he was arrested for brutal killing of nia wilson on sunday. he was released from prison just two weeks ago. he also has a history of arrests for drugs, theft, and vandalism. he's being held at santa rita jail in dublin. he's not eligible to be released on bail. he was on a train bound for antioch when he was arrested. bart police had come in contact with him before. he was stopped by a bart civilian officer and cited for not paying. >> we have clear video of cowell and that helped lead to the information to make certain that this is the guy. >> reporter: a new law signed into effect this year allows bart to ban people from using the transit stem for 30 days if they are caught fare evading. in order to be arrested. an armed officer has to witness a person jumping over a fare gate. on july 18th he was cited but not banned from using bart. that's why he was at the station the night nia wilson was killed. allie rasmus, ktvu fox 2 news. >>> at the macarthur bart station a memorial is growing with people leaving photos to remember the 18-year-old. h
