going back to the hill again, when i was in the hill we use to say this issue, who owns this issue? who owns arms control, environmental issues. i don't know who owns nuclear security or arms control. talking about he, her position, taking risks politically by getting out in front on an issue, not very concerned about. to educate colleagues, and so forth. i am not well-informed but i don't think anybody stands out. somebody who -- this gets back to the issue of leadership. and informal meetings. and elevating the priority in aspects of nuclear security. the question of what is the priority. i don't know. the international -- this marvelous matrix in which he laid out the architecture and of all -- there must've been boxes, 25 different elements, they have a patchwork in the international system, some agreements and treaties and initiatives but it doesn't always work in the same direction with one another. as someone focused on the international side, there are ways to fix up a patchwork and to try to move this issue on the international side towards mandatory requirements. right now
