waiting for. the repercussions were immediate. senator susan collins, moderate member from maine, saying after the score was released that she would not vote to move forward on the senate bill. a procedural vote. that's a must-have if they actually want to get this done this week which still is majority leader mitch mcconnell's prerogative. that's what he wants to do. she joins rand paul, dean heller, and other senators saying they're not willing to move this forward without major changes. three's a magic number. you only have 52 republican senators. if three are not willing to move this forward, you have a serious problem.

senator rand paul of kentucky, senator cruz of texas, ron johnson of wisconsin and mike lee issued the joint statement. and the reason between them vary. but they want to repeal more than ork. they want to repeal regulations around pre-existing conditions or what's called the essential health benefits which are required to be covered in an insurance plan. they say it is driving up premiums. it's unclear if mcconnell shifts the bill to please them, he risks losing moderates. >> and you mentioned susan collins of maine. what are they saying? what are their concerns? >> they have concerns -- they have more toned down which tends to be the case. moderates are a little more less outspoken than the conservatives. but there have been several moderate concerns. susan collins of maine has said she is worried about medicaid cuts especially after 2025. she is concerned about that. she thinks it might hurt rural hospitals as well as beneficiaries in medicaid. dean heller, the senator from nevada, he is up for re-election and one of the most vulnerable senators and he is worried about medicaid. we

mike lee of you they and ron johnson of wisconsin. republicans can afford to lose two votes and pass this bill. this comes hours after gop senators released a draft version. it keeps the fundamental principles of obamacare intact. but dismantled some of the healthcare law. gone are the so-called employer mandates and the tax penalty on americans that don't carry insurance. this senate draft lifts obamacare's taxes on wealthy americans and medical company. it also creates a new system of tack credits for low income americans. similar to the health bill that the house passed last month. the one that president trump called mean. in fact, the senate bill is a lot like the house bill that senator rand paul called obamacare light. under obamacare, the government issues tax credits based on income. the senate would have the government give tax credits based on income and age. while the house bill has tax credits based on age alone. the senate legislation would keep obamacare's protections for people with pre-existing conditions, unlike the h

one of them, senator mike lee from utah, put out a video directed at his constituents. he was standing in his office. you could see people working the phones behind him. and he said, look, i know you're calling and asking me what's in this. i'm supposed to be writing that bill but i can't even answer your questions. so republicans have potentially a revolt brewing there. essentially what's going on is mitch mcconnell is trying to figure out how to get 50 votes for this plan without litigating the entire thing in the public eye. he's trying to make sure he knows where all of his senators are and they're happy relatively with where things land. but there's some big questions. is he going to lean in more towards the mike lees, ted cruzs of the world and push this bill a little farther to the right or is he worried about moderate republicans like rob portman of hawaii, shelly of west virginia, those who want to see a bill more generous than the house bill. president trump seems to have been sending a signal to those moderates. he said privately that he wants to see the sena

they are mike lee, rand paul, ron johnson, and ted cruz. they can only -- republicans can only afford to lose two republicans. they need 50 plus mike pence to pass the bill. is the bill going to be in serious jeopardy? >> i think this is an ongoing process. here's the thing, this is not true obama carrey peel. this is not what president trump and others promised on the trail. keeps the subsidies and expansion. if you're a ted cruz and rand paul, you have to think about it this way, what am i going to tell constituents that they got out of this? it's not repeal. they can't sell that. if you're on the individual market who's really getting hammered, you're not a medicaid, you're not getting the subsidies, what relief do those people get? that's where the focus is going. i would love to see an amendment on hsa, health savings account to equal liez between people who clear through their workplace and individual market, that is something they can sell that provides relief, that would get a couple votes there, i think if they could pass it. >> is
