live at treasure island, cheryl hurd, do we know what caused it? >> reporter: they're investigating right now but rain is coming down hard factor. unexpected light show tonight. lights are on, most of them right now. wasn't that way at 6:00 tonight. when cal trans first started getting calls the lights were flickering on the oakland side of the bridge. that went on for a while. then the bridge went to total darkness. cal trans technicians called in to investigate. they turned off half the lights on the bridge at one point in effort to fix the problem. spokesperson says this could be weather related. >> right now it looks like an electrical issue with short in the substation on the bridge. at this point we're not sure if weather caused it. it was raining really hard at the time. >> reporter: a lot of people noticed this tonight. in fact social media started going crazy with pictures and questions about what was going on. cal trans telling me tonight that they will look up and see what happened here tonight tomorrow morning. reporting live, treasure

we start with cheryl hurd on highway 17. the warning for the morning commute. >> reporter: that's right. chp officers are very worried about slick roads. caltrans workers are stationed here ready to spring into action in case something happens on the roadway. sometime we're seeing officers escorting cars and trucks off the mountain. making sure they don't speed. that's happening up here. there's no escorting cars on mt. hamilton road. drive at your own risk. snow is falling up there. that's why the road leading to the top of the mountain is closed. when you get there, there's lots and lots of snow. several feet of it. snow is expected in the santa cruz mountains as well. maybe not as much as you see here but we talked to a woman who lives in the santa cruz mountains and works in a restaurant along highway 17. >> we have a lot of accidents up here. we see them every day with the restaurant west see them here. somebody driving too fast, not slowing down and they spin out and cause the accidents. >>> she tells me she sees two o

cheryl hurd joins us live from napa where it is coming down ll night long. as you can see, the river is on the rise. it used to be a bench out there can, but the bench is under water. officials have been telling people to stay out of the area because it looks like this river will hit flood stage. as the rain falls, people are watching the river and hoping it doesn't spill over its banks. >> it's a surprise in a way because we need the rain, but it's intimidating to have this amount. >> there have been a flash flood watch in the north bay. tonight queen of the valley hospital it experiencing flooding in the basement. fire crews were called in to stand by. >> we are a bit surprised. las vegas had snow, but it's all been very interesting. >> napa's flood management system was upgraded recently. the latest storm is putting it to the test. >> befor alle t the way up and downtown. >> that are hasn't happened in over a decade, but napa still has problems. parks are under water and roads are closed. firefighters are on alert. >>. >> we would like to get an idea of h

cheryl hurd is looking at a potential traffic hazard. >> reporter: in this field along the highway, the rain is what caltrans and the chp are afraid of. one lane is closed, another one may follow. >> this morning, a levee along highway 37 that contains the novato creek broke. >> reporter: from our sky ranger, you can see water cascading through the rail road tracks, over to the westbound side of the highway. >> we do believe we want that field as full, the water is going to spill on highway 37. >> reporter: that's exactly what happened. at around 7:30, cal trans shut down the number two lane. drivers who use this stretch of roadway daily say they're frustrated. >> they retrofitted it last year and fixed it, so it's going to be pretty hard. it's going to be pretty hard on us. so i think my reaction to it is, i'm a little disappointed. >> reporter: the chp understands that disappointment, but they say it's not the same problem they had a couple of years ago, when the road was shut down for days. >> they raised the roadway, improved the drainage and that is holding and that is not the same

reporting live in berkeley, i'm cheryl hurd, nbc bay area news. >> cheryl, thank you. >>> well, they say they have their man. uc berkeley police have identified the man caught on camera punching a conservative activist on campus. this video went viral. on tuesday this man pushed and then punched hayden williams. williams is from kentucky and was manning an information table for his conservative group called turning point. now, after the attack pictures of the suspect were posted across campus. within hours police identified the suspect but have not yet released his name or made an arrest. >>> continuing coverage now. the oakland teachers strike, which is still on. the teachers union says there hasn't been much progress at the bargaining table, and that means students will likely not be back in class on monday. the district says it doesn't have the money to meet all the teachers' demands. but educators are holding out for better pay, smaller classes and more resources they say for students. >> our picket lines today were bigger than yesterday. in addition to teachers, we continue to h

here's nbc bay area cheryl hurd. >> reporter: official documents obtained by nbc bay area explains how a body found in the san francisco bay near pier 39 led them to a video discovered on the 4th floor of this market street apartment. the video is gruesome. documents say the victim is 23-year-old george randall saldovar. the video shows him having consensual sex. it shows him and another man tying a noose around saldovar's neck. the victim is elevated and shot up with a drug where he passes out and a bag is placed over his head. he was stuffed in a suitcase and a day later, removed in that suitcase, and dumped in the bay. court documents aren't telling us what led police to this building. i did talk to a few people who know ro. they say that he's lived here for at least three years and that he was a little strange. police arrested gerald roe last friday. he was charged with murder with special circumstances. lying in wait, and torture. in san francisco, cheryl hurd, nbc bay area news. >> just in, our first look at the man who reportedly tried to kidnap a girl in san ramon. we first bro

reporting live in richmond, i'm cheryl hurd, nbc bay area news. >> yes, cheryl, thank you. we're hearing westbound could be indefinitely. thank you so much. as cal trans works to repair the areas where the concrete has broken away, engineers are trying to figure out exactly why it's happening. our investigative unit has been talking with them and found two primary theories. the most likely is what they call cyclic concrete fatigue which is essentially wear and tear from all the trucks that drive over the bridge. the bridge is 63 years old and some of the concrete may still be original even though cal trans has repaved and refurbished sections multiple times over the years. now, the other theory is that some of the steel supports for the upper deck are rusting. and when metal rusts, it expands. it can crack the concrete around it. >> well, take a look. earlier this afternoon hundreds of people, you see them there, just stuck with nowhere to go. this was for about an hour. could you imagine that when the bridge was first closed because of that falling concrete. let's bring in

we continue our team coverage with nbc bay area cheryl hurd. >> reporter: there is a steady stream of rain here. i have not seen one sand bag but there's a potential problem here a that is the napa river. as you can see it's on the rise. roads nearby are closed. the constant stream of rain is what's causing the river to swell. officials say the water cay can be a problem even though the army core of engineers did a good job in upgrading the flood system here. so far, it's working but there's still some localized flooding in napa. as you can see you're looking at the crossing park. it's closed due to flooding and a lot of people here are really curious. >> totally mind boggling. you're looking up at something that's like ten feet higher than the ground level. that's how much water it is. i'm looking out there. i'm wondering, what the comparison is from this flood to previous floods. >> we have to get an idea of how swollen the rivers are, how fast they are moving. best access points to indica si there's a rescue. >> reporter: the cap pain tain cruising the city making sure things are o

sheryl hurd joins us in alameda with this race against time. cheryl? >> reporter: well, bone marrow testing is no longer painful. all you have to do is a cheek swab, and you're done. there is a 5-year-old girl who lives right here in alameda, who is counting on you for your help. on the surface, nora lazarus is a normal 5-year-old girl. you would never know by looking at her that she suffers from a life-threatening disease. >> nora was diagnosed with franconia anemia about four or five months ago. it's a rare genetic condition. it's a little bit more common among ashkenazi jews. >> they come from that jewish population, and rachel did a genetic testing while pregnant with nora, and nothing came up. but as a baby, they knew something was wrong with nora because she began to lose her hearing. then they discovered their vibrant 5-year-old would need a bone marrow transplant to stay healthy. >> i think the word bone marrow is a hard thing for people to wrap their head around. it sounds like something invasive and intrusive. >> and in actuality it's not. >>

right now we'll continue the story with cheryl hurd who's at marin headlands. we've seen rainfall today, winds 20 to 40 miles per hour. not that bad right now. in about three hours, it's going to be coming down and good. >> reporter: good thing i won't be here in three hours. it's been raining off and on tonight here in the marin headlands. your probably can't see it but i can definitely feel it. the winds are kicking up here tonight. this storm is going to hit the north bay hard this weekend. as the rain begins to fall and the winds pick up, the north bay is bracing for impact. >> wa we're going to have is mostly impacted, very high winds. in that means is a lot of trees coming down, a lot of power lines coming down, power outages, a swift water rescue team. everything in place and ready to go. the last big storm caused a lot of problems in the north bay, like flooding, downs power poles, mudslides. pg&e says emergency centers have been activated. >> that just means it's all hands on deck. the staff are beefed up and fully staffed right now. equipment is on st
