[applause] >> who knew a book about congress could have such a reaction. i am the owner of politics & prose on behalf of everybody thank you for being here. so part of the story that we are here does involve a chapter in the history of congress told by john lawrence in his new book the class of 74 about that reflects his own journey and what completed the circle for him back in the 1970s he earned a phd in history at berkeley. but instead of pursuing a career he ended up in capitol hill as a staff member in the house of representatives spending 38 years there initially for congressman george miller from california and the final eight years to serve as chief of staff to nancy pelosi. he left the hell a few years ago and he returned to the academic track to the university of california washington center to write a book that draws on his long experience in congress. he arrived on the hill as one of the members of the class of 74 and outlasted nearly all of them have mac. act, congress also does not have unlimited authority. there are things congress might do to contravene the constitution. to the extent you are interpreting congressional action, you interpret to avoid retroactive activity. even the gitmo conflict -- you think, this guy is a bush administration lawyer, he is pro-government. what you find out is, it's not about being pro-or anti-government, what it's about is enforcing the rules as congress has written them and the constitution as the framers understood it to be. when you see there, those cases are ones where he has determined the law can't be applied to these gitmo detainees, because at the time of their conduct, the law was not in place. that is an important thing to see in judge kavanaugh's opinions, which is a recognition of the important role of the branches and of government and constraining individual action but also the importance of civil liberties and their own rights under the law and constitution of the united states. so what you see here is a judge who is a judge's judge. a ju
