i'm kenny choi. >> i'm michelle griego. out of washington, this afternoon special counsel robert mueller issued indictments for 13 russian nationals and three rubs companies for -- russian companies for allegedly interference in the 2016 election. charges are conspiracy, bank fraud, wire fraud and aggravated identity theft. >> they allegedly conducted what they called information warfare against the united states with the stated goal of spreading distrust towards the candidates and the political system in general. >> according to the indictment, the russian organization internet research agency began operations as early as 2014. they even allegedly traveled to the u.s. to collect intelligence. >>> in florida, the fbi is now saying that the agency received a tip back in january from someone who knew the accused school shooter might be planning something. the fbi also admits it didn't follow up on that tip. reporter kenneth craig is live in parkland, florida, with the latest. >> reporter: good afternoon. over the last few day

kenny choi is off this morning. let's start with a live look outside... >>> good morning, everyone. it is monday february 20. i'm michelle griego. we are starting with a live look outside. there is gorgeous shot of san francisco and on the right, the dublin interchange that has more traffic than i would think we would see on a presidents day. >> it definitely busy out there and there is a wind advisory in place for 580 drivers so it will be a little slower than usual. >> need to be careful. there is wind and then snow to worry about. >> it is bizarre to say but yes the snow is happening. it is happening just along the higher elevations. around 1900 feet elevation is where the showers are turning into that rain and slush mix. you can see it right around here, this area in light gray, along highway 9. it is going to be heading that direction. we are seeing a lot of moisture right off the coast, moving towards the hills on the coastline. we are noticing just about 1900 feet and then temperatures are dropping throughout the next couple of hours. so as they drop, we will see the

. >> and i'm kenny choi. more on the police collaboration in just a moment, but first we have some breaking news now at noon. another plunge for the dow as we take a live look at the board. it is down about 795 points. on friday, there was a huge selloff with the dow dropping more than 600 points on friday. this is the biggest two day drop for the dow since the brexit vote, and the worst three-day losing streak since january 2016. >>> also new at noon, a run away dump truck causes chaos on the streets of santa rosa. it happened just about 9:30 this morning near fountain grove parkwayment one of the -- parkway. one of the areas burned by the fairs. the truck went out of control. at least ten vehicles were involved in chain reaction collisions. some caught fire. six people were injured and have been taken to the hospital. streets were shut down and drivers are being told to avoid the area. farther south, another crash has been cleaned out. all eastbound lanes are back open on the san mateo bridge this noon foll

. >> and i'm anne makovec for kenny choi, the bay area woke up to the coldest temperatures of the year. you can see the frost on the cars at the dealership in san jose this morning. let's get right to neda iranpour who has more on the cold front. >> looking at the frost makes me feel cold. we are starting to see our temperatures warming up slightly. still going to be well below average. a few wispy clouds out there, just those thin clouds, but it's a sign of what's to come. we're watching a system that will be working its way towards our area. right now, temperatures 46 in oakland. 49 in livermore. 47 at this noon hour in san francisco. so we're still chilly. here are a look at those records, though, at least we're not as cold as what we were this morning. napa, 23 degrees. we tied a record in livermore, in santa rosa as well. and san rafael. sfo broke a record, so did oakland with temperatures in the 30s. a lot of north bay valleys, we're down into the mid-20s today, so it has been an uncomfortable day as the cold air mass just sits over california. we're also watching a couple system
