. >> supervisor cohen: i'm going to ask a couple of questions. >> that's fine. >> supervisor cohen: from a d.p.h. perspective, how do you measure success in the wrap around services? >> we are pretty much overseeing the hummingbird navigation center which is a psychiatric program with navigation center for admission. it is very low threshold. anybody who is dual diagnosed, we have seen the success in that program by reducing the number of people returning to p.e.s. psychiatric emergency services. we have seen the majority of our referrals coming from psychiatric emergency. those people that usually come on a day by basis, they come to this navigation center for up to 14 days. in those 14 days they transition our side of the team, try to engage with them to offer them services, do motivational interviewing and offer treatment programs. many of those clients are offered services to discharge not just to the street, but to a program. either a dual diagnosed program with partners from different communities. they can do a.d.u.'s which is adult diversion unit or more long term placements. we c

the michael cohen statement says something striking. i used my own personal funds to facilitate a payment of $130,000 to daniels. he doesn't say i paid. he says i facilitated that money going to daniels. what he alsoen doesn't say is neither the trump organization nor the trump campaign was a party to the transaction with daniels. and neither reimbursed me. he doesn't say donald trump didn't reimburse him directly or indirectly orren wasn't a party to the transaction. this is a significant statement as he's now saying this stuff publicly. what tristrikes you? >> if you look at course of his comments throughout this entire situation, he's been very careful to offer something of a broad denial of the whole thing. when the "wall street journal" first reported the story, he said you guys are chasing this se lashs rumor. he basically denied the affair without denying the payment. he's very carefully worded these things. in this case, it is those two things. it's the word facilitate. some reported that as him saying, hey, i paid my own money
