kamala harris is very good at moments, seizing and creating a moment. she had a moment when she got into the race initially, back in oakland, she had that huge rally. she had a moment when she was grilling brett kavanaugh in his supreme court hearings. and briling bill barr about the mueller report. the problem is kamala harris is she tends to have the moments and everything sort of drops away. she doesn't know how to keep that momentum going. she's definitely stolen the spotlight. she showed how biden has got perhaps a glass jaw in a lot of ways, particularly around issues of race and kind of what things were like back in the '70s when he seems to sort of feel nostalgic about the past. but does that then sort of become a source of strength for her, that she's going to go to iowa tomorrow, for example she's kicking off an iowa swing, will she be out there bringing up policy positions that she's going to promote? is she going to announce any new plans that she has in her arsenal? is she going to take what she got out of that significant piece of momentum

the question is, what does kamala harris do tonight? she told us this week that she intends to continue to paint contrast with not only joe biden but the other candidates where appropriate. she said not only do democrats, but americans deserve that. and think what you should expect tonight is her to argue that she is the candidate in this race that fights for progressive values yet at the same time is a pragmatist, is a realist. you saw last night on the debate stage, it was sanders and warren along with those other eight candidates that were arguing that they were more pragmatic. i think what you are going to expect to hear from harris tonight is say, look, i released a healthcare plan this week that, yes, it's medicare for all. everybody has the opportunity to go on to a government public option yet at the same time people can choose to buy into a private health insurance option. she also painted in that healthcare plan that she put forward bernie sanders said that he wants to go to a medicare for all system in four years. kamala harr

but kamala harris is not posing the as that. in other words, the plan she's proposing in theory could benefit anybody. >> that's correct. by targeting neighborhoods that were red-lined in the past, the will disproportionately benefit african-americans because african-americans were overrepresented in those neighborhoods. but by no means will they be the only group that benefits from that policy. >> let's look at some numbers from african-american home ownership going back to 1994. the census bureau says in 1994, 42% of black households were homeowners. ten years later right before the recession, the housing boom, the figure had reached nearly 50%. and -- but that declined after the recession to the point that we're now at 43%, which is kind of where we were in 1994. when you look at that chart, what does the tell you? >> well, what you see there is the runup to the housing bubble when credit standards were very lax. virtually anybody who had a post could get a mortgage. but that was not sustainable. when the bubble burst, many p

wednesday night it will be joe biden versus kamala harris. all the other candidates will be on the stage to get attention. i think there will be some fireworks. these second-tier candidates have to do something to draw attention. we will see a lot of hail maries, -- marys. connell: which harris did at that time. the fox poll, biden had a commanding lead last week. most of that seems to have faded. i was at the debate in miami. most of us thought sitting in the spend room, not only did she win the debate on optics, get a little bounce in the polls. a lot of that has faded. >> interesting in the polls, 25% of the democrats clearly want someone like joe biden. i mean joe biden at the moment is the stand-in for the moderate candidate such as amy klobuchar and john delaney are not going anywhere unless biden fades. progressive vote is spread out among sanders, elizabeth warren, buttigieg, kamala, harris, maybe cory booker. none of them can get much elevation out of the debates. connell: biden is double everybody. until sanders or warren eliminated
