ktvu's janine de la vega was -- jana katsuyama was there and brings us the details. >> open the books. >> reporter: frustration and anger erupted as hundreds of people came to the oakland school board meeting concerned about cuts to student services, special education, supplies, libraries and staffing. the superintendent said her revised recommendation is nearly $9 million in cuts, 5.2 million cut from the central office including 23 layoffs and 3.8 million in cuts to school sites. >> we are at this point of having to do a midyear adjustment as opposed to waiting until next year because we do not have a reserve at the district. >> reporter: superintendent kyla johnson-trammell said as a former oakland teacher and principal, she understands the pain but the district has overspent in the past and now it risks not being able to pay bills or maintain its state mandated 2% reserve. that puts the district at risk of being taken over by the state. >> we are still 1.1 million short of our minimum 2% reserve. >> since this is a mistake you guys made, this should be coming out of your salaries

in oakland, rob malcolm, ktvu fox 2 news. >>> time now 5:06. well, the second week of the strike by oakland city workers is beginning. today both sides will go back to the bargaining table trying to reach a deal. union members and the city both agreed to bring in a mediator. mayor libby schaaf says the first meeting with the mediator set for today but this is the first step in the process. over the weekend 3000 city workers continued to walk picket lines. they have been on strike since last tuesday and the walkout is affecting everything from head start programs and libraries to plaquing enforcement and building inspectors. >> i have now been priced out of oakland. i am, unfortunately, no longer able to live in a city that i love. >> we have given back so much during the recession and we gave back so many concessions and we just want to be made whole at least, just help us catch up. >> it is true, our workers made tremendous sacrifices to get us through the recession but the wage increases they have had since then have made up for those sacrifi

ktvu's henry lee reports from the newsroom. there was a previous incident at the courthouse early this morning? >>> reporter: it made for a very unnerving morning at the courthouse near lake merritt. i was inside the building for the ghost ship preliminary hearing and heard all the commotion when the bomb squad was called in for the second time today. streets were blocked off by oakland police after a man left a backpack outside the building at 10 :30 a.m. the 26-year-old man then went inside the courthouse and was confronted by deputies who asked why he left the backpack there. authorities say he got into a struggle with the deputies and attacked them. he was detained and will be placed on a psychiatric hold. now, as for his backpack, the sheriff's office did not want to take any chances. we were overhead in skyfox as the sheriff's bomb squad suited up to inspect the backpack with an x-ray. it turned out not to be an explosive device and the all clear was given at about 12:30. the man doesn't appear to be connected to two fire
