a vision that we share and embrace here in san francisco. where everyone was treated with respect and dignity, regardless of the color of their skin, religion, economic status or sexual orientation or gender identity. in san francisco, we have to admit, we take that vision for granted. but 40 years ago, those ideas still frighten people. they make people uncomfortable, they make people react in different ways, and harvey knew this message put him in danger. but he persisted none the less because he knew he silenced himself, he would be silencing the next generation of leaders. and today, we celebrate that courage by signing this legislation and renaming terminal one at sfo as harvey milk. we are ensuring his name will last forever and be synonymous with the city of san francisco. the city he loves to much and we all loved so much today. i do want to thank a number of people that truly made today happen. starting with my former colleague, supervisor david compose. supervisor compose. let us be clear his supervisor compose's pushing for quite

san francisco has long been on the forefront of the historical, it was in san francisco that gay men and women flocked to the city to create community. you all know about the castro and the pope district neighborhood, but you might not have heard of south market. this is also a community district. its working class neighborhood of run down warehouses became fertile ground for the leather community to open bars and businesses. this neighborhood fostered the growth of the recognized subculture that had its own mayor. i want to say that again. globally recognized subculture. alan shelby moved here from england and started the famous store leather and was officially known to the friends and people of the community as the mayor of -- [bell ringing] -- the neighborhood is also unique in the culture and will facilitate the businesses and people instrumental to its implementation, but will also create communities that will support -- sorry. i'm sorry, i lost my place here. >> supervisor kim: it's ok. [bell ringing] >> -- vibrant subculture to stay in the district. i urge you to vote to pass

as the city of san francisco. so today we are announcing the transition of the san francisco bay area water fleet to 100% renewable diesel. we are taking this bold step, and when we do, we will become the first region in the entire country to achieve this goal. let me repeat that. once again in the city of san francisco, we will be the first in the country to lead on the environment. it will help reduce our greenhouse gas emissions by another 60% on the water and cutback on the diesel pollutants that affect our air. four of the bay areas ferry providers will be making the switch to diesel here in 2018 and 2019, including our fire department, which will make the transition this year in the city of san francisco. i do want to thank all the ferry providers for joining with the city of san francisco to make this happen. this does not happen alone. it takes strong partnerships. i want to thank our fire department in particular, chief hayes-white and all the leaders that are here today on this issue. i want to thank deb

i moved to san francisco in 1978. during that time, i met my husband south of market, we were able to get married, establish our home together, and today, is the anniversary of his passing. so i had to come up and speak on his behalf to encourage this movement. i was also fortunate to meet my fiance south of market at the fulsome street fair and we were engaged in a fair. so i have a long connection to the leather community. and i would encourage you all to move this effort forward. thank you very much. >> supervisor kim: thank you. >> good afternoon. i'm blade. i've worked in the leather community for decades. first in arizona and now in san francisco. as you can see, i'm a member of the leatherman's discussion group. i'm on the board as well as being an active mentor in the mentor program. i'm not going to take up a lot of time, you have been so patient in hearing everybody's views on everything and their passion, which you can see from the room, it's full. we have businesses, and all different members of this diver

we were a center for people with intellectual and development cal disabilities in san francisco san francisco. we also have a program for individuals that have acquired brain injury or traumatic brain injury, and we also have one of the larger after school programs for children with special needs that serves the public school system. the sf carbon fund for us has been the launching pad for an entire program here at the pomeroy center. we received about $15,000. the money was really designed to help us improve our garden by buying plants and material and also some infrastructure like a drip system for plants. we have wine barrels that we repurposed to collect rain water. we actually had removed over 1,000 square feet of concrete so that we could expand the garden. this is where our participants, they come to learn about gardening. they learn about our work in the greenhouse. we have plants that we actually harvest, and eggs from our chickens that we take up and use in cooking classes so that our participants learn as much as anybody else where food comes from. we have two kitchens here at the

it's the way san francisco rolls. if you meet standard, you get the service, so there's no, i have to meet standard in order to get the services. there's a lot of confusion. what we are doing is implementing a benefit navigators pilot, and they'll be in the shelters, trying to help people in the shelters. talk more about that in a second. another finding that fjord found on us with us is you have the option of oughty renewing on medi-cal for up to five years. it has to be a box that the person actually checks off, and we can operationalize that. we can get people to do that. but then we found out at 12 months, the federal hub will spit out that application if they haven't done a tax return, and so how many homeless people do we know do tax returns? so it's an automatic, another, you know, rock to push up the mountain there. so that in working with the human services agency to advocate for legislative changes there. another thing we have -- much of our medi-cal comes through emergency medi-cal in the hospital and behav

this is from the port of san francisco, san francisco public works and the department of homelessness and supportive house the encampment resolution team. >> the water front navigation center is a village-like complex of modular units connect decks and courtyards and shelters residents until they can be transitioned to more permanent housing. >> it grew from efforts to continue the model that started with two other navigation centers. navigation center was the catalyst behind this in terms of the design and the way it was laid out, modular units could be placed and removed is brilliant. >> we have three years to operate and then it will be completely removed. the mobile units were quick to procure and easy to relocate and offer a scale that's intimate so it's not an overwhelmingly large space. that combined with the outdoor courtyards and trellised area provides for a more restorative environment for folks to get back on their feats. >> people we meet on the street we offer them a place and it's generally a time-limited place, but if we can identify they have a priority one status to

we're losing conventions in san francisco. all of this is happening because we aren't addressing the root cause. we don't invest enough money in our temporary shelter system. bigad: ronan believes the city has been so focused on providing full-time housing for the homeless that san francisco doesn't have enough temporary beds. the city has about 2,000, but ronan believes another 1,000 are needed. the cost, $25 million. hillary: we need to find a source of revenue. bigad: but those in the city are already paying more for street cleaning. the department of public work spent $60 million last year cleaning the city. that's nearly double from five years ago. muhammad nuru: trash is not my only problem. bigad: muhammad nuru is the public works director. if we're spending tens of millions of dollars every year to clean our city streets, and then they often end up looking like that, why hasn't something changed? muhammad: well, i think things are changing. bigad: but when you walk the streets of san francisco, it doesn't seem to be wo
