christien kafton is in san francisco. this happened at a safeway store. what do you know? >> reporter: good morning. this happened at a safeway store on seventh avenue in the richmond district. you can see employees are starting to arrive for work this morning. a few hours ago this was the scene of a vicious and bloody fight. according to police this started around 12:30 am. the suspect was inside the store and witnesses say he was shoplifting or attempting to shoplift. an employee tried to stop the man. that's when the suspect set his dog on the employee. the dog bit the worker several times. the suspect also pulled a weapon and began stabbing the worker. at some point other employees rushed in and the suspect tried to stab them as well and then took off. the victim was taken to an area hospital with serious, life- threatening injuries. police caught up with the suspect and have arrested him.

first we will go to christien kafton with an update on the bear fire. christien. >> reporter: yeah. first off we're expecting a full media briefing to take place in half an hour. we're hoping at that time that fire crews will be able to get a little more information. let's take a look right now. you can see this has turned into a very, very smoky fire. different than what we saw earlier. the smoke was lower a little earlier. now it is starting to climb. it is starting to spread really throughout the area. we do have another camera, another live camera, i'm not sure if we can switch to that. if we can, we can give you a different view so you can see from a different view how the fire has progressed. it started as a house fire that then spread to wildland. it started at five acres and then spread to 30 acres. now we're hearing an estimate of about 125 acres. this is called the bear fire. again, it started monday night at around 10:30. fire crews putting out that reverse 911 call to have a mandatory evacuation in the area. we have video of what that fire looked like and you can see jus

ktvu's christien kafton is in santa rosa now. tells us more about cleaning up the toxic debris out there. >> reporter: good morning, dave. some of the folks devastated by the fire are starting show show up at the sonoma county department of health services where they can get the process underway to begin the process of removing some of the toxic materials left over after the wildfires. now, on saturday, the governor signed an executive order, allowing the environmental protection agency officials to begin the process of removing and surveying toxic waste at the homes which pose an immediate threat to the public following the wildfires. epa, county, state officials and contractors are currently surveying burned-out homes for items such as batteries, flammable material, asbestos, paint and other dangerous material. it is a critical first step to cleaning up and rebuilding the 6700 home that's burned in the north bay fires. the press democrat is reporting that the initial survey has begun. clean-up expected to begin monday that. wil

new, christien kafton. mark ibanez will be joining us in the next hour. >>> the man accused of looting after the wildfires in the santa cruz mountains is back in court this morning to face new charges. the 54-year-old was arrested for burglary and has been in the santa cruz jail. he will be formally charged with arson related crimes in connection to the bear fire. it burned 400 acres and destroyed four buildings, including two homes. he set the fire during an argument. all three lived on the property where the bear fire started. at least one reported coy to the sheriff's office. he says he is not responsible for the firefighter. four firefighters were fight fighting the flames. one remains hospitalized. >>> police are looking for the person responsible for shooting and killing a man in the bay over the weekend. he had just confronted speeding drivers in the neighborhood. contra costa county sheriffs investigators are hoping that surveillance video and tips will lead to an arrest in the shooting. the father

it has burned 300 acres and is 15% contained.>> christien kafton is that the command center. you are there and in the last 24 hours the fire crews had to deal with more than flames then -- and weather. >> they had to do with activity from people in the area including a drone that was spotted in the area. >> reporter: that stop some of the aerial assaults they were able to make for about an hour. aircrews were able to get back to work but they lost precious time. this is a situation where minute really do count. the fire grew slightly over the last 24 hours from 271 acres and is now estimated at 300 acres. containment has increased up to 15%. and all, four structures have burned. 150-200 homes are still in danger. evacuation orders are still in effect for deer creek areas and also some areas along bear creek road. the fire is still burning in steep, inaccessible terrain and that is the reason why that aerial support is critical and why that drone wasn't unwelcome and illegal element. >> it is a very tight airspace. if we were to strike that drone and cause damage to our equipm

christien kafton is standing by to give us more on the fire suppression effort underway. we're told this started as a house fire that got away from fire crews. >> reporter: that's what we hear. this initially started as a house fire or structure fire and it quickly spread to wild land. overhead while we talk you will hear helicopters crisscrossing the area. there are five helicopters right now actively working hard to increase containment on this fire. we have a spokesperson in cal fire. i know you will have an update at 1 pm. we wanted to see what we know now about containment and how this fire is behaving. >> the fire is growing and i do not have a new number for you. our best estimate was 152 acres. it is backing down off of a big ridge in front of us over here. we are looking at containment down on some of the roads and drainages below. >> as we were watching, it seemed the fire was making a run to the east. that's the direction this fire is growing. or is it growing in all direction? >> it's growing on both flanks right now. >> what does that mean trying to battle th

that's where we find christien kafton. he is live and has changed areas. >> reporter: we have moved up to the fire line. this is the fire line but keep in mind this is a backfire. this is a fire that was intentionally set by firefighters trying to control the growth of this fire, trying to make sure the fire does not move further westward. jeff allen is here from cal fire to tell us more about the strategy and how things are going this morning. if we can talk about what the strategy was this morning and with these backfires do. >> backfires act as a natural barrier. the bulldozers will come in to cut an anchor point for us. then they will backfire back into the fire which gives us a larger barrier to fight this. >> reporter: you said these bulldozers come through here and that creates an area free from fuel for the fire to burn. then they come through with those cans and start letting it so it burns up slow toward the fire. >> correct. the dozer line is getting down to mineral soil. we come in with the torches and fire it

christien kafton has more on why those rates could be as high as $8 an hour in some spots. >> reporter: this might be one of those $8 meters right here. to give you a sense where we are, we are in san francisco's marina district. this is chestnut street, a great spot to check out all of the activities for fleet week this weekend. this might be the kind of spot where you will see the $8 meters. the city's municipal transportation agency is working on a new plan. under that plan rates would be adjusted every three months and could vary according to demand. in low traffic areas, it could be as low as 50 corrects an hour or as high as $8 an hour as we said. the pilot program found that rates dropped more often than they went up. pilot programs in the marina district and in the fillmore and the downtown areas all seem to indicate that increasing rates actually improves parking turnover. final say on the plan will come october 17th. that is when the sfmta is expected to meet and suspect this idea. in san francisco, christien kafton, ktvu fox 2 news. >>> i don't know. 50 cents to $8 is a big

christien kafton rode along with officers on the lookout for looters. >> reporter: earlier today i spoke with the sheriff of sonoma county. he says on a regular day he has 30 deputies patrol the streets. today he has more than 300 officers under his supervision. >>> reporter: all around, destroyed homes, vacant homes, signs of destruction in the evacuation currently under way in santa rosa. sonoma county sheriff says officers from throughout the bay area are on scene answering the call for help. >> we have the most incredible response from local agencies. >> reporter: in fact, santa rosa police just posted a facebook message about daly city officers arresting a pair of looters overnight. the officers stopped the vehicle and became suspicious of the occupants' intentions due to the fact that the vallejo men claimed to be checking on family members' homes yet did not know the names and addresses of the family members. more than 100 miles outside of their normal operating jurisdiction, santa cruz county sheriff's deputies are looking for looters, too. >> one of those situations that he have

christien kafton is also covering the fire but on the solano county side. this is a 43,000 acre fire across two counties. this is the southwestern side but an evacuation advisory was issued last night for several east napa neighborhoods. the county put out a map of the general area that is under evacuation advisory. again, that does not mean people up to leave right now but they should have stuff packed up and ready to go in case they have to leave at a moments notice. there are quite a few homes and vineyards where we are. we spoke with some people who were here managing their friends property right next to this wilderness park where we showed you the smoke from earlier. they have a pickup truck with a 500 gallon tank and they also have a swimming pool with a pump ready to go. they have been running the sprinklers for the last four days but they are ready to defend the property if necessary. they say they have been in this holding pattern for the last four days. one man says he has gotten about two hours of sleep. they keep looking at the hillside next to

. >> christien kafton is live near green valley with the latest on the fire and the evacuation orders where you are christien. >> reporter: yeah. we've been monitoring the progress of the fire. so anybody who is from the area will be pretty familiar with the area that we are in. we have been watching fire crews from cal fire trying to save this home. we saw the fire make a sudden run here to the right. now, there is a home that is upslope there. there is another property over here. there is another home to the right. firefighters now working to try to save that home, trying to block the progress of this fire. earlier we were telling you about a home up on the hill over here. if we can turn and show this home here to the left. we had firefighters here trying to save a home up on the top of this hill. at this point, we still see the outline of the home. we know there are firefighters up there. we have not been able to get close to them at this point. it appears that they have at least for now stopped the forward progress of this fire. now they are trying to prevent it from going to a ne

christien kafton has more. >> reporter: yeah. this was a full-scale drill here in terminal 1 at is fo. the scenario, an active shooter and the aim to make it as realistic as possible. this was all part of san francisco international airport disaster preparedness training including employees playing victims to the shooter. simulated gunfire and smoke all there to add realism to make it as close as possible for first responders to practice their skills. the federal government mandates that the test be performed once every three years. airport staff hearsay they drill every year on a wide variety of scenarios to prepare for lots of possibilities. drilling and coordinating the various agencies is the only way to prepare should the unthinkable happen here. this year's scenario had been planned for months. and the significance of a mass shooting drill was not lost on participants. >> we're going to use this concourse for a terrorist event involving an active shooter. this is something that we have been planning for months. given the tr

christien kafton is at police headquarters with details. >> reporter: a chilling story. the victim tells police someone tried to pull him over. something seemed off. that's when the real police got involved and made a pair of real arrest in this case. the victim told police he was driving your bancroft and 136 avenue when he was pulled over by someone in an official looking car. a silver ford crown victoria. a similar make and model to many police vehicles. the victim said he heard a siren and stopped. that's when the driver of that car got out and approached his car. >> the victim noticed that the person getting out of the car was wearing a sweatshirt with a hood. the person put the hood up over his head. the victim at that point realized this was not a police officer. fearing for his safety the victim drove away. >> reporter: the suspect tells police, the victim, rather, tells police the suspect took off as well. that's when the victim turned the tables on the suspect, following them to get a license plate. alameda county deputies spotted the vehicle and pulled over fo

as christien kafton reports, some evacuees are allowed to come home. >> reporter: after three full days of fire in the santa cruz mountains, some good news. some of the evacuation orders are being lifted and some are allowed back home. fire crews started this morning with a 7 am briefing talking about the progress they have made. they have been working hard. >> we are in good shape today. we picked up where you left off. starting in division alpha, the fire is back down to dons road and is holding on those roads. the only fire growth yesterday was in the alpha bravo. it backed up that hillside and is held up on deer creek road and will probably stay there. that is good news for some evacuated residents. skyline boulevard is allowed back home. areas south of bear creek road also seeing the evacuation order lifted. the areas still under an evacuation order -- bear creek canyon road, deer creek road, rons road, dons road and surrounding areas. cal fire said residence, although they are allowed home, should still be on high alert. >> there is still a lot of active fire in there. we want to

christien kafton is joining us live with more on the story. christien. >> reporter: yeah. no telling where this could have gone if that victim had fallen for this incident. we will get to tips about what to do if you suspect that you're being pulled over by a fake officer. first details about this case. first that the victim in this case suspected that these were fake officers. and what happened next is that real officers got involved and made real arrests. this all happened after midnight early this morning. the victim says he was driving near 106th avenue when he was pulled over by someone in an official looking car, a similar make and model to many department authentic vehicles. the victim heard a siren and stopped. that is when the driver got out of the crown vic and approached the car. the teen driver was pulling a hood over his head. that set off alarm bells. the intended victim took off and the suspects took off as well and that is when the victim turned the tables on the suspects. >> so the victim, wanting to try to get the best identification on the suspect vehicl

. >> christien kafton explains how authorities track down the alleged in prosser. alleged in prosser. >>> a victim tells san leandro police, someone tried to pull him over but something seemed off. that's when he called the real police and those officers later made a pair of arrests. the victim tells police he was driving your bancroft when he was pulled over by someone in an official -looking silver ford crown victoria. a similar make and model to many authentic police vehicles. the victim said he saw a siren, saw flashing light and stop. driver got out of the crown victoria and approached his car. >> the victim noticed the person getting out of the car was wearing a sweatshirt with a hood. the person put the hood over his head. the victim at that point realized this was not an officer . fearing for his safety the victim drove away. >> the victim said the suspects took off. >> reporter: that's when the victim turned the tables on the suspects. he followed them to get a license plate and provided a vehicle description. deputies later spotted the vehicle and pulled

. >> pg&e seven -- christien kafton is live near the command center. there getting ready for an update and another day on the fire lines. >> reporter: another busy day and we've seen a big influx of vehicles and an uptick in a city -- and uptick in activity. you can see trucks moving in and out of position getting ready for another day where they are hitting the lines.ktvu was escorted by firefighters behind the fire lines and we got a look at the progress fire crews are making and the obstacles they are facing. fire crews over the last 24 hours -- the fire has increased to 300 acres. four structures have burned. 150-200 homes are still in danger. evacuation orders are still in effect. the fire is still burning in steep, inaccessible terrain. part of the reason the aerial support is so critical is because of this terrain. yesterday water drops had to be suspended after someone flew a drone into the area. fire crews did not want to damage their aircraft or hit the drone and cause a spark and maybe a new fire. air operations stopped for about an hour. >>

christien kafton is in concord. tell us with the authorities and school officials are saying. >> reporter: good morning. first we will show you the proximity of these schools. this is de la salle. two student, one from de la salle and the other from ygnacio valley high school have been arrested and accused of raping a student who attends carondelet. the all school high school across the street from de la salle. the female student from carondelet told authorities this week she had been assaulted late last month by two students. she said that happened in walnut creek. the contra costa county sheriffs department issued a statement redding detectives immediately launched an investigation and confirmed the allegations. two male juvenile suspects were arrested wednesday evening and booked into juvenile hall in martinez. while de la salle confirms one of the students is from that's cool, the bay area news group is reporting the second student attends ygnacio valley high school and both are football players. carondelet and

. >> christien kafton is live in san francisco with the details. >> reporter: we are at this safeway on seventh avenue in san francisco's richmond district. the doors are open and we are seeing customers go inside. employees have been coming and going this morning following a violent and bloody night inside. according to police, this started around 12:30 am. the suspect was reportedly inside the store and witnesses say he was shoplifting or attempting to shoplift. an employee tried to stop him and that's when the suspect set his dog in the employee. the dog bit the worker several times on his legs and backside. the suspect also pulled a weapon and began stopping -- stabbing the safeway worker. other employees rushed in and the suspect tried to stab them as well and then took all. the victim was taken to a hospital with what are serious, life-threatening injuries. police did catch the suspect and arrested him. that man will be booked into jail this morning. his name and photo should be available later this morning. as we come back to our live picture, we are planning on going inside t

. >> christien kafton joins us from the sonoma county fairgrounds. i know they have set up complete cities out there. what's going on where you are? >> reporter: despite the hour this is a high will back to betty. it's generally a 24 hour shift. many firefighters are coming in and some are preparing to come off the lines. i was told that firefighters who are fighting active fire will remain in position until their relief comes to them. for those doing mop up operations or who have been cleared from the scene, they are coming back here to send the replacements out. we have scott mclean from cal fire here with an update on how things progressed overnight and perhaps what we could look at today. you said weather conditions were favorable overnight and there was relatively little fire growth. >> writes. however we cannot be complacent. we are still working on containment lines. making them water and adding more. and we're getting inside the fires to get those hot spots contained. a breeze can take embers across fire lines. there are so many fires from th

christien kafton joins us live near the eastern span with an update. >> reporter: good morning. we are waiting to talk to caltrans to hear how things went. there still a lot of that to the. if you look at the spot where the implosion took place this morning you can see barges moving into position to remove rubble and debris from the piers that were demolished. that was pier 14 , 15 and 16. the implosion happened around 7:50. first the big impact we've been talking about for most picky is the traffic. as we turn to the right you can see traffic now resuming both directions of the bay bridge. during the implosion's they stopped traffic. they do not want distracted drivers and they don't want anyone stopping on the bridge to look. you can see traffic has now resumed now that the implosion is over. we are waiting to hear from caltrans about how the implosion went off and if everything went according to plan. we do video to show you so you see how it went. this happened around 7:50. three large piers were imploded. they usually have a curtain of bubbles, machines that generate bubble

christien kafton is live at 49ers stadium. >> the announcement is coming and the team is teaming up with law enforcement trying to create common sense legislation with bump stocks. bump stocks gained notoriety after they were used in the las vegas shooting. the device allows a semi were automatic rifle to shoot like a machine gun. the team as well as other police and law enforcement unions are coming together calling for new laws around bump stocks, armor piercing rounds and silencers. >> armor piercing ammunition and silencers, there is no way that those devices including bump stocks should be in the hands of citizens. >> reporter: the 49ers are pledging $500,000 worth of campaign and are working to recruit other teams to sign the pledge. they will be working on public service announcement and ways to improve community relations including trying to get community groups involved in this. we are expecting more details coming up at 11:45. we will have a crew inside with coverage on this issue. back to you. >>> off-duty california police officers injured while helping during the mass shooti

ktvu's christien kafton is joining us live this morning from the city. christien, hearing that some rates depending where you are could go as high as $8 an hour. >> reporter: yeah. as if you thought parking wasn't high enough, it could go as high as 8 bucks an hour. this is one of the meters right here. this could be just the kind of meter that could be taking the $8 in quarters from you. we're here on chestnut street in san francisco's marina district. a popular area, especially with fleet week this weekend. the city he's municipal transportation agency is working on implementing a new machine. under that plan, rates would be adjusted every three months and could carry according to demand. in some areas meters could be as low as 50 cents or as high as $8 an hour. they found that rates dropped more often than they went up. they found that increasing rates actually improved turnover. the actual final say on all of this could come as early as october 17th. that is when sfmta board will be meeting and presumably will vote on the $8 an hour meters. mike, bac
