neil is next. >> neil: market down. probably used pencil. i'm neil cavuto, this is "your world." another record-setting world. five days in a row. we've seen the major averages do this. the dow and the s&p. the do you over 23,000. it marches on confidence that tax cuts are coming what has that going is a budget that passed last night out of the united states senate. it was close. but what we have seem to telegraph from that or at least what traders are telegraphing from that, it's full steam ahead to get the tax cuts done. there's some wrinkles. it's not a slam dunk. we're getting indications from the speaker of the house that there might have to be an additional bracket for the very rich. we don't know at what level that income level would kick in, in order to show that this is something that would benefit the well-to-do. the details are what bracket that would be. there's slight differences between the speaker of the house and the president of the united states on this subject. take a look. >> the president is the one that has been very insistent that we reintroduce what we cal

neil: sat. there may be a opening president might find with congressman, senators all to agree on tax cuts period. the drama and personalities notwithstanding, the votes look like they could be there. it is no guarranty. but looks like they could be there but you're worried about some simple math issues, right? they have allocated 1 1/2 trillion dollars the next 10 years on tax cuts but tax cuts on the table right now are closer to $5 trillion, that is a big difference, isn't it? >> there are two simple math issues we're dealing with. the first one the budget about to get passed out of the house this year, will let this 1 1/2 trillion dollar tax cut let the tax cut move forward. this budget, keep in mind this is not a what you keep in mind of republican budget, the budget never balances, increases, spending increases debt. that is what the republican budget will be, no spending cuts, no entitlement reform, no balancing the budget, no getting the debt under control. that is massive shift from the

neil. neil: thanks, blake burman. douglas holtz-eakin on idea of hiking taxes on the very rich or at least keeping 39.6 on those making a million or over. it's a moving target. since no one is owning that where does it go, doug last, do you think? >> honestly neil, there are three things about this that are interesting. first the president emphasized the middle class. the most important thing for the middle class is not something going to be on the peace of the paper. whether reforms in business community will cause them to invest here, keep ip here, better wages, about economic growth. whether this tax reform will be successful based on how it does there. second thing jumps out, pattern over negotiating over particular items, state and local tax deduction, 401(k), fourth bracket that is not tax reform. you don't get the choice. i like the tax reform but not fourth bracket. you get tax reform or not. you get economy and better economy. as soon as they get a complete bill out there, sooner that is framed the better tha

>> great question, neil. the middle ground from my feeling here is that we can deploy an israeli hybrid. had bags been checked at the mandalay bay prior to the mass shooting, the gunman with his 30-plus weapons, 20 plus weapons never would have gotten to the 32nd floor. can you open your bag? thank you. allow the bell hops to take it up after it's been cleared. i recommend a hybrid. putting down a team of bag checkers in place when the large scale events happen, which are more likely to see attacks. so almost an israeli hybrid soft target security apparatus. when you have 22,000 people in a parking lot attached or being hosted by one of the hotels, put the security back checks down but train those security checkers in some slight behavioral profiling as well. what you miss with the bags you make up for with asking questions. it's only about a week or two weeks worth of training. it can be combined with the sam time of ambassador tone and feel that you have with hotel and restaurant management now. it's doable
