speaker ryan: mud is a good question. as you know, as soon as we get these requests we finance these requests. $6.7 billion will be released in the fema account. the president waived with respect to are puerto rico more generous than texas and florida. a huge capital injection will occur. the resources are there and they will be tapped. what is happening now is you have to do damage assessments. you can't do it until the rescue mission, helping people who are trapped in their homes, people who are in need of critical care, diesel, water. that humanitarian mission is happening now. you have a surge of manpower to who areef to people under duress. then you have time to do damage assessment. and the administration is going to collect that data. clearly because harvey was earlier and irma was earlier than maria, we are getting better damage assessment from them. we still have to get damage assessment from puerto rico. and we believe, i assume it's in october that we will get a request from the administration and quickly act o

speaker ryan: i do. i know there's a lot of interpretations of all this stuff about the meeting yesterday. isn't it a good thing that congressional leaders talk? that's probably a pretty good thing, number one. number two, the president made it really clear, and what he was aiming for in that meeting yesterday was a bipartisan moment, while the country is facing two horrible hurricanes. so, what he made clear to us is he didn't want to have -- look, personally, i think the debt limit in the current market, the longer, the better, for the stability of the credit market. but he was interested in making sure that this is a bipartisan moment while we respond to these hurricanes. he made that clear. i think that's what his motivation was. >> you describe the plan to provide -- speaker ryan: i described a short-term debt limit. i'm worried about the credit markets. in doing this on a short-term basis, short-term basis, we can't keep doing it that way. but i think what the president basically expressed is at th

cnn's ryan nobles is live on capitol hill. oh, ryan, where do we go now? how is the speaker framing what is going down in the oval office? >> he's already appeared before cameras and down playing the fact he was outmaneuvered by nancy pelosi. they didn't want to play politics with harvey funding. it was not that difficult to agree to the deal. we heard from nancy pelosi and got her side of the story. she described it as democrats being in a better bargaining position. she could deliver her voting block, if they agreed to a three-month extension of the debt ceiling. then it was the republicans who said they wanted to add a continuing resolution to avoid a government shut down and harvey funding. they wanted 18-month extension and the democrats weren't able to go there. she said voting is the currency of this realm, echoing ""game of thrones" i think. se shid president trump seemed to recognize that and he sided with them. she down played the idea that somehow president trump made an about face and moved away from ryan and mcconnell saying it was a long and

the group was reportedly "frank" about their mounting concerns and warned ryan that they and others in the house congress conference could desert him in the coming months if they fail to enact conservative policies. yet, one republican lawmaker close to ryan dismissed that meeting, stating, "those guys are always unhappy. god bless paul for sitting there and listening to them." meanwhile, the paper also reports that chairman meadows and former white house chief strategist steve bannon have begun discussions on possible replacement for ryan as speaker. according to several people close to both men. however, those discussions remain informal for now. president trump extended a lifeline to one of the most vulnerable democrats in next year's midterms, inviting u.s. senator heidi hidecamp to join him on stage and officials in north dakota yesterday and praising her by a state he won by 36 points, seebing hidecamp's backing for tax cuts. take a listen.
