let's bring in our political correspondent kate brady for more on the story hi kate what exactly has been agreed and why has this been so controversial. well this is been a controversial point for quite some time now obviously have the c.s.u. and c.d.u. the conservative parties here have taken a lot more of a conservative stance towards germany's refugee policy and also the social democrats who were against any blanket policies on germany's refugee policy so this was always going to be difficult especially with the c.s.u. that's the bavarian system party to angela merkel's c.d.u. and they are very much against letting more refugees in to germany and so this was always going to be quite difficult so under the what where and saying is the agreement that's come out of the negotiations so far is that family. family reunions for refugees who wish to bring their family to germany will remain suspended until the thirty first of july and they say after from the thirty first of july on once there will be a monthly cap of one thousand people but on top of this and this is what is being kind of

well covering the talks for us is our political correspondent kate brady who joins us now in the studio and kate chancellor merkel has surely got a lot of work ahead of her once again as these preliminary talks get underway why is it so hard for the parties to find common ground because really basic problem here in that two of the three parties taking place in these exploratory talks over the next few days a very different objectives so you have the social democrats who initially after the election in september ruled out joining call for a grand coalition again and so this is of course a massive u. turn for them and so they'll be driving a hard bargain going into these talks as they try to convince their own delegates and party members that a grand coalition is the right option for them and so some of the demands on the table from them are higher taxes for the wealthy they want a more liberal refugee policy and they also want more integration in europe but at the same time you have to see if you were his the bavarian sister vassie of merkel's c.d.u. and since the success of the far righ

let's bring in our political correspondent kate brady with the latest on this story hi kate what is the policy on family refugee reunions what has it been until now and why has this been such a contentious issue. well at the moment to me there's actually a suspension for family reunions for refugees who only have subsidiary protection as asylum seekers in germany and this is being a really contentious issue of course you have two very different parties here when it comes to refugee policy and we have the s.p.d. who are very much against so that's the social democrats they were very much against any kind of blanket. kind of policies on this issue and then you also have the conservatives and when you look as well at the c s u who's the bavarian sister party to merkel's conservatives they take a much more conservative stance when it comes to refugee policy and so and they are very much against allowing more refugees into germany so this was always going to be quite an obstacle in these coalition talks so with this agreement that was reached today which side won out it's quite difficult to

covering the talks for us as our political correspondent kate brady who joins us now. kate chancellor merkel has a lot of work ahead of her and these political negotiation talks why do these products are they struggling so much to find common ground between basic issue and that's the two of the three main parties taking part in these talks have very opposing objectives in these talks and is that's especially between the social democrats and the c.s. use that the very insistent party to merkel's c.d.u. conservatives and s.p.d. of course remember they actually said that they wouldn't form another grand coalition with merkel's conservatives and so they really have to work over these during these exploratory talks also convince their own delegates and party members that a grand coalition would be the right move for the s.p. day so they're putting demands on the table such as higher taxes for the wealthy they want more integration into europe and they also want more liberal refugee policy and these are all demands which a quite the opposite what the c.s.u. are demand and on

ok let's break down these numbers now with our political correspondent kate brady here in the suv studio good morning carrie looking at these numbers what do they mean for the upcoming coalition talks this week and it's quite clear that both the social democrats and the conservatives know that going into these exploratory talks on sunday to discuss something which fifty two percent of germans quite clearly aren't all that keen on and so they know that if this is going to work or if these exploratory talks are going to move on to coalition negotiations for a grand coalition and the deal has to be very very good forty five percent of germans are in favor of this grand coalition which seems like quite a large number first qualms but when you compare that say four years ago when the last of the current coalition was being formed sixty six percent of germans were in favor of that's a huge difference over fareed or four years that is a massive falloff and there's a lot of drama and tension and in the background to these talks you know when you when you think that the last one's failed the form

let's bring in our political correspondent kate brady has been following this for us hi kate what exactly has been agreed. so what we know so far sumi is that from the proposed policy here is that from the first of august one thousand refugees in germany will be eligible to be very united with their families here in germany and on top of that cap and this is something that's being sold as quite a win for the social democrats is that there would be exceptions for refugees in extreme cases of hardship so expected to be included in those cases is refugees who only have limited or subsidiary protection in germany so that refugees who haven't got automatic right to asylum but could prove for example that if they were to return to their home country that they would be persecuted or would face immediate danger so this would be quite a success for the s.p.d. at the moment that is a suspension in place and that would then remain in place until the thirty first of july on family reunions for refugees with limited protection but the exact details still need to be hashed out in these coalition talks
