>> supervisor peskin: is it true we used to manufacture the boxes in the city? >> we used to manufacture boxes in the city? jack says yes. >> how many years were at this, jack? >> i retired five years ago. >> relative to the 286 boxes that are out, what is your projections for repair times? >> this is an ongoing battle. we do our best with two crews to repair them daily. as soon as we repair them, another part of it could go out. this is a complex network and it very, very old. so you repair one part. it may not stay repaired. that's the problem with this. it's deteriorating, the cables and conduit are deteriorating. >> the percentage of bombs out -- boxes out of service is increasing over time? >> i would say it will increase over time with the same level of staffing. it is a deteriorating system. we will invest and always have outage, but your question is, will you have increasing number of outage? and i would say yes. >> so i mean, has there been a percentage that have always been out at any given time? is this notion that 13% are out, has that been a standar

. >> supervisor safai: we're joined by honorable supervisor peskin. go ahead and proceed on your item. >> supervisor peskin: thank you, chair safai, and supervisors yee and stefani. this is not earth-shattering legislation, but it's the result of two votes, which in 2010, when 60% of san francisco voters passed prop c, which was an amendment requiring the mayor to appear on a monthly basis to engage in policy discussions with members of the board for everybody to see. at the time, it's intent was to provide political engagement between the board of supervisors and the legislative branch, that was not occurring in the space and to have that occur in full view of the public. the ordinance in the administrative code that created the rules for, had the promise of that back and forth and ending up with someone that was pretty stilted without real information being shared. and as we saw yesterday in these chambers, i think it was the first time that any member of the board asked a question since september, 2016, that that system can be revised in modest way

. >> the sponsor of the resolution is here today, supervisor peskin. >> supervisor peskin: thank you, madame chair, supervisor safai, the individuals who came down here today. they say that all politics is local politics, and that in san francisco all local politics are about land use because of the constraints of the 7 by 7 mile city. this is a very, very important piece of legislation, unlike other resolutions -- or other state bills we take a position on that generally go to adoption without committee reference calendar. i thought it was important to send this to committee, so that we could all have a robust discussion. i really wanted to create a space for a public discussion. i realize i am an unabashed opponent of the legislation as it is currently crafted, but i think it's important to create a space to have this dialogue and this debate, because this is a piece of state law that while it may look on its surface is about zoning regulations in the state of california, if you look at it carefully, i'll hold this up, disproportionately impacts one city and county which is the city

i think you would want to see numbers on that, values and cost of maintenance. >> supervisor peskin: what are the other major municipalities doing about their call boxes? >> from what i understand, one municipality has turned them into art instead of call boxes. so i think it depends on the community. >> supervisor peskin: i know, as you said, you're testing new technology and actually my office recently received as a result of the press attention, an overview from a company i've never heard of kay systems, that have off the shelf products as well as ways that they could use our existing fire boxes. >> excellent. >> so i'll share that with you. but any idea about what cost looks like for 2000 plus boxes? >> not at this time. i budgeted -- put in for capital and i think we would want to value a number of options and the choice if we keep the boxes themselves. so we would of course be looking at a range of options and when i had that cost, i would predict how many we could replace in a year and how long that changeout would take. >> supervisor peskin: relative to the expiration of our

. >> i would like to thank my colleagues peskin, for sponsoring this hearing. i will turn it over to him to say a few words. >> thank you chair and supervisor ronen. a few weeks ago i was informed through the media that the emergency call boxes that we have throughout the city, many of them are not functioning, many of them were bagged and tagged and many of them had towels taped to them that were not working. and i wanted to get to the bottom of it. the research that i've done with the department of technology and the old department of electricity, and the fire department, there is actually quite a storied history to the boxes. so i thought we have linda from the department of technology here. it is actually a dt asset. i've come to learn there are 2039 of them that date back to the 1800s. they are clearly still of use. most recently during the earthquake, and i think -- we should get to the bottom of this, too, we should have a conversation about whether they're a technology that we should continue to have, but it is a redundant system. they are actually part
