i-team investigator scott taylor takes a closer look. scott joins us live outside the white house. scott, what is the secret service doing to prevent this from scott: well, over the past couple of years they have been doing a lot. let me show you what is happening in front of the white house. we have your usual group of tourists here, enjoying the day. what we are talking about is the fence behind them with the spikes. the secret service is moving forward on the plan to build a higher fence that surrounds the white house. if we look at the numbers like we did, the white house knows there hasn't been increase in fence jumpers. as the u.s. secret service still works on plans to raise the fence by several more feet around the white house, people continue to try and scale it since president trump took office. 38-year-old marcy wall arrested three times near the white house, including earlier this year after she got her shoe laces stuck on top of the fence. 26-year-old jonathan tran actually got over the fence and on to the white house grounds. with the numbers the i-team has obtained,

scott, a success for the regulator, i see that. is there a warning for the investor though that thought they could go into -- that thought they could go in and , take a nice 11% coupon come across their fingers, and hope it never gets triggered? >> it is a wake-up call for investors. for subordinated bank bond investors, they have to be aware of the risks they bear for the higher coupon. at the same time, the speed in which the regulator steps in and took care of the situation, obviously there was a takeover as part of the deal. that is extraordinary as well. jonathan: it happened quick. and there was a big question mark as to whether or not this was a test of the cocos. the idea is you suspend coupon payments before the bank fails to keep the bank functioning. in your mind, what was it this week? what was the take away from the first real workout for the securities? because scott is right when you think about what risk you are taking, and a lower rate environment, you're getting paid a higher interest rate. these are contingent co

scott, as far as what might happen or what avenue the public administration might take. can you talk about where the trump administration is on if it is going to stay or go and who is within the white house, you know, at least advocating he ideas for staying or going? >> good morning. we are pretty much where we were, if you think back to where we were during the campaign where president trump basically was vowing to pull the u.s. out of the paris agreement. in a sense we may be no different place than there, right, since we, the president never really gave any signals at he was deeply . considering his pledge the past two to three months a lot more chatter and meetings in the white house in terms of atemmingts by those who want to keep the u.s. in the agreement to get to president trump and try to convince him of the -- really a myriad of ways we could stay in the deal while perhaps weakening the u.s. pledge, weakening the u.s. commitment. it is something that would make staying in the deal still pail atable but i don't think those voices are probably going to win out i
