supervisor yee? supervisor yee? >> supervisor yee: the positions are needed right now. the 250 that you're suggesting is over a four-year period, so can you explain the difference between you need it right now and -- >> -- 18-19 and 50 positions for 19-20, and we're also talking about the 80 we've been budgeted for to get us up to the 1971, and then, the civilianization positions. so that -- those that i just mentioned, i think, equals the 205, i believe, is the number. and the other 45 is in subsequent years, so when i right now, i'm talking about this budget cycle, that's the subject at hand. and the 50 for this academy class, and the 50 for 18-19, that's what i mean by right now. >> supervisor yee: okay. i just want to be real clear, and again, i don't want to go through -- >> yes, sir. >> supervisor yee: -- what we went through on monday, but when we're talking about the first class, additional class that we're talking about, it would be starting in december -- or halfway through the fiscal year -- the year one fiscal year. >> yes. >> supervisor yee: and if there we

supervisor yee? >> supervisor yee: just quickly. how many terms have you served? how long have you been on the police commission? remind me. >> 14 years. two, four, four, four -- and anyway, adds up to 14. >> supervisor yee: just so that -- in case there are new listeners, remind us -- in 14 years, what were your biggest accomplishmen accomplishments. >> say that again? >> supervisor yee: in the 14 years on the commission, what were one or two of your biggest accomplishments? >> i actually sent you a whole -- but to sum up, looking back on it, one of the early things that i think is important, when i got on the commission, there was a tremendous backlog of cases. and maybe early on, completely new body at that time, recommissioned after prop h. i have been off for a couple of months, so i haven't seen the latest figures, but we had it down to about 10 cases that have to be resolved. that was a huge, huge move. it took a lot of work with all the commissioners that i served with and also the chiefs i'v

peskin: supervisor yee? > supervisor n. yee: thank you. i want to also thank commissioner, t.a. commissioner cohen, supervisor cohen, chair cohen, president cohen. i have to also join the chorus of having an open process during the budget process. i think we had very good debates during the process and sometimes we had to give, sometimes we win some. i thought it was well-run. san francisco police budget, one of these things i lost some arguments there. again, it's all about give and take. and the nice thing about the issues i raised with the staffing saying how can we get police officers on the street faster and people didn't buy the argument at the time but the nice thing is we didn't just leave it. we agreed the controller's office should look at the 6-8 officers that could be civilianized which would quickly then have police officers on the street rather than sitting behind a desk. hopefully that study will come soon so we can actually continue having a discussion around that particular issue. i want to thank also ben rosenfield's office, harvey and severin of b.l.a. and jon

>> supervisor yee: yes. in san francisco -- in san francisco, there are 1200 young people separated from their families each year. this is each year, and put into foster home systems. because of the scarcity, actually, many of these kids are forced to live outside of the city with an adult that's going to follow them. in the past two years, over 50,000 -- over the past two years, they were able to put another 60 more foster youth through this program. so what we're lacking is about -- that there's about 360 foster youth that can really use this program that doesn't have that right now. and that -- meaning that if there's 360, about 900 or 800 of them, probably, it's not as crucial for them because they're younger in general, but those kids, when they enter their teen years, they're going from one thing to another thing. need some stability. so those are the numbers. and even the amount i'm asking is not going to reach it. >> supervisor cohen: what's the amount that you're asking for? >> supervisor yee: 50,00

[please stand by] think that for me, right away, that's the one thing we should attack. and the housing affordability study that the department's doing is going to look at that, why are we entitling things that aren't getting build. if you want to peel that back, supervisor yee, the next thing, that leaves 81,000 units. why aren't people seeking entitlements on those 81,000 potential units. forget zoning. is it too much of a hassle? is it financing? is it the property's been in the family forever, they just don't care? i think we need to

commissioner yee? >> supervisor yee: so i think you heard me questions, and i'll try to repeat it. the first one's pretty straightforward. what's your views on neighborhood input in the planning improvement processes? >> commissioner johnson: yes. so you know, i'm fortunate to be the newest member of the planning commission. and so i'm looking at everything with fresh eyes. so for example, when the mayor's process improvements came before the commission, i was simply able to kind of take a step back and take a moment and say, you know, can you walk us through the moment from when someone applies for preapplication to the moment when we actually sign off and approve their permit, what does the process look like? and little by little as the department began to describe what that looked like, we were able to notice moments where there might be 30-days or 60 days where, you know, a permit might just sit there as we do noticing and other types of things. i think there is a lot we can do internally to improve our processes and figure out how we can amend them to expedite the process. >>
