well, that's my dream and my vision for south dakota. the next generation is watching us and we must do everything we can to strengthen our state so that it's a place where we can one day launch their careers and raise their families. i hope that you will all join me in that effort. over the past few weeks my team and i have talked with every agency and department and state government. we've heard about the challenges and the opportunities that are facing our state. this information transfer, though, is really the capstone of a two-year long job interview for being our state's chief executive, and over the last two years i was able to do a lot of listening with a lot of south dakotans. i heard story after story of south dakota families about the love they have for our state. they love our culture. they love our wide-open spaces, they love their towns and they love their churches. i do, too, but many families are struggling. they're struggling to get ahead. parents lie awake at night and they wonder if they're one medical emergency away f

it is a south dakota issue. the small communities and rural areas provide customers and members of the workforce for the larger communities. some young grow with an aptitude for math and science could be a future engineer. will she be able to excel without rob and access at home? or woman might want to come back and take over the family farm. will they have the internet access they need to look at and grow crops? their spouse might want to run an online business. will they move back to the farm is they cannot access broadband? must close the broadband gap. this is easier said than done. they say it can cost up to $15,000 per mile, or even more to lay fiber optic line for internet. number of customers in some areas makes it expensive for some companies to make the investment. some have discouraged us from trying to expand this kind of investment. i refused to quit. geographic location could not be an excuse for the government to futureing with the vitality of our economy at stake. geographic location is no longer

south dakota is doing well. we are certainly doing better than the rest of the country in rural connectivity. there's plenty of room for improvement as long as you have one person out of the country who doesn't have high-speed internet, you have work to do. we have hundreds of miles of fiber optic design. nationwide we do 800,000 miles a year. states.lot in 40 other >> how would you describe your political style? >> collaborative, right of center. if i was emperor, we would have a federal government with less intrusion into people's lives. we would allow state governments to be innovative. we would give them more flexibility to solve these problems. my style is not that if i don't get my weight, i will burn the whole place down. we compromise to take another step tomorrow and another step the day after that. that kind of incremental progress is frustratingly slow. that is really the only way this kind of government works. the founders didn't set it up so it would be fast and easy, but so this deliberate process

>> well, the vast majority of the people in south dakota want a secure border. they believe in upholding the laws of this country and that was very important to them during the last election cycle and since then and -- >> even if it means missing pay cuts -- missing paychecks? >> the biggest challenge that we have faced in south dakota is the federal workers that haven't gotten their paychecks and also some of our farmers have not been able to get their checks endorsed or cashed. i was very appreciative of the secretary of agriculture opening up offices so that that could happen this week. that was incredibly helpful so they could go in there and do paper work and get some things done. i don't want to diminish the fact that we are feeling the impacts, but we also feel the impacts of illegal immigration and that is very real every day in south dakota as well. >> so as i mentioned, you spent a couple of years in washington, d.c. and now you're on the outside looking in. what would you say to your former colleagues in congress quickly about resolving the shutdown?
