but you know what happens in the cal works program, in the cal fresh program, what happens in the medi-cal program have influence on the amount of money that hsa has to work with, which effects the budgets in each of the operating departments. at this point, we've seen the governor's budget and we're really at the point in the process where we are trying internally to fit together a budget proposal. and so, this is the first of two meetings we're going to have. this one is one that we hope to set the context and talk about some of the things that are affecting the budget and then when we come back in several weeks, we will be sharing with you what our actual proposal to you is for the daas budget. and then we'll make that proposal sometime after that. probably a week after that. and then we will go into a long period of discussion, with the mayor's office, about what the shape of the hsa budget and its operating departments' budget are for the next year. and then the mayor will propose a budget herself on june 1st. so then we'll go into the board phase. so, if we can -- just to describe th

we're very excited about the opportunity to work with cal tran. i think we're the first in the state that is taking advantage of the law that allows to us lease at very little relatively no cost sites to be able to serve people experiencing homelessness and then including in the navigation centers for expansion and extension of the sites. and would want to point out that in adding new sites, the city or the partners could identify the sites, we must notify the board of supervisors in advance and confirm availableability of the sites and would need to come back to the board in any event for the funding to engage in additional sites. we have also through this board consult appropriately with the board member whose district it is in. we'll be opening the site. we do robust community outreach and all required noticing. and then adopt site specific health sanitation and safety plans and just a really good example is the one that we have at 15 south van ness, where with ework the community and public works to ensure that the area is kept safe an clean.

it was a two-foot-wide water main owned by cal water that broke under the sidewalk at about 6:30 a.m. blowing an eight inch hole in the pavement and spewed water at 3,000 gallons a minute. it flooded four homes on aragon boulevard and st. matthew's catholic church and st. matthew's catholic school. damage estimate, unknown. >> so the school was flooded. it was evacuated. there were some students arrived for early drop-off. the staff was able to quickly evacuate them and get them to the right locations with family members and parents. the school is shut down. >> reporter: she says the damage is extensive. a lot of it is in the school gym. the water is not shut off to this neighborhood but people might experience some low water pressure for the next several hours. pg&e is here. they shut off power and gas to the school. there is a cal water biologist on scene as well to make sure local creeks are protected since all of this is washing into the storm drains. but it's freshwater. so it couldn't be -- it's not going to be much of a concern. as far as what exactly happened, why this water m
