melissa: that is a hard question. certainly the cyclical recovery has been terrific for workers and terrific for lower educated workers in particular. we have 104 months of steady job growth. we see people coming back to the workforce. since 2010, the unemployment rate for high school dropouts has fallen from 15% to 5%. applications for disability insurance our way down. -- our way down. -- are way down. all of this is great news. the economic recovery is good news for these workers. we do need workers to continue, or individuals to continue to increase their skill, to really address this problem. mitch is a maverick in this field. he is a real leader. i probably shouldn't say this, but i wish my college president would do some of this.
