. >> president cohen: thank you. >> okay. good afternoon, president cohen and other board members. i'm kim ostrowsky. i have cognizance of all navy bases in the bay area. when we were here last in may, we discussed the circumstances that led to the need to perform a full reevaluation of the radiological work performed by tetratech at e.c. hunters point. today i'm here to provide you an update, our efforts to assurance residents their safety and our ongoing public outreach activities. we're committed to successfully completing the cleanup work at hunters point and completing property transfer for use by the community. we are also committed to ensuring the public has confidence in the results by working transparently and providing facts based on sound radiological science. in june, the navy released its proposed work plan for retesting of parcel g, which was identified by the city at its top priority parcel for reveemt. resampling parcel g will allow us to see of ongoing work, or perform additional cleanup. we believe we have a path forward and will be releasing a draft final work pl

thank you. >> president cohen: thank you. next speaker, please. >> jackie, greenaction for health and the environment. i'm speaking in favor of reversing the planning commission's certification of the eir for this project and requesting that you approve the appeal and reject this project. do i have this right, the draft eir concluded that the india basin project would generate emissions of a pollutant during construction and operations that could violate air quality standards? that could be significant and unavoidable, exceeding the thresholds of significance, yet planning approved this project? the planning commission used a loophole called a statement of overriding consideration to try to justify significant, harmful, and illegal amounts of air pollution that this project would cause. they claim that the open space, which is currently toxic and contaminated, and affordable housing, which isn't affordable at all to those who have been displaced, is more important than health and the right to breathe clean air. please, vote n

>> president cohen: all right, thank you. mr. peskin, if you could restate the second portion of your motion. >> supervisor peskin: thank you, madam president. the second portion is to remove the words "and/or single-family homes" so that it will now read on page 3 at line 13, "further resolve that any application of rent control to new construction should be adopted only after an economic analysis from the office of the comptroller." and the reason i think that in committee there was a -- on the first item there was a split vote, the one we just voted on. on the second item there was, i think, a unanimous vote, if my recollection serves me, but i think that really is based on our history with inclusionary, where we were very sensitive about finding the maximumly feasible amount of inclusionary. i think that's what we want relative to new construction, and it's appropriate in new construction. single-family homes is a totally different ball game, so that's why i would remove those five words, "and/or single-family homes." >>
