kemp. whenever you see georgia has been in good hands with governor deal, i think the burden of proof is on the democrat candidate, miss abrams, to say we ought to change. and the economy is strong. you had governor deal that did a good job, so i think it leans in the republican direction. >> we may not know for days or weeks after the election. the election is on tuesday. don't you think it would have been appropriate -- you're a sitting governor -- for the secretary of state who is the republican gubernatorial candidate temporarily to recuse himself from this kind of election monitoring because he's got a bias right now, a very personal bias? >> well, we don't have enough facts to make that judgment, but that is the responsibility of the secretary of state to assure the integrity of the elections. let's see how that develops. but like i said, i really don't see that as a significant development two days before the campaign, before the election. people are going to view it with skepticism.

that resonated with ted and his daughter gianna at a kemp campaign event here in jessup, georgia. >> why did you bring your daughter today? >> we love trump and i have listened to some of the things i heard him say, and it is along in line with my conservative values. >> i really think -- >> reporter: hey, how are you? good to see you, too. his campaign declined our request for a formal interview so we caught up with him at one of his events. a conservative state, how could it be so tight when you are facing an admitted progressive? >> the race right now, there's been a lot of momentum on the democratic side around the country. the republican base was not real motivated. that changed a couple of weeks ago. >> reporter: at the heart of this battle for georgia's future, what critics say is a blatant attempt by republicans to intimidate voters of color. emmet bondran, a long-time civil rights lawyer, says he has watched it happen for decades. >> there is a history of voter suppression, not only here but naonwide. >> reporter: in fact, an ap report found 53,000 voter registration applica

the naacp. >> right, right. >> kemp. >> kemp had a problem when he was voting. >> yes. but the vast majority problems were happening in the black communities. and the naacp had to even step in to ask for extended time, et cetera. this does not bode well when your opponent is in charge of the elections process and did not recuse himself. so she has a right to do this. we are now sitting in a time where we are not having voting rights enforced. we don't have voting rights anymore. it's gone. >> considering all the consternation, congresswoman, are you surprised to see this? because voter suppression, there were accusations of that. there were several lawsuits there was even one filed tonight. are you surprised that this is the outcome? >> i'm not at all surprised there is litigation. i predicted that. >> but refusing to concede. >> i don't blame her for not conceding, but i don't think the outcome is going to change. with the absentee ballots and the mail-in ballots, they tend to break the same way as the machines. she has to get a lot more votes in order to change this o

kemp resigned before playing that role. every problem the democrats have highlighted are actually local elections officials most of them and democratic counties. >> laura: from the beginning they have been trying to push the narrative. that if you don't vote, you are betraying your ancestors' past. number two, the idea that brian kemp by cleaning up the voter rolls which i believe bella is obligated to do that he is actively trying to suppress minority voting. respond to that. >> there's a question of whether minority voters decided not to vote because the abrams campaign was telling them it's not going to count anyway and kemp is going to steal it. the kemp campaign, the secretary of state is required by law in odd-numbered roles to clean voter rolls of voters who haven't voted in seven years. democrats saying that there was votes taken off the rules this year. that's true but the secretary of state george is prohibited from removing people from the rolls in election years. those were local officials who were removing vote

last year alone brian kemp took 670,000 people off the voting roles. and as we headed into this election season with him as the election candidate for governor, and with him and his office still administering this election, even though he is running in it, we learned that his office had taken more than 50,000 new applications for voter registrations and essentially just stuck them in a desk drawer somewhere in his office, put them all on hold in pend status. more than 50,000 registrations. that led to calls not just from his opponent stacey abrams, but also from former georgia governor and former president jimmy cart they're brian kemp should step down as secretary of state while he is running for governor so he will not be in the position of both umpiring this match and competing in it at the same time. kemp of course refused to step down. so he is still in that dual role in the state. but the courthouse doors apparently are still open, and the courts still have the lights on in georgia. today a subset of those 50,000 plus voter registrations that his

and the rally, although it was meant to rally up support for brian kemp and although brian kemp did speak, the the rally was more of a donald trump rally. he went through a lot of his old hits and hit some new ones as well. he did focus a little bit on stacy abrams. he said that she was radical, she was extreme. she was going to turn georgia into one big giant sanctuary city, it would become venezuela, he was trying to ginn ing tinge by scaring them what the state would look like if a democrat came into power. he called stacy abrams one of the most radical politicians that is out there. brian, i'll tell you i was at the obama rally on friday, with stacy abrams. and the tones were markedly different. democrats were talking a lot about health care. they were talking about how you got to go out there and vote. you got to honor your legacy and vote. john lewis took the stage and talked about how he spilled blood on a bridge in selma, how he's not asking voters to go out and spill blood. how he's just asking them to go out and vote because their ancestors fought for them to do so. quite differ

>> no, but -- >> i might suggest that kemp is very nervous. i have been stunned by how close this race is so far down the stretch. you're talking about stacey abrams, african-american woman, running as a real progressive, against brian kemp who of course is the secretary of state in a state that has typically been red. it has obviously a lot of african-american voters. there's about a third african-american, it's increasingly latino, about 10%, but the fact that she has kept it so close all the way down the and i think brian kemp's actions suggests he might be seeing something in his polling that's making him a little nervous. >> it's weird. if you're a straight, white conservative male running for office in georgia against a black female progressive and you got to cheat, there's something wrong, man. i mean, like you should be able to do this straight down the line and just win. the reality is he is either cheating or east he's so concer about possibly losing that he's willing to call into question his legitimacy. >> i don't think it has to d

kemp refusing to step down from his role as the state's top election official. democrats calling this a conflict of interest, and claiming kemp pushed voter suppression. >> stacy's opponent has already been caught multiple times. amy: let's talk about some of what kemp has done. this is highly unusual. i have seen republican after republican now on the cable networks who often are there security what trump says -- parroting what trump says, saying kemp has gone a step too far. brian kemp, the secretary of date of georgia means he's in charge of the elections come also running for governor. he has been targeting voters with robocalls featuring false claims about abrams. in this call, abrams is accused of stealing the election with votes from undocumented immigrants. cooked stacey abrams is so extreme that she wants to allow illegal immigrants to vote in this election. we can't let her steel's election. amy: and then there is this racist robo call from some white supremacist -- oprah winfrey was campaigning there in the last week. of course, joining stacey abrams dayse campaign trail before one of this country's most talked about races. >> this is the magical negro oprah winfrey asking you to make my fellow negress stacey abrams the governor of georgia. his ago, jews saw something in

kemp's integrity. for months he refused to resign from a position that allowed him to oversee the very election he was running in. resigning just two days after the election when all the damage was done. and while in office, he purged over 53,000 predominantly african-american voters from voting rosters, closed hundreds of polling sites in high-poverty areas, and because of his strict voter i.d. laws, many has to use provisional ballots that have yet to be counted. but the hardest part of his campaign hand be kemp accused her of cheating just days before the election. now, brian kemp, i know your election took place in the south, so you think it's okay to employ southern strategy, even with all your attempts to suppress the votes and even every abuse of our office, your win is still in question. do you know what that means? do you know what that tells me? it's the same thing that civil rights community knew when they were fighting for adequate voting rights in 1965, that no one can stop people committe

now, kemp is accusing democrats of committing a crime. kemp, who is georgia's secretary of state, has asked the fbi to investigate the georgia democratic party for trying to hack the state's online voter database. it's quite a charge. he hasn't provided any evidence to back up the allegation. this came after an associated press report that an attorney for election security advocates are suing kemp in his role as georgia's top election official, told the fbi in kemp's office about a major database flaw. independent commuter scientists told the ap the flaw allows anyone with access to a voter's personal information to alter that voter's record. earlier today, kemp was asked about the timing of all this, just before voters head to the polls. >> i'm not worried about how it looks. i'm doing my job. this is how we would handle any investigation when something like this comes up. i can assure you, if i hadn't done anything and the story came out that something was going on, you'd be going, why didn't you act? >> are you worry about it undermini

and did the democratic party notify kemp of something on friday? i'm confused. >> yeah, i can walk you thru a little bit in the timeline as i know it to be. so what we understand has happened is that there is an individual in georgia whom i don't know. who has found what he believes is an alleged vulnerability of the my voter page website, which is the website that the secretary of state oversees that shows people where their voting precincts are, their sample ballots, et cetera. that person, i'm understanding, has shopped it around to a variety of people to say, hey look, i found this vulnerability. one of the people that ended up with that e-mail was a volunteer at the democratic party. the volunteer did the right thing and sent it to an attorney on staff who is our voter protection director. our voter protection director looked at it and she didn't know exactly what it meant, so she sent the e-mail to two georgia tech cybersecurity and data professors because they specialize in that sort of thing. and she sent an e-mail to them and said hey, and

for republicans and kemp. kaley, how many people will be allowed to vote and what exactly was the ruling? >> reporter: just a short time ago a federal judge handing a defeat to brian kemp in his capacity as secretary of state as this judge has ruled that about 3,000 new u.s. citizens will be allowed to vote in this election if they show proof of their citizenship when they go to the polls. the problem here, the question, the very controversial exact match standard in this state. these 3,000 new u.s. citizens failed to meet that standard because their information didn't match up in a database, where voter registration information is matched against the department of driver services and social security administration information. in the state of georgia, you don't have to be a u.s. citizen to get a georgia driver's license. you can see how this could become a problem. these 3,000 people put on the pending list now being told their votes will count just so long as they show proof of citizenship when they go to th
